Quezon checkpoint set up for an arrest, not ambush, says police team leader

CAMP VICENTE LIM, Laguna, Philippines — A checkpoint meant for arrests, not an ambush.

This was how Superintendent Hansel Marantan described the design of the police roadblock set up in Atimonan town in Quezon, to intercept an alleged criminal group along the national highway on Jan. 6 in dispelling reports that its members were summarily executed.

“If it were an ambush, four to five [operatives] are enough,” said Marantan, a high-ranking intelligence officer who led the ground operation that resulted in the deaths of Victor “Vic” Siman, alleged leader of the group, and 12 others, including three police officers and two Air Force soldiers.

Asked how that was possible, he said: “[Shoot] the driver, so that they could no longer proceed. And then you leave [after shooting everyone].”

The Philippine Daily Inquirer interviewed Marantan on Tuesday at St. Luke’s Medical Center in Taguig City while recuperating from bullet wounds he suffered in Atimonan. The police officer was the one who designed “Coplan (case operation plan) Armado,” which targeted Siman, who allegedly led a gambling and gunrunning syndicate.

He said he needed a “rapid deployment team” of the Army to set up the checkpoint in Atimonan and provide support. “Our intention was to arrest a group of 15-20 fully armed men,” he said.

The operating team was composed of 40 policemen and members of the Army’s Special Forces.

In Manila, an Inquirer source familiar with the military’s fact-finding investigation into the unit’s participation said on Tuesday that the soldiers, led by Lt. Col. Monico Abang, were at the checkpoint for barely 20 minutes when the supposed fire fight erupted at 3:30 p.m.

The source requested anonymity because he was not authorized to speak to reporters.

According to Abang, he received the call for assistance from Supt. Ramon Balauag, Quezon police intelligence chief, at around 11:30 a.m.

Calls for augmentation forces between the military and the police have already been the norm, Col. Generoso Bolina, spokesperson of the Army’s Southern Luzon Command, told reporters.

“There are times when the calls come first and the documents that formalize the augmentation come later because of the urgency of the operation,” Bolina said.

While Bolina said Abang was not informed that the target was Siman, the Inquirer source said that the battalion commander was told that it was Siman the police were after because he was part of a gun-for-hire group.

“There was no mention that Siman was an alleged ‘jueteng’ lord,” the source said.

The source said that in investigating the Atimonan incident, one should recognize the basic difference between the military and police doctrines in dealing with armed enemies.

“When soldiers are fired upon, they are trained to neutralize the enemy by forcing them to surrender through overwhelming firepower, or what we call volume of fire or sustained fire. In the course of this sustained fire, the enemy either surrenders or dies,” the source said.

“With law enforcement, the police doctrine is: You immobilize the enemy,” the source said. “Of course, you can’t just change the military doctrine to suit a police operation,” he added.

    The reasoning is very strange. Why would the victims not stop and talk to the police and soldiers manning the check point, when a Police Director was with them? Why would the victims shoot the soldiers when it was very obvious to them already that they were out numbered and out gunned? Marantan should face an investigation panel and not the media. MARANTAN IS LYING and he is a COLD BLOODED KILLER!

      mang Key,why on earth a Police Col. is escorting a notoriuos Lord of organized crime and illegal gambling?You mean if ma sampahan ng kaso mga 13 na yan hindi makakalaya sa makalawa?

        you are already concluding the Siman was into organized crime. if the purpose of the check point was to arrest the notorious crime lord, then why were they killed? if the crime lord wanted to shoot it out with the men at the check point, i’m sure there would have been more than 1 wounded and maybe a casualty. the victims were not dumb men. they would have surrendered immediately. they were outnumbered and out gunned. THEY WERE AMBUSHED!

    If this is how the police operates then there must be something wrong with their training or maybe their superiors. All of them should be subjected to psychiatric tests and still better if they are all institutionalized and replaced with sane ones. Only sen. Lacson would probably believe his story.

