RH Bill finally signed into law

MANILA, Philippines — President Benigno Aquino III signed the Reproductive Health Bill last December 21, which is now known as Republic Act 10354, House majority leader Neptali Gonzales II said on Friday.

Gonzales told reporters through text message that Aquino had signed the measure into a law without fanfare a day after both chambers of the 15th Congress ratified the bill’s bicameral report.

Seen as one of the most controversial measures handled by legislators, the RH Bill had languished for 13 years in Congress before it was passed by both the Senate and the House of Representatives this month. It was also deemed one of the most divisive of measures deliberated this year.

RA 10354 will provide its beneficiaries, as determined by the National Household Targeting System for Poverty Reduction (NHTS-PR) of the Department of Social Welfare and Development (DSWD), with “universal access to medically safe, non-abortifacient, effective, legal, affordable and quality reproductive health care services, methods, devices, supplies which do not prevent the implantation of a fertilized ovum.”

Both the national and local government will shoulder responsibility in implementing the said law which will also provide “age- and development-appropriate reproductive health education” to public school students aged between 10 and 19.

Albay Representative Edcel Lagman, the main proponent of the RH Bill at the House of Representatives, has earlier pegged 7.5 million public school students as beneficiaries of RH education once it is rolled out by the Department of Education. He was also hopeful that private schools would follow suit and adapt the DepEd’s curriculum on RH education.

The law will only provide minors with access to artificial birth control methods in health centers and state-run hospitals if they have written parental consent, or have already given birth or have had miscarriages.

Information and access to family planning methods which have are “proven medically safe, legal, non-abortifacient, and effective in accordance with scientific and evidence-based medical research standards such as those registered and approved by the FDA (Food and Drug Administration)” will be provided by the State under the said law.

RA 10354 also gives the health department the responsibility as the lead agency for implementing the law and will handle procurement and distribution of family planning supplies for the beneficiaries.

The DOH will also have a hand in campaigns meant to raise public awareness on reproductive health.

       Have you ever heard of any politician (in any country) reading any bill? That is occuring far more common than you think.

      in my understanding… family planning and responsible parenthood is the reason why there is PD 79 of 1972.

       But RH bill is much more broad in scope and not a redundant bill- it enhance the PD 79. It was effective somehow!

       PD 79 or RA 6365 made the (accepted form) contraceptives available to every Filipinos- it is what Filipinos who CAN AFFORD are currently and had previously used. But never mentioned anything to give it free to those who cannot afford it, there is no medical assistance also for the victims of illegal abortion,  No sex education is also mentioned.

      In other words the PD 79 has been VERY EFFECTIVE to those who CAN AFFORD. Contraceptives had been available to the market since then, it is also prescribed by doctors. That’s the very reason why “THOSE WHO CAN AFFORD” have VERY FEW CHILDREN as compared to those who “CANNOT AFFORD”

    Sugbu, how come there are catholic priests and lay workers giving out condoms in the streets of Cebu, esp in Colon, to prostituted women?  I know this cus I was with them. With the passing of the RH Bill, these workers will have easier access to contraceptives and other programs for prostituted women esp diha sa Sugbu, to prevent these women from contracting STD while convincing them to get out of that kind of work. These priests realized that just preaching dont work well enough. Some pragmatic things has to be done on the ground.

        I will not be surprise,since Marcos time,Family Program was already an established law(kaya nga contraceptives na approved ng FDA ay available na) Check with PopCom/DoH or visit?ask your Barangay Health Workers/midwives.
        Ang contention ng most of us…Dahil nga redundant na ang RH Bill..na maaring pagsimulan ng corruption of tax money…Kuha muna ?

        new law are made not to be redundant but to give emphasis and define role of the stake holders. there is no law that contradicts another existing law, this is made sure by adding repeal clause in the new law.

         You will find that in parts of Africa also. Catholic nuns distributing condom to prevent the spreading of STD´s, specially HIV infections. You can check for yourself.

