It was the “uneven” distribution of the cash that is at the heart of the brouhaha over Senate President Juan Ponce Enrile’s grant of “Christmas gifts”—later explained as additional funds for office expenses—from the Senate’s savings, according to Sen. Edgardo Angara.

Angara, who is himself a former Senate president, said he may have done the same in his time, that is, realigned the Senate’s savings and distributed the funds to colleagues as additional “maintenance and other operating expenditures” (MOOE).

“I must have but I don’t recall.  I think that kind of realignment is part of Senate procedure. It is authorized under the (General Appropriations Act) and is honored by tradition,” Angara said.

He said the only controversy was the lopsided distribution, with 18 out of the 23 senators getting P1.6 million each and 4 getting only P250,000. (Enrile earlier said he waived his share of the loot.)

“(The budget for) maintenance should be equal (for all senators). You cannot say your neighbor spends less for maintenance,” said Angara.

It was Sen. Miriam Defensor-Santiago who first confirmed that she and Senators Alan Peter Cayetano, Pia Cayetano and Antonio Trillanes IV did not receive the P1.6 million in additional MOOE.

In an interview with Radyo Inquirer, Santiago noted that those who were not given the additional MOOE were at odds with Enrile at one time or another.

The four, however, received a P250,000 “cash gift” that Enrile said came from his office’s savings.

Santiago has returned the gift, saying she did so since Enrile also returned the cookies she gave him for Christmas.

But Angara said he would not take it against Enrile for being selective in his distribution of the funds.

“I’m not saying it’s the fault of the Senate President, it’s his judgment call. But the only reason that questions are being raised is because not all received the same amount,” he explained.

Angara said he was not even aware that his office received an additional MOOE as this is a yearend practice that is “a routine and regular occurrence that senators take it for granted.”

“It’s not something unexpected or surprising,” he said.

Sen. Panfilo Lacson questioned Santiago’s making an issue of the MOOE. He said Santiago may not have received the P1.6 million MOOE given last December but she definitely got the allocation given in November but did not raise a howl about it.

Angara, however, noted that the MOOE for a specific year had to be used during that period as Santiago has asserted.

Santiago questioned the distribution of additional MOOE in December when all official business transactions of the Senate should have been completed by then.

Angara said MOOE is used for day-to-day  expenses like office supplies, rentals, electricity and “coffee for guests.”

Talaga bang kailangan natin ang mga mambabatas kung puro pansarili lang nila ang namamayani, tulad ng pork barrel at bank secrecy laws?  Kung tutuusin sila ang dahilan kung bakit ganito ang kalagayan ng bansa sampu ng mga mahistrado at militar.

    Sabi ko nga sa inyo, please GIVE THE PHILIPPINES A CHANCE. Vote for new fresh people into Senate. If there is no alternative to them, do not choose anyone in your ballot. At least if they see that their vote count is so much fewer, they will feel that their future is threatened and that they should better be much more sensitive to people’s needs.

    I would err on the side of new people that may or may not turn out to be good than those who are already known to be bad.

    Am  missing something here, we have voted and we are continually voting for forgetful senators like Angara!  What a bloody waste! We elected senators to take care of our welfare and yet  when it comes to the finances involving the nation, these dimwitted senators are always vague with their replies. Yeah, Angara, we have no more patience. We don’t want stupid replies coming from your tribe of corrupt and evil minded public servants.

    The Modus Operandi of these corrupted public servants involves;
    -While the issue still being discussed or debated in the senate, congress, military, or justice dept, be vague with your replies;
    -And when brought to trial, be ill on time or fake illness like what we have seen with the Arroyo’s, and Ligot’s, or;
    -Get out of the country like the fugitive brothers Joel Reyes and Mario Reyes, or;
    -Kill yourself, like the former Defense Secretary Angelo Reyes.

    The corrupt public servants we have should be completely eradicated!

    What is so “Honorable” about manipulating your expenses so as to distribute every unspent budget allocation, when after 2 years these funds can be reverted back to the General Funds ( or Treasury) and roll over to another allocation? The SWS surveys shows nearly 40% of our population are hardly able to afford descent square meals. I’m sure that whatever cost savings there are from any government branch will be a great help to those who are in dire needs….

