Police officer tags Gwen’s son in direct assault complaint

A police officer who was hit in the back of the head during a commotion with supporters of Gov. Gwendolyn Garcia named her son Paolo as one of two  attackers.

The scene, caught on TV cameras and replayed on   GMA 7 Balitang Bisdak, took place at the entrance of the Capitol compound in the evening of Dec. 19, the first tense evening after the six-month suspension was served on Garcia.

The other alleged assailant was identified as Joey Cal, said to be a confidential agent of the National Bureau of Investigation 7.

Insp. Alvino Enguito of the Regional Public Safety Battalion, with two police officers as witnesses in the incident, went to the Cebu City Prosecutor’s Office yesterday to file the complain for direct assault against a person in authority.

However, they were told to come back on Wednesday, Dec. 26.

Assistant Prosecutor Dixon Fuentes told them that the filing of charges against suspects “at large” should be done between Monday to Friday only.

Fuentes said filing cases on Saturday only applies  to arrested suspects.

Enguito, a police team leader, was supervising his men in dismantling three tents put up in front of the Capitol building. The police also secured  the entrance gate  near the governor’s office, letting visitors through only if they showed ID cards.

The video showed Paolo Codilla  confronting policemen at the gate, demanding to know on whose  authority they were acting.  Several supporters crowded around the police officer. Another man wearing a cap reached out and hit Enguita in the nape, knocking off his police cap while berating the officer.

Cebu Daily News asked Codilla for his comment later, but he declined, saying he would let his sister, lawyer Christina Frasco  respond.

Enguito, brought with him two witnesses, P01 Jessie Yap and P01 Paulino Borja, to the fiscal’s office.

Enguito, in an interview, said  he was able to later identify Codilla and Cal based on TV news footage taken at the Capitol.

Enguito was supervising his men as they were pulling out from the Capitol when the governor’s supporters confronted them and demanded to know who ordered them to dismantle the tents.

The policemen –  on orders to observe maximum tolerance – did not retaliate and left the Capitol compound.

Enguito said he decided to pursue the case after getting support from his superiors. The PNP, he added, will provide him with a lawyer.

Since Wednesday, security has been tightened at the Capitol compound with police trucks blocking the lone entrance gate.

Steel barriers were initially put up by the Capitol security force as supporters of Garcia arrived by bus to assemble at the open quadrangle.

By evening, the PNP acting on a directive from Acting Gov. Agnes Magpale, removed the tents and chairs,  and assigned policemen to keep watch overnight at the Capitol gates.

The presence of uniformed policemen and visitor checks prompted Rep. Pablo Garcia Jr. to complain that  the Capitol compound looked like a “garrison” under a state of “Martial Law.” /with a report from Ador Vincent Mayol

    It was indeed seen on TV.  The spoiled brat should have been arrested right on the spot by the victim’s colleagues.  And what about that NBI confidential agent?  I thought NBI has long disbanded such civilian agents whose only qualification is money.  The government should not allow this to pass.  Government prosecutors must help the Police victim.

    The may looked like a garrison now because the group supporting Gov Garcia and the Gov. herself are defying the authorities. Gov. Garcia should have swallowed her pride and packed silently for the newly appointed OIC Governor. She should not be above the law. Instead make the occasion as a strong case for her reelection. She should not forget that the basis of her suspension was because she also violated some laws…she must prove it in a proper forum that she did not violated any laws….

    Sometimes people are drowned with power. The Garcias is a case of a political dynasty in Cebu. Look at them, the father and the siblings are congressmen. And because of these power they have they now think Cebu as their own. They now think that what they do and say is the law of Cebu. She should also look at themselves and evaluate if they are in the right track. Not at all times they are correct. Sa politika sipyat lang gibantayan sa kontra, kay naa man nakita nga buslot diha siya gitira. Karon kay di man si Gloria ang presidente nadutlan siya…she should have been careful of her deeds because GMA her benefactor is already out of the scene…..

A colleague in law enforcement is assaulted and this 1D10T is showing no urgency at all and spewing out unbelievable and laughable excuses and reasons not to do it. The DOJ should look into the excuses of this court official and determine if they are indeed true. If they are true, the individual who thought of this stupidity should be fired and barred from any government position. Crime does not wait and stop on weekends and holidays, the law enforcement and judicial process should be 24/7, and 365 days non-stop. De Lima should visit this branch and start educating her lazy employees in putting priority on their job instead of their weekend and holidays.

    The authorities should start additional charges to Gov. Garcia who is defying a legal order and occupying a government facility illegally. She should also be fined for every day she and her cohorts are illegally occupying a government facility and defying an order for suspension and also an order to vacate. Make them pay for their insubordination and illegal actions. Hit them where it hurts! their wallets and their credibility as law abiding citizens.

    What dark irony… the architect of Martial Law just visited the “garrison” to give his support.

    The Garcias must have really bought Cebu if they think nothing of hitting policemen.

    It is hard to understand why Pinoys, even ranking public officials, behave like tamed animals when they are in foreign lands like the U.S. Most of all, they follow the rules elsewhere. How come ranking local government officials like Gwen Garcia cannot follow the rule of law. Taxpayers may misinterpret her actions and that of her supporters as high-handedness and arrogance. The Garcias think they are majority stockholders of the Cebu province…..