        Personally…I had no interest on whatsoever nor RH Bill can have a benefits to an old man like me.
        I was lucky,I don’t have any issue with regards to sex/reproduction.
        When a person has a great sense of responsibility….foresight rules.

      You people? Why, are you not part of the “people” in the Philippines? The RH law does not promise eradication of poverty but educating young mothers about sex. To let women understand the difficulty of just having children whenever and wherever they need if the sexual desires arise. Pity thousands of children roaming the street without food, clothes, uneducated and without health coverages. If at least we can be able to limit population by proper education via artificial pills, condoms and the like, it will much better for our country in the long run. Mas kawawa ang mga ina at mga batang namamalimos, natutulog sa kalye at walang makain dahil sa sobrang populasyon sa Pinas. The Church must wake up to reality. And to those anti RH followers insisting that the Catholic Church was founded by Christ…. wake up to reality also. In Israel, catholicism is just a drop in the bucket. The main religion in Israel is Judaism and not Catholicism. Their Bible is the Torah and they only believe in the Father as the only God. For the Israelites, Jesus Christ is the Messiah, the messenger of the Father. 90% of the Israelites today are Jewish, from the Judaism religion.

      Lalo sigurong magaling kung ang simbahan sa pamamagitan mo ay tutulong upang ang economy ay umunlad sa pagbibigay ng mga kaalamang makatutulong sa mamamayang hindi pinalad na makapag-aral kung paano mapauunlad ang kanilang pamumuhay sa pamamagitan ng mga pagsasanay sa mga gawaing kapaki-pakinabang at pangkabuhayan. Pumunta kayo sa mga kabukiran at turuan ang mga tao kaalinsabay ng pagtuturo ng RYTHM METHOD OF CONTRACEPTION na alam kong hindi lumalabag sa catholic dogma.

      I believe that you are an intelligent person, maybe a priest, so use your intelligence. Priests are also humans and prone to mistakes. Be not partial and blinded. God gave us intelligence to use. Be pragmatic. I’m also a Catholic.

    Kaya sa atin, walang nakukulong na pari o obispong rapist, tulad nila Ted Bacani at Fr. Raul Cabonce, dahil kinakanlong sila ng Vatican.
    Hindi nga lang nakalusot ang kanilang intimidation sa America, kaya maraming pari at obispo ang nahatulan at nakulong doon.

    Congratulations!  On a day of superstition and irrationality, a bill of hope and development was signed.

    Would have preferred Dec 30, since Rizal was executed on that day, and it rebuffs the Catholic hierarchy, but never mind. Soft sell and low key is better than triumphalism.

      Carry a pentel pen with you. See a red ribbon within writing distance in public? Write “RIZAL DIED TO GET THE PRIESTS OFF YOUR BACK” on it.

        Rizal died because he refuse to escape and join the Katipunan revolution. Rizal is an avid fan of Spanish government, never did he write anything againts Spain. Rizal is member of Mason cult who were Anti-Catholic, his writtings attacked the church Not the government  of Spain. The RH law supporters attacked the church like Rizal to hide an evil government on which he supports. If Rizal died for attacking the church while supporting an evil government. The same will be true for RH law LP enacters. They will all be shot comes election time. History is my proof. RH law is war between mighty rich versus poor Filipinos. Let there be a revolution of the poor for being selected as drinkers of poisonous RH pills.

Because imperfect as Catholicism has been in the country, I for one will never regret having been introduced to the Catholic faith., its current voice for compassion, affirming life and non-violence. My point is inasmuch as you want to make the point that Catholic Church in the Philippines is bad, it is no more an indicator of being rich or advanced than other historical forces.     Even if the rh bill is signed into law, this is not the end of the nation’s division and differences among pro-rh and anti-rh.  The pro-rh appear to be out of touch in developments in the United Nations and other international organizations where countries such as Russia, South American and African countries are vigorously against reproductive health (in its inner and sinister meaning), abortion and same sex marriages.  One has only to read the reports of C-FAM to feel that in a useless effort to ape European and North American countries, the trend among the majority of nations in the world today favor that family, human and spiritual values be upheld for the stability of society.  Surfing the net on the reports of C-FAM will easily convince any man of good will that a cultural rupture has been committed and that we are, instead of moving forward, in reality are moving backwards.  So, who’s correct after all?

