Jueteng whistleblower returns to work; Espino says fortune came from businesses

DAGUPAN CITY, Philippines — Bugallon Mayor Rodrigo Orduña, the man who blew the whistle on the alleged involvement of Pangasinan Gov. Amado Espino Jr. in jueteng operations in the province, reported for work in his town on Monday, this time with security aides monitoring his movements following his exposé last week.

“Hindi pwedeng hindi ko gampanan ang katungkulan ko bilang mayor (I cannot ignore my responsibilities as mayor). There are many offers for me to stay in safe places. But I did not accept the offers and decided to return [to Bugallon] and do my work as mayor,” Orduña told the Philippine Daily Inquirer by telephone from the town hall on Monday.

The mayor said he returned home on Friday night, hours after he filed a plunder case against Espino in the Office of the Ombudsman and after appearing in a press conference at the Philippine National Police headquarters in Camp Crame with Interior Secretary Manuel Roxas II and Director General Nicanor Bartolome, PNP chief.

Espino had denied the mayor’s allegations, saying these were politically motivated. On Monday, the governor complained that the scandal had bothered his family.

“I’m sad and a little stressed, especially that my family is hurting because of what happened to me,” Espino said.

Orduña is serving his last term as mayor and is running as vice mayor in the 2013 elections.

When asked, Orduña said no death threats hounded him upon his return home. “But I anticipate that threats would soon come,” he said.

Orduña said he hoped that his family would be spared from any threat or danger arising from his expose.

“They should deal only with me. I am their enemy. They should not involve my family. I pray to God to protect my family,” he said.

For the moment, the mayor said, “everything is normal,” although he admitted he had to adjust to some changes in his life, such as living with extra security aides assigned by the PNP.

“I’m used to going around on my own. Ayaw ko sana ng may security (I considered turning down the offer for more security). But police officials told me it was necessary for me to have [security aides],” he said.

“I am able to sleep soundly at night because there are policemen guarding me. I may even gain weight,” he said.

Orduña is a new member of the Liberal Party (LP), drawing commentaries from radio commentators here who concluded that the exposé would benefit Espino’s rival in the gubernatorial race, Alaminos City Mayor Hernani Braganza of LP.

Orduña said he had no political motives when he exposed Espino’s links to jueteng operations in the province, although he admitted consulting Braganza.

“Matagal na akong ginamit ni Espino. Ayaw ko nang pagamit sa iba (I have been used for a long time by Espino. I will not allow myself to be used again). No one can dictate upon [my actions]. I had been planning to expose [jueteng in Pangasinan]. I talked with some groups, who offered support but it was only until I was able to talk with [Braganza] that I decided to finally come out,” he said.

“It is only now that there is someone I can trust. It just so happened that we belong to the same political party,” Orduña said.

If he ever got to again meet Espino personally, Orduña said: “I would tell him to stop lying.”

“He knows what I know and I know what he knows. It is expected that he would deny everything. That is just natural. I know I was involved [in jueteng] and I do not deny that I earned from [the illegal numbers game], but not as much as he earned,” he said.

Espino, a retired police and Philippine Constabulary officer, said what hurt most from Orduña’s allegations was the insinuation that he lived on jueteng money. “That’s very unfair,” he said.

Even before he assumed the post of Pangasinan police director in 1992, Espino said he had been operating a trucking and construction business.

When he left the PNP in 1998, the governor said he pursued farming and poultry raising in Bugallon town.

“I should have been given a chance to answer the accusations first before these were announced to the whole world [by Roxas]. I wasn’t treated fairly as an elected official. It was as if I was already convicted,” he said.

In 2010, Espino appeared before a Senate inquiry after retired Lingayen-Dagupan Archbishop Oscar Cruz linked him to jueteng operations in the province.

Espino said he has always been against jueteng operations.

As Pangasinan police director, Espino said he and his staff shaved their heads to protest the illegal numbers game. “For almost a year then, there was no jueteng operations in the province,” he said.

One of his officers at that time, Espino said, was incoming PNP chief, Deputy Director General Alan Purisima, then a captain and commander of a detachment in Tayug town.

“In fact, wherever I was assigned then, there was no organized jueteng, even when I was assigned as commander of the Metropolitan District Command (Metrodiscom) in Angeles City,” Espino said.

Contrary to Orduña’s statements, Espino said they were not that close.

Espino said it was Orduña’s older brother, Paterno, a retired police superintendent, who was “like a brother to me.”

He said he met Paterno when he was assigned in Camp Olivas in Pampanga and they developed a deep friendship.

“I only met Ric (Mayor Orduña’s nickname), through Pat, when I was assigned here,” Espino said.

“I won’t even recognize [Orduña's] children if I see them because I really do not know them. He is not really that close to me as he claimed,” Espino said.

Alam mo na ang laban diyan, kahit na huli mo na ng mortal, hindi pa rin aaminin. Kaya ingat ka, baka bukas ay lulutang-lutang ka na lang sa baybay dagat sa dawel!!!

    Hmmm.. he was a former ally of Espino .thus he was also a part of the plunder case that he pinned on the Governor . Being a whistle-blower should not exempt him from committing the crime nor lessen the gravity of his participation. 

    In my opinion, it is clearly politically-motivated.

    A lesson for Gov. Espino; “Those who lie for you will lie from you.”