    The REAL reason why questions are raised is because THE MONEY IS PUBLIC MONEY. Please don’t insult us with your opinion, Senator. Regardless of the unequal distribution, the money is not for the Senate President to give as Christmas bonus. 

    I sincerely hope we communicate the issue to Pablo victims. I want to see people in rage against this “time honored tradition”.

During medieval times its tradition to burn people if they are suspected as witch , so we the people can also do our tradition and burn you senators ?  kaya nga dapat huwag na iboto mga senadors coming from the same family out of touch mga ito sa reality ng life ng ordinary pinoys.  Ang tanong is it moral to accept those money our money when millions are living below poverty line ?

    So what if’ it’s a “time-honored tradition.” It still does not make the gifts ethical, moral, right or legal! That Senator Angara finds nothing wrong with this shows how rotten our system has become, and those who rule the system, like the senators, depraved and craven to find nothing wrong for those who have more (in wealth, in power, in influence, etc.) to get even more!

    So, it’s been a “time-honored tradition” then for our senators to wallow in money that, in the words of Conrado De Quiros, can be used to alleviate the plight of street children, policemen, and NHA employees and retirees who are being made to pay back the bonuses they got in the past!

        Enrile claimed as early as 1935. Wiki has this short entry: this was the year Manuel Quezon defeated Emilio Aguinaldo in the presidential elections. The propaganda against Aquinaldo accusing him of taking a bribe from the Spaniards during his exile in Hongkong, and branding him as traitor of the revolution, successfully maligned the integrity of Gen. Aguinaldo which explained his defeat in the elections. It was also the year when the Americans directly intervened in how we manage our country. Also in that year, we drafted the Philippine Constitution of 1935.

        If “taking a bribe” has historical significance for Enrile to remember the year 1935, it is because he is also being accused of bribing his fellow senators. I really don’t know. At times, it is not good to speculate.

        Thanks for the voluntary response to my request for mad.  I had the boldness to ask him the favour because of a personally held profound esteem on his being the unassuming yet scholarly educator.  Besides, I find him to be carefully sedulous in his  presentations of ideas without accompanying conjectures.  I just hope that my request was not of much imposition on him.
         
        I’m afraid though that what you have furnished me is not the info I wanted to find out, thank you again just the same.  I’m after the practice Angara is referring to not the question of bribery in general being unaware that such a practice was, if Angara is accurate in his assertion, already prevalent in the congresses I cited elsewhere.

    I don’t understand this tradition, we are talking about public money to be used for public interest, eh kung binabarat ninyo ang public interest para mayroon kayong savings at mapaghahatian ninyo ang sobra, tama ba yon?, You are public servant and paid a fixed amount of salary, any saving that your departments are save should return to the coffer, not in your pockets. Where is your Moral values. This tradition should be outlawed..

    If we have to consider goverment accounting and auditing rules, did Enrile violates it when he gave additional  MOOE to the senators and same with what Belmonte did at the lower house? I guess the additional MOOE did not go to the pockets of the senators but was appropriated to purposes required under the law else the COA will declared the expenses made by the senators as disallowed. Ang ibig sabihin ay magagmit lang nang mga senador and congressman ang additional funds sa maintenance and other operating expenses defined under the law. Hindi lang sa senado ar lower house nangyayari ito kundi sa buong ahensiya nang gobyerno where savings could be realigned for use as additional MOOE like monitization and collective negotiating agreement (CNA).. Santiago could easily seek query in court or COA on the issue but she did instead amplified the issue in media.She could file a case against Enrile at the ombudsman for his actions.  COA however issued an earlier statement that the additional mid and year end  MOOE that was approved by Enrile for the senators is above board and is provided for under the General Appropriation Act. Were angry because Enrile called it a gift to senators but nag karoon lang yata nang misunderstanding. What Enrile meant is that hindi niya bibigyan ang mga senador na hindi pabor sa kanya which is a bad call for a senate president. Somehow may ginaya lang si Enrile in PNoy and Abad who withheld the PDAF of known opposition and party list lawmakers for same reason na inis ang palasyo sa kanila. Its politics and ang pinag aawayan ay ang hati-an nang pera. If you think the additional MOOE is wrong then ask the LP stalwarts Drillon, Pangilinan and Guingona about the issue. Sobrang tahimik ang madadaldal na mga ito. Si Ping sumagot na and he assailed Santiago on the issue.

