Tagle tells lawmakers: Reject RH bill, meet Jesus with joy

On the first day of the traditional “Simbang Gabi,” Manila Archbishop Luis Antonio Cardinal Tagle appealed to lawmakers to “welcome Jesus with joy” to prepare a “straight path” for the next generations by rejecting the reproductive health (RH) bill.

Tagle’s message to mark the beginning of the Christmas novena was read as the homily, along with the pastoral statement issued by the Catholic Bishops’ Conference of the Philippines (CBCP), in all Masses Sunday in the Archdiocese of Manila, which covers five cities in the metropolis.

“As the issue of the RH bill heats up again, I appeal to our legislators in [the House of Representatives] and the Senate to welcome Jesus with joy. His Word and Wisdom (and not just any human word or wisdom) are needed to form consciences,” Tagle said.

“I pray that you may prepare a straight path for the Lord so that the Filipino people today and those of coming generations may find true and lasting joy,” he added.

The RH bill, which the Church has opposed for its supposed antilife provisions, is scheduled to be put to a vote on third and final reading in the House Monday.

On Thursday, the House approved House Bill No. 4244 on second reading by a vote of  113-104. The measure would provide couples with information on reproductive health and access to contraceptives, and mandates sex education in school.

In a pastoral letter it issued on Saturday, the CBCP urged the members of the House who were absent during the second reading to be present today and vote to kill the bill.

Lingayen-Dagupan Archbishop Socrates Villegas, CBCP vice president, urged the 64 lawmakers to “seek justice for the Filipino people.”

Villegas said the ill was being “gift wrapped to look like a gift for maternal healthcare” when in truth, “it will lead to greater crimes against women.”

He issued the pastoral statement on behalf of the CBCP president, Cebu Archbishop Jose Palma, who is in Vietnam attending the general assembly of the Federation of Asian Bishops Conferences.

“I reiterate the collective discernment of the Philippine bishops that the RH bill, if passed into law, can harm our nation. Contraception corrupts the soul,” Villegas said.

In Cebu City, Cebu Archbishop Emeritus Ricardo Cardinal Vidal on Sunday cited the importance of God’s will in making laws.

He remained hopeful that despite the passage of the bill on its second reading, it would not be approved on third reading.

‘Red alert’

In Bacolod City, Bacolod Bishop Vicente Navarra on Friday remained hopeful that the lawmakers who favored the bill would vote against it Monday.

Navarra raised a “red alert” for the Catholic faithful in the Diocese of Bacolod to pray so that the lawmakers who voted “yes” would change their position on the bill.

Members of the House supporting the bill are bracing for last-ditch efforts of opponents to stop its passage on third and final reading.

“We are preparing for any possibilities, including delaying tactics,” Iloilo Rep. Janette Garin, one of the bill’s principal sponsors, told the Inquirer.

Garin said the pro-RH camp had expected the vote to be close but the actual count was closer.

She said many legislators, who earlier supported the bill, voted against it or opted to be absent due to continued pressure from Church officials.

President Aquino on Thursday certified the bill as a priority measure. Garin said supporters of the bill were hopeful that the President’s certification would hasten its passage in the Senate before the Christmas break.

In Tacloban City, a party-list representative who voted against the measure urged fellow lawmakers to respect the decision of the majority.  With reports from Carine M. Asutilla, Joey Gabieta and Carla P. Gomez, Inquirer Visayas

    Congressmen, reject Padre Damaso. You are in good company as majority of the Filipino people will have a happier Christmas if the RH Bill is passed into law. Only the Padre Damasos and their few fanatical followers will celebrate with the triumph of irrationality and lies in tomorrow’s voting.

    It is sooooo hard to understand why the bishops oppose RH Bill though God said “though shall not kill” while RH Bill is here to save lives from death in abortion, poverty, unhealthy pregnancy and HIV/AIDS, with the contraceptives proven safe by the WHO, and with self-discipline or abstinence proven unpreferred by the people to resolve unwanted pregnancy.

        Got no argument to debunk my thoughs or even to say anything good out of RH bill ? You are like one of those who says’ Yes to RH bill with out any understanding except Bishop is Damaso and happily thinking that others will vanish for them enjoy this earth. This is what I find after interviewing supporters of RH bill. They say “YES to RH population control because the poor have so much children”. They support population control because it is not for them anyway but for the detestable poor. But when I explain to them that this bill will cost billions of govt. funds that should be better used for job creation rather than for buying contraceptive pills with no one to take because it is widely known as poisonous that may kill the user. Besides RH bill will fund Forced Sex education for pop. control to children of all, including yours. The population control supporter reaction got confused. They too must pay the price.