    In the US, hundreds of millions of mainly Catholic youths from all states will gather again this coming March and will be congregating in Washington D.C.. They call it the March for Life campaign. It has grown over the last decades and last year it was attended by half a million. More and more people in the US are seeing the effects of liberal mentality such as using contraceptives and abortion. If you’re a true Catholic, Google the “March for Life” and see it broadcasted on EWTN.

    Prior to the passage of this RH law, the authors had been bragging of its efficacy to suppress poverty once implemented which became the battle cry of the PROS to cast aspersions against the Antis but now they alter another strategy, Lagman is singing a different tune to tone down the high expectations of the Pros, lecturing private schools to adapt a curriculum on RH education. This manifestation of Lagman purely cements the fact that the educative provision of the RH law is focused only to the public schools excluding the millions of pupils and students enrolled in private schools. 

    This infirmity of the RH law excluding the private schools in its educative program clearly exhibits its weakness and shortcoming to insure the success of its program. It’s akin to a country divided by itself, how can it stand against its enemy? He he he he, you supporters of this law had been tricked by the authors. How could this RH law be effective if only the enrollees of the public schools are its coverage?

    This RH law is no different to the chain saw act passed to stop the use of chain saws but in its implementation it became feckless, meaning good for nothing so chain saws proliferated to be used in illegal logging operations.

      The vast majority of poor students are enrolled in public schools, and they are the primary targets of the RH Law’s educative component. Secular private schools will follow as secular-minded parents demand similar standards for education. Which would leave private Catholic schools as holdouts; nobody expects them to welcome the RH Law anyway.

      I think it is  not right to presume that the majority of citizens who are PRO-RH are already branded as Anti Catholics also. Most of the PRO RH knows that religion is not really the issue in this bill. Ang nangyari kasi, pag nauubusan ng arguments ang mga ANTI, ang agad nilang sinisigaw eh Anti Catholic na agad mga PRO which is an unfair accusation for the majority of PROs. I said majority because there are also some PRORH groups who are really hitting the Catholics. But off course, that’s out of our hands already.

We had been the victims of diminishing returns. The more mouth to feed while the source or supply does not increase affect the quality of life. And this is all because of our blind adherence to our religious beliefs which do not adapt with the times.

    And I think the passage of this bill into law is very timely. Our country is bursting with people so much so that we are the biggest producer of human money machines, if you know what I mean,

    Right now, I’m in Canada and I’m seeing a lot of Pilipino everywhere here. In the U.S, where I live, the same is true, and in  other countries too. We were left behind by decades in progress.

    Our problem is more on economics, not religious. To help solve this, the churches should help in creating jobs, not creating more babies.

    Lastly, let us give this a try, People should have open minds to changes by educating them for it is only through education we can attain the success of what we strive for: a population we can  sustain.

    I came across with this article of Keith Green which he shared a letter sent to him by a catholic theological student, he categories Catholics into four groups that might help someone better understand others.

    1. Traditional Catholics – those who like the way the Catholics before Vatican 2.
    They cling to the old forms of worship and do not approve much of any reform.

    2. Charismatic Catholics – Those who are part of the ‘Charismatic Renewal’ in the Catholic Church. These are the ones who speak very much like evangelicals, and talk of the ‘born-again experience.’ They are also the most open to establishing unity and fellowship with non-Catholics.

    3. Liberal Catholics – These are very much like liberal Protestants. They do not believe in the authority of the Church or the authority of the Scriptures, yet they like to retain their Catholic identity.