    There should be a lifestyle check to find out how much wealth Governor Espino has before, during and after his stint in the government as a police officer. The Office of the Ombudsman should investigate his SALN up to the present.

    If he owns much, much more than he was supposed to legally earn as a government official may be the chicken in his poultry farm have been laying golden eggs.

    Sure, what else would anyone say but the fortune came from businesses.  Oooops, there you go.  It doesn’t take a seasoned SPO10 to connect the dots- look at the SALN, bank accounts, and observe how the businesses are doing for over period of time.  Kung magaling ang accountant niya lusot e kung ala Corona naman ay sana di makuha sa technicalities.

      Because they are paid such low wages, it becomes understandable. President Aquino must raise the salary of certain workers so that there will be no justification of such activities. Credit accesses must be made available and trust restored. A nurse barely makes 8,000P a month. That is barely getting by. How does that feed a family?
      In the case of Espino, it is greed and corruption at its finest.

    These are the alibis in case unexplained wealth issue will surface.

      That can easily be investigated by BIR. If the numbers don’t match, Espina is in deep trouble.

      Ganyan naman ang mga Heneral, puro palusot dahil kung bubusisiin, magkano lang naman ang sahod nilal at magkaroon ng trucking at construction business?  Tulad ni General Reyes, nang imbestigahan ay katwiran ay mana sa ina pero mahirap din ang pamilya kaya saan kinuha ang kayamanan, di sa kurakot?

    Why don’t you ask Espino about the allegation against him with regard to then bold star Lampel Cojuangco when the latter did a show in Angeles City,Pampanga. Chief Espino then asked his people to arrest the bold star and bring her to his office while the star is doing her show inside a night club when he was still the Chief of Angeles City Metrodiscom Police Force. According to my friend from that city, some of his police friends told him that Espino allegedly sexually assaulted Lampel Cojuangco in his office. Bold star Lampel Cojuangco’s manager at that time is none other than Mr. Boy Abunda. My friend told me that cops in that city called him ” Manyakis”. According to my friend , his cops friends used the word “RAPED” not sexual assault.

    There is probably a grain of truth in the allegations of Mayor Orduña. In his press conference last Friday, I agree with his every word when he said jueting is big money and big money needs big protection from big protectors going all the way up to the palace. But Mayor Orduña was also quick to admit that the last bit was only an assumption. The dilemma for Mar Roxas and the palace today is how do they go after Espino and Arroyo without shooting themselves on the foot. Given that jueteng still thrives to this day like never before, sooner or later someone among the KKK and Tito Babalu will get implicated. Even the president is just a breath away from getting implicated if he’s not careful. Laws can be applied selectively by whoever is in power but it has a way of backfiring or resulting in unintended consequences. Seeing the peril they have placed themselves in, the palace spokesperson Edwin Lacierda was quick to distance and dissociate the administration from the whistleblower. Within 72 hours, there was a sudden change of heart. How money moves the world, and made the administration turn on its own whistleblower.

    Remember: Professional Crooks don’t accept Cashier Check nor Personal Check nor Fund Transfer  – It has to be Cold Cash in the paper bag and at the same time they only pay in Cold Cash too.

    Let see now how good is The Philippine Government on there investigation !

      Probably, before he even initiated to blow the whistle, he was already confident on the safety of his family, somebody might be  backing him up. More like a conspiracy to put down Gov. Espino (politically). Anybody with matured mind can discern that the latter is guilty of the allegation, but the whistle-blower (before he became one) was also a culprit on the allegation. The Mayor (willing accomplice) is the perfect guy to defame the Gov., he was a close allegiance..they were on the same boat, enjoying the illegal harvest of jueteng. It doesn’t matter if the Mayor received lesser share, he still was a part of it. It’s just that the Gov. might be a couple of level higher than him.

      If he was “truly” a whistle-blower, he should have done the expose the very time he became aware of it..but nay, he gained from it; and with his expose he expects to gain again.

    espino bakit ako meron din trucking tsaka construction bisnes pero hindi ko maipun-ipon ang halagang 900 to 9,000 pesos, pero ikaw nakaipon ng 900 million? naga-alaga pa ako ng manok tsaka bibe at pag di ko sila pinapakain tumatanggap pa ako ng labada tsaka baby-sitting, pero di pa rin ako maka-ipon ng sapat na pangtaya sa hueteng. 
    at anong sabi mong walang ng hueteng sa pangasinan, anak ka ng ashtray! dian nga nauubos ang kinikita ko sa ekstrang pagla-labada e!

    tsaka, mahusay ka palang magpayaman dahil sa bisnes, bakit di mo payamanin ang pangasinan para masaya at sumagana rin ang buhay ng mga Panggalatok?

BIR should start looking into his SALN and his personal ITR and the ITRs of his businesses at malalantad ngayon kung gaano katotoo ang kanyang sinasabi. Baka mapunta pa sa tax evasion, etc.

    Hindi niya sinabi kung: illegal ang businesses or legal ang businesses.

    Bakit pa tumakbo pa siya ng Congressman and Governor kung his businesses were so successful in the first place medyo yata hindi kapani-paniwala pihadong nag-papalusot ito.

    Kakagat kaya ang mga Taong Bayan sa palusot na ito ?

    Ngayong mahirap mo ng paekutin ang mga ulo ng Filipino – nagsawa din kay GMA at FG at kay Mang Topacio.
