Sacked Calabarzon police chief insists Quezon operation had blessings of Palace

MANILA, Philippines — Sacked Calabarzon Police Regional Director James Melad insisted on Wednesday that the Atimonan, Quezon operation that led to the deaths of 13 people, had the blessings of the Presidential Anti-Organized Crime Commission (PAOCC) headed by Executive Secretary Paquito Ochoa.

Melad was among those who showed up at the National Bureau of Investigation to attend a hearing on the investigation of the alleged shoot-out that resulted in the deaths of 13 men now being linked by the police to the illegal gambling “jueteng” racket and a guns-for-hire syndicate.

“Sa declaration ng (In the declaration of) PAOCC, the disapproval is only on the portion of the funding of the coplan (case operations plan). On the operation, go pa rin (it was still a go),” Melad said in a press conference after his meeting with the NBI investigators.

Melad also said he was at the NBI to comply with President Benigno Aquino III’s directive to police officers and soldiers to cooperate in the probe, and the bureau’s invitation to respond to questions about the alleged shoot-out.

He also confirmed that Superintendent Hansel Marantan was the one who directly dealt with the PAOCC, as the officer on case of the” Coplan Armado.”

“As far as I know, I signed the case operational plan submitted by Superintendent Marantan…yung sa level ko (at my level), we endorsed it to the PAOCC. The coplan was submitted by Superintendent Marantan to the PAOCC for possible funding.”

“I believe na siya yung rumekta na (he was the one who went directly) upon my approval sa (to) PAOCC to ask for the support,” he explained.

When asked what was in the coplan report he said, it was confidential.

“Yung (The) details [of coplan report], I cannot disclose. These are highly controversial matters. It’s not supposed to be disclosed.”

When asked again if all the 13 victims had criminal records on their file, he said, “I cannot memorize the names of these people… I signed the coplan but I do not exactly know or memorize the contents of the coplan.”

Apart from Melad, other personalities involved in the alleged shootout along Maharlika highway in Quezon province also showed up at the NBI.

But according to NBI Death Investigators Division, only three affidavits were submitted to them by those called to testify.

“Only three officials of the Army Special Forces have submitted their sworn statements, the rest promised cooperation,’’ the NBI investigator said.

NBI also said that a lawyer claimed he was there to represent Marantan, but did not carry any document signed by the police official assigning him to represent him.

The lawyer for the soldiers, Crisanto Buella, said in an interview with reporters that his clients maintained that the operation was legitimate.

“It was a legitimate operation. They were asked to assist the Philippine National Police under Colonel Marantan in the conduct of the checkpoint,” he said.

He added that the soldiers should instead get a commendation based on a successful operation.

He also said his clients, the officials and men of the Army Special Forces reiterated it was a “shootout.’’

Superintendent Glenn Dumlao, who came in the afternoon, also insisted that it was an encounter and it was a legitimate operation.

Dumlao did not answer questions on PAOCC.

Those 13 passengers were not going to a picnic, bunch of questionable characters that they were, riding with a notorious crime lord. they had been under surveillance for quite sometime.

    Shootout, rubout, name it whatever, but i believe it was legitimate. must be commended, not condemned!

      Hindi baleng walang “funding.” Anyway they were expecting the biggest “bonanza” in their lives what with the contents of the “red bag” that was seen in a picture taken by a media reporter before everything was collected. But in the succeeding inventory the “red bag” was not included and it was supposed to contain P100 million. Plus another info from Supt. Boy Consemino’s daughter working in a bank that his Dad was bringing P5 million for some transactions they were expected to make in their trip. Tiyak na tuwang-tuwa ang mga “bata” kahit na walang “funding” sa itaas!

    If we talk of Blessings, for sure, Bishop Cruz gave the blessing as He was in the forefront of Jueteng crusade.
    He even had the Plantilla of Jueteng Operators.
    What I mean of blessings, as man of God, he is more than anyone else can give blessings.
    Kaya lang Bad Blessing…in short not all blessings are good or holy, it might be devil’s blessing.

      If what Melad is saying is true then PDI and other investigative reporters should focus on the fact as to when the initial funding was given and when it was ultimately stopped. One should not loss sight of the fact that Mar Roxas has just recently replaced Robredo. If the funding was stopped after Roxas assumed the DILG post then I maintain that Ochoa had nothing to do with the Coplan Operation. Why should Ochoa stop the funding if he was still in control of these scalawags in uniform? It does not add up. The probable thing that could have happened is that Ochoa deemed it proper that Roxas assumes the responsibility moreso, when he announced in public his dire warning to the “jueteng lords.” Besides, Roxas and Ochoa could not work hand in hand with jueteng operations simply because they belong to different factions and therefore have different agenda.

      You can immediately distinguish if a man is telling the truth. In the case of Melad he deserves a firing squad for signing what he didn’t know in the first place, therefore exposing to senseless killings the lives of the victims. Melad is reported to have come from PAOCTF of Lacson. And Dumlao too is another PAOCTF remnant, a name linked to Dacer-Corbito murder case which up to now is still hanging in the air. I am therefore not surprised to notice Melad’s carelessness in signing important documents involving lives of people. He is a disgrace to his high position and is bringing shame to men in uniform.

    Even if it has the blessing from PAOCC it doesn’t mean that you will just mass murdered 13 victims easily!

    The botched operation didn’t conform to the rules of engagement therefore it is illegal in nature and shouldn’t deserve any recognition from the government and from the people!