      LOL! This statement made me laugh. If you care to “observe”, the tradition and practice of the catholic faithful in the Philippines does not conform to Catholicism per se. It’s a mixture of Catholicism, animism, pagan worship and superstitious beliefs!

      They may not intentionally against the teaching of the church but they corrupted the church’s tenets by believing other than what the church teaches. In a way, that’s also against the teaching of the Catholic Church. You might as well brand your lolas, spinster aunts and the faithfuls in the barrios anti-catholic too! >: D

        It’s not so much as superiority. Rather that there is only one belief that you have made central to your life. Anything less betrays faith because you hold back. If you truly believe then that is not an issue. If you have doubt, then it would be best to examine whether you really belong. Those who call themselves Catholic but are of two minds as to whether to submit to the teaching authority of the church, like I said, should consider if they really belong. Maybe there are other less rigid and more compatible religions for them. That is basic in the Cathechism.

    I don’t see much difference from existing laws like the Magna Carta for Women, the DOH work, etc. The main differences are the BIG BUDGET, the penalties, involvement of the local governments, and the sexual education. So why a separate law which so divisive?   The original Congress version is so much different from this approved one.

      Currently, that we don’t have RH Bill, do we have sexuality education, RH services? This is not implemented in the whole country. When I get married, the family planning seminar only focuses on natural family planning, no modern method discussed whatsoever. So there is bias and withholding of information. What if you want to know about the modern family planning methods? If you have the means it’s ok, but most of our poor countrymen don’t have the knowledge on it, let alone the means. That’s why we need budget allocation for this.

      The Magna Carte for Women, the DOH work, etc. Depends on the mood of the sitting President, if he’s afraid of the Church, then he’ll opt to disregard these rights and/or services. Same thing goes to local gov’ts (governors, mayors). By enacting this into law, the RH services will be mandatory to the gov’t agencies of the entire country… but this does not compel individuals to avail it – no coercion whatsover

    RH is also about educating Christians about the phallic nature of Christianity.  Hindus know that the lingga and yoni are the male and female genitals, which are religious symbols represented by the cross.  Human sacrifice was involved with regards to the cross because in order to maintain life, sacrifice or death is required.

    This is why the Mayan or Aztec god Quetzalcoatl also lived, died and rose just like Jesus and the phallus.  As the Aztec codices say, the blood from Quetzalcoatl’s phallus was used to save humankind, just like the blood on Jesus’ cross.  Thus, Aztecs and Mayans also sacrificed humans and performed Holy Communion by literally eating the body and drinking the blood.of the sacrifice.  

    Ancient Europeans, prior to Christianity did the same thing.  The Christmas tree, for instance, is phallic-shaped and originated from Thor’s Oak, where boys were sacrificed like Isaac, the son of Abraham.  St. Boniface later cut down the tree, symbolizing the death of the phallus, but a small phallic-shaped fir tree grew out of it, which symbolized the resurrection of the phallus.  To celebrate this rebirth, the Christmas tree is adorned and gifted today.

    December 25,was also originally the birth of Mithras, the Indian-Iranian god associated with the sun more than 4,000 years ago.  Mithraism was spread to Rome and was officially recognized by Emperor Aurelian by the 3rd century through the celebration of the Dies Natalis Solis Invicti (rebirth of the Invincible sun) on Dec 25 annually.  Eventually, when Constantine recognized Christianity in the 4th century, Jesus became part of the phallic celebration or rebirth of the sun, which is like the resurrection of the phallus in astronomical terms (winter solstice).

    Easter is also the phallic celebration of Ishtar (pronounced and alternatively spelled as Easter), the ancient world’s Bunny of the Year. Hunting Easter eggs is part of that annual phallic celebration.

    Too much phallicism, just like excessive homosexuality and Christianity has harmed the world. It has to be moderated in order to produce good health.
