PNP chief vows to penalize moonlighting cops

MANILA, Philippines — The Philippine National Police (PNP) has ordered the stricter implementation of its policy prohibiting policemen on active duty from moonlighting as security escorts for private individuals in the wake of the Atimonan, Quezon, shooting.

Three policemen, including a senior PNP officer, were among the 13 people killed in the Jan. 6 encounter

PNP Director General Alan Purisima also warned policemen they could face administrative charges for engaging in business, particularly private security agencies.

“The anti-graft and corrupt practices law prohibits (government employees) from owning companies and receiving double compensation. Our policemen who violate this provision would face appropriate charges,” Purisima said in a radio interview.

“Some of our policemen who violated this had been charged previously. They were meted out the appropriate penalties,” he said.

He noted media reports that Superintendent Alfredo Consemino and two police aides were traveling with alleged “jueteng” operator Victor Siman at the time of the shooting in Atimonan because the police officer was Siman’s business partner in a security agency.

Purisima noted reports that Consemino, his aides and the two soldiers killed in the incident were providing security to Siman.

“In that incident, we see that the policemen had their own interests, that’s why some of them were on the opposite side,” he said.

“Worse, Consemino and company were with some individuals suspected of involvement in illegal activities,” he said.

    Pure hogwash.  Please don’t put out anything that you can’t enforce.  Paano kayong makakahuli ng nag momoonlighting na pulis kung sa investigation pa lang ay di niyo na ginagawa sa kapwa pulis lalo na kung mista mista ang nasasangkot?  Case in point, I remember a mayor who happen to be a jueteng lord ratted on the CIDG for receiving “protection money or payola” and yet the usual “probe, sack, relieve” lang.  Mabuti sana kung sa Mindanao o sa Abra ang reassignment nila.  Wala namang napaparusahan maliban na lang sa mga napapatay ng mga kapwa poooolis.

    Penalize first PNP officers working as professional assasins, like Marantan.  Better do it fast before he becomes a senator.  Or else, we’ll have another crooked crusader in the Senate.

    Patunayan mo Purisima para hindi masayang ang laway mo sa pagsasalita, kaya nagagawa ng mga pulis niyan dahil karamihan hindi kuntento sa iisang asawa tulad ni Cosemino. Matagal ng batas ang pagbabawal sa mga nasa sangay ng gobiyerno bawal mag negosyo.

    A lot has to be done to repair the image of the police, in other countries such violations will result to jail time and dismissal from the force. It seems that higher ranked officials are having their own proteges that facilitate this practice for so long. Instead of penalizing them, they get awarded and promoted.

    Hindi dapat na naglilingkod ang sinumang kagawad ng pulisiya bilang security aide/s ng mga private individuals lalo na kung ang mga taong ito ay sangkot sa ano ang uri ng sugal, legal man o illegal. 

    Nakasulat sa Bibliya ang ganito:

    “No one can serve two masters: for either he will hate one, and love the other; or else he will hold to the one, and despise the other…”

    And in serving two masters, one will ultimately serve his one interest after which he will surely earn the ire of those he served.

    Same old story – a PNP figurehead ralking with foot in his mouth.  You have been a junior officer in the PNP in the past and you are a hypocrite if you had no knowledge about the nefarious connection of your senior officers with these gambling Lords in your area of your assignment.  Please don’t take us for a ride by lying thru your teeth, you sanamagan!

    DoD and DILG should make it as an SOP that all operations must have audio and video recording, Video camera and head mounted cameras are getting cheaper. This guarantees that future operations are within legal bounds. Any police or soldier and its direct superior will be sacked if no data are recorded. A third party rep like from the NBI must be included in the monitoring to avoid tampering.

    Well I do not know how it can be done Sir Purisima. You need to exert a lot effort to do it because the two military men that escorted Siman may have only been following orders from higher official to be Siman’s escort. The soldiers may not be moonlighting but maybe on duty with mission order to be in that Montero. Moonlighting is a big word in government service. Most of those in the government are involved in it and some justify doing it after the afternoon office hour or after 5 pm. In my wife school, professors are doing the moonlighting like teaching or managing in private schools. Ganon kakapal ang mga nasa gobyerno.

    Let’s face it.  Many cops own businesses and the reason why they become cops is to protect their businesses.  That’s why there’s the so called 15/30 cops or government employees meaning they only report to work during pay days.  Often, they’re not interested in their pays and these go to their superiors and chiefs.

    Do you know that some cops have become OFWs but are still in the payroll ?  Their salaries goes to their commanders as long as they keep their PNP status when they return to the Phl.

    Sir Alan,they should not be simply penalized.They should be court marshalled,terminated from public service without compensation.That should apply from Police General down to newly recruit policemen and women.
    Next time Sir,wag ka naman papayag na gamitin yang naka-wacky na picture mo.Smile ka konte,wag naman po todo bigay.

    Mahirap yan moonlighting cops pumapatay, hindi naman sa kanila lang naman ay escort.

    The focus of Pnoy’s administration on attacking GMA and the rest of their foes is opening doors for other law enforcers and government officials to be abusive of the law and their authorities because no eyes are on them. They are not getting reprimanded or anything which makes them free to do what they want.