    The buck stops at the Great Imp, PNoy. Any debates, discussionz, and surmises are simply conjectures. In my original post regarding this massacre I concluded that PNoy, Ochoa, Roxas, Lacson and Purisima are cognizant of the operation and in fact have knowledge of the development “in real time.” Sayang lang yang bilyones na war room sa palasyo kundi nila alam. But of course, we can not expect them to come clean and tell the whole story. And so, the mopping operation started with Manf Pandoy Morales. Kung meron mang maparusahan which is of course farfetched, it would only end up to the pawns like Marantan. Case solve.

    Assuming Melad secured approval for the COPLAN, does the request include a shoot to kill operation? What was the purpose of the check point? Is it to confirm only the presence of Samin or to arrest Samin or to kill Samin? Anong klasing COPLAN eto kung ang objective is only to set up a check point and then will lead to a killing of all 13 people? Had they not use maximum force and tried to captured if not all of them but some members alive or wounded, they would already have a lead source on other crime groups and influential protectors of these syndicates operating in the area.

    PAOCC does not live up to its name and should be dissolved asap. It’s leaders especially the executive secretary himself got no balls to run after criminal elements and are now blaming its own operatives to the merriment of the criminals out there. Shame!

    It’s quite simple. If it was approved by PAOCC, a written authorization approving of the operation should be presented by the PNP.  Saying that the PAOCC OK’d the operation is mere hearsay and cannot be use as proof of evidence.

    Secondly, why put Marantan in charge especially when he is being investigated for a similar
    incident a while back.  He should have been on desk duty until any pending
    investigation is over.

    Third, why the over kill? At least 273 bullets were fired at the convoy with the men returning
    10 shots.  Technically, a trained gunman can empty a pistol clip of 14
    bullets in less than 5 seconds. You expect me to believe that gun for hire men only manage 10 shots?

    Lastly, out of 40 in Marantan’s group, only he was wounded and refused to be examined by doctors of the NBI. Something smells rotten in the PNP!

      They did not carry anything illegal, the armed six are soldiers and police with legal arms. There is a police oficer, higher than Maranran. All he has to do is to go out and tell Marantan “go home”. But no reason to start shooting at such big group of armed SWAT and military. And if they did not go out of the cars, did they shoot through the windows? And if really one shoot, is that enough to kill 13 unidentified people? No, this operation was just an execution.

    what do you mean by successful operation, where are the evidences to justify killings, e.g. survellance video to show that indeed these people are under surveillance, puro script lang ang ginagawa ninyo para mapagtakpan and ma justified ang killings. is the killings justify their guild or innocence…sino magsasabi na guilty sila or innocent, parang manok lang silang pinatay…

    I think Col Marantan has a lot of explaining to do to his superiors as well as to those tasked to investigate the incident.

    Who gave the order to fire? Or, was it spontaneous? Was there also an order to cease fire? Or was it spontaneous?

      A well trained SWAT group will not spontaneous fire and kill 13 unidentified people. Why the first checkpoint just waved them to pass and did not flag them down? For what was then this checkpoint?

    Kaya nga walang funding dahil ayaw ng Palace na ituloy ang coplan, pero may isang taong talagang gustong gustong ituloy kaya nangyari. Ito naman si Dumlao, pag sa patayan, palagi yan desidido lalo na may picture of legitimacy.

    Did the palace approved the checkpoint? The arrest? Or the killing? Lay this down because parefrank has a very valid observation which I agree. I dont know how you can explain parefrank’s scenario – one checkpoint to waive ( as in identify ), next checkpoint to open fire, then 3rd checkpoint to divert traffic to remove witnesses, all like in an ambush movie.

    To simply state that the palace approved the coplan is pure and simple scapegoat to me.

    Yes, maybe assisting the PNP was legitimate, but not the killing. Putting up 3 checkpoints, one that just waved them to pass, the other one for killing and the third for to hold witnesses away, shows clear that it was a trap. If a PNP checkpoint would flag down the cars, all what would happen is that the higher ranked PNP officer would go out and identify them. Since there was no drugs etc. was transported, there was really no reason to shoot out of the car at a big and heavy armed SWAT group. Whatever they say about, it can not be true,Like now the originally never mentioned third car which shoot, turned and fleed. Even if true, why then kill the other people? And fleed to where? The first checkpoint was just 350 meters away and, after the cars passed, was blocked. And if the reason of the travel was to invest in a gold mining business, they surely carried a big amount, one reason why the police and the soldiers have beeninvited to accompany, but where is it?Considering the circumstances and the different statements of members of the killing group, one can only conclude that it was a well concertedambush with the intention to kill. Sorry to say this.

    Is this case so problematic that even several comments have to be removed, not only mine? Protecting Malacanang? If Noy has ordered full investigation, then unwanted outcome and critical comments should be accepted.

    A well trained SWAT group will not spontaneous fire and kill 13 unidentified people. Why the first checkpoint just waved them to pass and did not flag them down? For what was then this checkpoint? And if there was surveillance so tight that they know when and to where that people will travel, then they know also that there is a high ranking officer, police and soldiers among them. And such people are waved to pass at one checkpoint and then shoot dead at the next?

    Were the communication(s) between Checkpoints #1, #2, #3 and the Command Post (if there was one) recorded?

    You mean to say CS Melad, you sign without trying to know or find out what the heck it is you are signing?? Talaga palang BoBo itong si Melad! How can you possibly say that??!!??