It is a mafia style of governing. see how the mind of corrupt angara, whose is less than a graduate from one bol university. enrile waive his share of the loot because,for enrile this is peanuts, but the problem is, he is not eating peanuts it is pestacio and almonds!!
    now Enrile is happy, and is dancing to the tune of “GANG RAM” style!!
    I hope this senators given by 1.6M will realize it!!!!!

It is ironic to say that it is the discretion of the senate pres to dispose savings. Lets look at this parallelogram: since govt officials can dispose savings what they’ll do is withhold release of urgent, necessary budget expenses so that at year end meron silang limpak na limpak na savings to be pocketed at their own welfare. Another extreme case, Kung merong nangailangan na dugo (urgent, necessary budget expenses) Hindi Ito ibigay (ng senate pres para meron siyang savings) kc ang katuwiran ng me hawak ng dugo (budget) Baka merong iba na mas nangailangan ng dugo hanggang wala talagang ma ibigay na dugo kc merong ulterior motive (bka Dracula siya at siya ang sisipsip ng dugo)

    It can be a blessing that this issue has come out in the open. Maybe, there should be a clearer law prohibiting the distribution of “savings” to the office that made the savings. In this way, the office cannot sacrifice their service to have “forced savings” that will be converted into gifts to themselves.

    Time honored tradition of corruption in the senate. Perhaps jueteng persist because it is  a time honored tradition for the police and mayors, perhaps corruption is a time honored tradition in the BIR that make simple task difficult and confusing to lead to negotiations between directors and tax payers, perhaps corruption is also a time honored tradition in the customs to the joy of the chinese gangs and the likes of mike arroyo. Such blatant statement of arrogance from a supposedly honorable person makes me start to believe what a friend said ” The Philippines is a nation of idiots who vote for the likes of bong revilla and tito sotto” . Well, we have another useless person by the name of Ed Angara. I shook your hand as a distinguished student when you were president of UP.     Itong sinasabing savings ay pinikut nila during the year para sa Christmas or year-end bonus nila. Hindi ginagastos sa dapat nilang panggastosan. Mga vampires and vultures.

    I question the authenticity of the claim that this is a ‘time-honoured’ tradition.  If this practice extends way back to the first, second, third, and even fourth congresses, then Angara maybe justified in his claim.  Otherwise, this must be treated as a new ball game solely for the pecuniary benefit of the members of both houses of congress.  How times have changed indeed, and legislators!  Merci!

    Assuming that GAA allows allocation of MOOE from Senate savings and is legal. However, prudence dictates that why do you have to save and minimize budgeted expenses with the intention of a one time splurge at the end of the year? Then better not call this savings at all. We are not questioning the legality of Enrile’s action as we know he is a top caliber lawyer so he will not do something stupid that he will break the law. What we are criticizing is the prudence, ethical and moral aspects of his action. If this money is for operating expenses, why wait until the year end before splurging in one time expense? What kind of operation expenses unless for personal can be done when during the last month of the year is a wrapping up period in any organization?

    Angara, not because that tradition is going on for long time does not mean it is ethical and moral.

    You save expenses for social services coming from people’s blood, sweat and tears during the entire year only to be wasted at the end of the year as christmas gifts among yourselves. Can your conscience, if you have any, take that?

    The more these politicians justified the bribery of enrile to senators, the more they exposed the corruption that pervades in senate.

    But for the Filipino people, the very realignment of Senate savings to ‘MOOE’ otherwise known as christmas gifts to senators and staff is the very issue.  Pera ng bayan yan.  Dapat ibalik sa kaban ng gobyerno.  

    That you feel you are entitled to it is upsetting and disgusting.  While other government agencies are suffering from dearth of funds, while people are in the south are still suffering in the aftermath of natural disasters, while the country’s poor are still waiting for government services, you get to increase your ‘operational funds’?  Mga buwaya kayo!

