Tañada says FOI ‘back in ICU’

MANILA, Philippines — The Freedom of Information Bill is back in critical condition, its main proponent deplored on Thursday.

Deputy Speaker Lorenzo Tañada III in a text message to reporters, said that the FOI Bill was now back in the intensive care unit (ICU) after it failed to be tackled at the plenary Wednesday, the last session day before the House of Representatives went on its Christmas break.

When asked why the FOI Bill was not taken up, House majority leader Neptali Gonzales II said that the ratification of the controversial Reproductive Health Bill took the spotlight Wednesday night.

Akbayan Rep. Walden Bello, a co-author of the FOI Bill, said that another issue was the uncertainty of when the House delegation for the bicameral conference committee on the RH Bill would be back. He said seven sponsorship speeches were lined up for the FOI Bill.

“If the FOI were to be introduced after the RH ratification, there was fear that few people would remain to hear sponsorship speeches and even the Speaker’s closing speech,” he said.

True enough, Gonzales said that many of the legislators present during their last session wanted to leave right after the RH Bill bicameral report was ratified.

Despite having little time left, Bello was confident that the FOI Bill would be “introduced first thing next year and there will be a sharp debate on amendments.”

“I am still hopeful that we would get it to third reading before the session ends in February but a certification by the President as urgent would guarantee its passage,” he added.

Lawmakers resume session on January 21 next year and Tañada said that he really hoped the FOI Bill could finally be tackled by then.

“We are running out of time with nine session days left before the campaign begins,” he said.

    Pres. Aquino and the PH Congress should be congratulated for doing a hell of a good job in passing the two important bills that were long overdue in order to move the PH economy forward, which are the SIN tax bill and the RH bill.
        
    With this 2 bills becoming law and being implemented beginning early 2013, every Filipino will feel the effects of this laws very soon in better health with people smoking less and drinking less, and the needy families getting adequate care and health advice form well funded health clinics and hospitals. These conditions will result in a more healthy and productive labor force who will soon be enjoying better standards of living in the next few years and for years to come. Hence, it is important that the Filipino people be very vigilant in seeing to it that the government implement the Sin Tax law and the soon to be RH law, effectively.

    The next important bill that the Filipino people should push the PH Congress to pass is the FOI ( Fredom of Information ) bill.. This FOI act which is already being implemented in the US and other countries, will contribute a great deal in preventing the other biggest obstacle to PH progress, which is graft and corruption. Like other countries where people can request for any information  from the government, the FOI  act will force the PH government ( national and local ) to become more open and more transparent. Becoming more open and more transparent in government transactions, will surely avoid any planned or attempted graft and corruption in all departments of the government. If Pres. Aquino and the PH Congress are serious in a ‘matuwid’ or clean PH government, they should work hard for the passage of the FOI bill.

    This late 2012 maybe too late for lack of time, but early next year 2013 should be a good time to pass the very important FOI bill.

    As what Ted Casino said before : since day 1 and up to now Pnoy has not shown interest in FOI bill. a campaign promise that once elected as president he will pass the FOI bill. a promise not seriously considered, how can we trust this abnormal leader when betrayal of public trust is obviously committed.