    The reason of Marantan and his group of around forty policemen and soldiers that the groups Siman and Consemino fired first is farfetch and to say the most beyond belief because consemino and his group and that of siman aren’t fugitive from justice nor desperate people that they fired first at a fully armed groups of soldiers and policemen numbering forty. It was a suicidal move and Consemino, being a PNPA graduate would not be take that option. 

    The most believable and credible reason for the killing fields is rub out due to turf. The soldiers who augmented the group of Marantan were just innocent pawns of his evil invention.

      if Vic Simanloloko and Police Col. Consemino are not fugitives,you mean their illegal operations are justified and they are above the Law?
      Anyone on the same boat with a Lord of organized crime are considered weeds that needs to be wiped out.Rubout or not they deserve their fate.

    If the purpose is immobilize, then why the whole force of Military and Police were used.
    Police Platoon and Army Batallion combined.
    Neither it was Neutralize or Immobilize.But Exterminate and Pulverize is the order.
    They were Extinguished into oblivion.

    If Marantan and this Army chief wants total battle with high powered guns and ammunition, then find your match against MILF and MNLF and even NPA.

    Ano naman ang deprensya doon, volume of fire or sustained fire versus immobilize the enemy? Pareho lang na kapag lumaban ang kalaban, patayan na. Gun running versus lord jueteng lord, parang kung nalaman lang na jueteng lord ang sasagasaan ay hindi nangyari ito. E maraming naka-payroll e. A bahala kayo diyan, para sa akin, nabawasan ang gumagawa ng krimen sa nangyaring ito!!!!

    samakatuwid ginamit mo yun mga sundalo ng hindi nila nalalaman sino tao doon sa loob…parang yun sa paranaque—mga  kating kati sa gatilyo—inulukan mo lang.

    Marantan you are fooling yourself…your inention has to arrest. But by support from Army’s Special Forces is intended to eliminate the group of Siman.
    If the intention is to arrest, you have to bring only at least 20 policemen…as you claimed 15-20 fully armed men but actually not.

    Marantan is not talking to investigators. At this point he is a suspect & most likely won’t talk until he hires a lawyer w/c ironically he denied the 13 suspects that were killed. There’s your injustice.

    Para sa akin ay tama ang nangyaring ratratan. Bakit? Kasi yung convoy ni Siman ay hindi tumigil sa unang checkpoint. At marami sa pulis at militar ang nagsabi na yung nasa convoy ang unang nagpaputok. At saka bakit hindi bumaba at sanay nagpakilala si Consemino yung mataas na opisyal ng pulis na kaibigan daw ni Siman… Tutal puro iligal ang gawain nila at dahil kasalanan nila kaya nagkaputukan ay sila ang dapat sisihin hindi yung mga nasa checkpoints…

      Parepareho lang na mga masasama iyang mga pulis, army, at mga politicos, mag ubusan na lang sila para mawala ang mga demonyo sa Pilipinas. Lahat ng pulis, militar at pulitico ay either masama o salot sa bayan. Dapat mawala na silang lahat para umunlad na tayo.

    Why did they have to plant evidences in the crime scene if it was not an ambush?

    Whatever it is, the bottom line is that jueteng obviously still exists at large and there are high profile syndicates who are still on the loose and authorities may also be involved in it. And it does not look that it will end soon because Pnoy has made it clear that stopping jueteng is not a priority of his administration.

    Who even knows if the checkpoint was even set up at all. Details from the incident keep emerging and that’s necessary but it is also necessary to remember how bad things are internally with the Philippine authorities. The Palace would like for the country to keep believing all the surveys they keep putting out about the economy but that achievement was from the work done by Aquino’s predecessor. All the mess happening now is because Aquino has ignored all the underlying problems.

    Huh !!! SUV with Philippine National Police Academy plate number…????Na hold sa checkpoint,at the same time Na massacre ang mga lulan nito….???? May Presidential/Palace commemorative sticker pa ito ha !!! Analyze this….