    Kaya nagrereklamo tong si Miriam e hindi dahil against sya sa pangungurakot nila kundi dahil mas konti ang makukurakot nya. At least now alam na natin na hanggang senado ang korupsyon. Time honored tradition pala e. In short, matagal nang nangungurakot ang mga senador. Ang savings pala e pinaghahati-hatiaan. Pano nga naman hindi magkakaroon ng “savings” e sila din naman nagproproprose ng budget nila kaya sempre over-estimated yun para nga naman me mapaghatian at the end of the year instead na ibalik sa kaban ng bayan. Kung talagang me savings dapat every year bumaba ang budget pero hindi lalong tumataas. Kaya ang MOOE tumataas din every year. E saan ba nila gagamitin yun kundi sa personal kasi this year me bago na naman allocation sa expenses.

    Saying that they are not aware of 1.6 million pesos is ridiculous. masyado bang maliit para mapansin? every single centavo should reach your consciousness. since the lawmakers took the responsibility of having their own pork barrels, it’s now part of their duty to account for all the money their office receive. MOOE is part of their savings, it’s only right to explain why do you have savings, aren’t this appropriated already? Sa dami ng naghihirap sa mga ospital, mga nakapila sa pcso para sa tulong, don’t you think they deserve the savings more? Enrile should be ousted. Even if the SP has the authority to disburse such savings. he should not use it to power trip. After the impeachment trial, i thought he’ll be better but he proved everyone wrong. His views in RH and Sin tax are limiting its effectivity, if not counterproductive. His support for Garcia’s stand off is distasteful. It shows what kind of politics he supports. Though he’s really brilliant and sharp, it’s a shame on how he uses it on his last few years as public official. You would think he’ll be more truthful and sincere because of his old age.     Angara and other senators call the P1.6-million year-end cash gifts as “re-alignment of extra funds or savings” from a ghost 24th senator-position; I call it “dividing the loot among thieves”. So if, for example, there were only 21 senators (due to vacancy by illness, death, etc.) in a particular year, would the budgets for 3 unfilled senatorial slots then be divided (“re-aligned”) among the 21 existing senators? If so, talagang walang savings to speak of.  
       It’s clear that this kind of quiet corrupt practice is a “time-honored tradition”, just like asking for “kotong” is a time-honored tradition which will never disappear. 
       Should we vote the younger Angara or Enrile or Estrada/Ejercito into the Senate, to continue such time-honored Stup*d*ty?

Ang dahilan ng pagka-b;;rat namin ay kung bakit harap-harapan ninyong tinutulisan ang pera ng taong bayan at sasabihin mong honored tradition ito! Kailan naging honored tradition ang pandurugas, matandang Dugas????

    Yong mga high sounding terms na tranche, realignment, time-honored tradition, MOOE are just a way to make this thievery sound justified. No matter how these senators massage the issue, it is the people’s money that they are pocketing to the detriment of taong bayan.

    These wolves, vultures and vampires, in all likelihood, suffer from hypertension due to their katakawan, Type 2 diabetes dahil sa kanilang walang control sa paglamon, liver diseses due to too much alak, lung cancer due to excessive smoking. Diyan sila ma-dedbol.

    Sa kabila ng bakud, nandiyan ang mga mahihirap na hindi man makakain ng 3 straight meals a day, kinukulang sa malinis na inumin, hubad hubad ang mga anak, nagiginaw sa gabi dahil walang kumut, kinakagat ng lamok dahil walang kulambo. Hay, mga tulisan, wala talaga kayong pakiramdam. Manhid totally. 

    Most likely, hindi pa naranasan ng mga buwayang ito ang matulog sa gabi na busug ang tiyan.

    Bobo itong si Senator Angara. He is caught by his big mouth. Paano magiging MOOE or Maintenance and Other Operating Expenses yan eh, lagpas ang taon 2012. Ibig mong sabihin, savings sa 2012, gagastusin mo sa 2013 kung saan panibagong “kurakot” na naman ang gagawin ninyo?

    I respect these    queer Senator, pero mga “outlandish” ang pagiisip. He mix reality and imagination. He is the author that the Filipino people should subsidize the political major parties. Then, he again proposes the Cyber-crime to incorporate the Libel, which is against our 1987 Constitution which says under Human Rights Article 3, Section 4 that we as citizen of the Republic has the freedom of Speech including airing our  grievances. Same token, it also says that no law will supersede this basic right. 

    Matalino si Angara, kaya lang out of tune. Hindi niya binasa ang nabanggit kong batas, which is one foundation of Democratic government.