    From overseas,  and in a land where Christmas in not exactly popular,  I can only comment with a feeling of nostalgia for the “Simbang Gabi”,  and a sense of utter loss and inadequacy on a political issue brought forth on the same venue.  As someone not really against the bill, but somewhat in favor of its passage,  I still join the prayer that we find wisdom from above and that the Filipino people today and those of coming generations may find true and lasting joy.

    archbishop tagle should deal with his church problems first. there are homosexual priests who are abusing the kids. you should deal with this first and do not get involved with politics.
    rh bill is about choice. as per joseph tesoro, below, it saves lives. it prevents people from being sick of aids/hiv by using condoms. archbishop please do not interfere. we are trying to give parents the choice. there are kids nowadays wandering hungry without a place to stay, are u willing to help them? there are those who are gravely sick because of hiv/aids. are you willing to actually help them? or just talk. there are those who became orphaned. once again, what have you done to help them? nothing!

    After reading various links from the internet and other sources the background of RH bill is being pushed by the government, I decided that i’m not in favor of this bill. I have my own explanations as to why I dont like this bill. i may not explain them here but the bottom line here is that the interest of other countries such as the US is interfering with our sovereignty and independence, like the way they lobby in our controversial bill.

    My decision is based on facts and not by the dictates of CBCP.

But again I will refer you to my statement above and I suggest you read & understand my statements carefully before making dramatic statements and making insulting remarks.         My observations including my own research on this bill are based on facts (excluding my religious beliefs) and I am glad to present it on the proper time & forum and not on this comment board.

        I think so, but with freedom of speech, I don’t think it would be right to bring charges against the CBCP, even though they’re actively trying to hold the country back at this point.

    the RH bill will be finally pass on Dec. 22…remember the date, they said it to be doomsday…indeed, doomsday it will be for the Philippines…after that…there will be no more hunger they say and promised…there will be more food they say and promised…be on guard for more fetus for exotic recipes (lugaw, goto…anyone?…hehehehe)…no more poor people they say and promised…no more children roaming in the streets because there will be none born, if there will be, they will be deformed, special children…all women will be barren…in the end, we will be a nation of only poor dying old people…what a sad story of evil victory over good…may God bless the people and the Philippines…long live these congressmen of doom!!!

      With respect, I think you need help. The Bill does not demand we do anything at all we can simply ignore it as we wish….. And surely the vast majority of good practicing Catholic will do that anyway? Are we not indoctrinated to that degree we just follow the teachings of Rome? Or is this a myth?

        Yes I grant you that, it is true a vast majority have not been educated to a level they can debate an issue from a point of view of having some cognitive sense on many things. The comment about Rome and their teachings of this or that are really not up for debate, Rome is an absolute theocratic rule anyway. Yes I agree, it not about religion, this debate, it is about personal conscience, and moreover a freedom of choice as well. I say again this Bill, if it is passed, raises a question– [theoretical] – If the Bishops have taught their flock so well- why do they worry so much?

        But we can not ignore the Billions of taxpayers funds wasted for nothing, especially if it will be given to Foriegners making fun out of contraceptive pills that no one wants. Billions of peoples money lost with out economic benefit will make this country poorer year after year. We can not ignore also that peoples money will be use to Force educate our young children how to be a Sex object with responsibility of being a parent. RH bill Sex education for population control is SEX to the max. by contraceptive pills. It will re-orient the young mind that sex is for sex, not for the sanctity of pro creation. RH sex education will create immoral sex maniacs.

    I find it interesting that he doesn’t explicitly state to reject the bill.

    Archbishop Tagle is a smart man, and I somehow get the feeling he’s not as opposed to this bill as the CBCP would like him to be.  His messages have mostly been about not letting this issue cause division, whereas the likes of Palma and Villegas have been more than happy to lie about the bill to try and get it rejected.

    there are so many bills enacted by congress that went kaput after they were passed…remember the promise of price competition of the deregulation law…what is it now but a connivance  of all these petroleum players making it a cartel instead of a competition…the cost of electricity as a result of many enacted laws adding so many charges…etc…and now this RH bill…let’s just wait and see what will it be…now, do we have a law passed that alleviated the lives of the poor, generated more jobs, employments, build many industries and businesses that produced more employments?

    While it is the RCC’s right to sound their opinion regarding government proceedings yet it is already a misleading or a coercion on their part to tie this RH bill issue with a person’s relationship with the Lord Jesus Christ. It is very far from that, instead coming close to the Lord Jesus Christ is a very personal matter which no latex thing can even hinder those who will approach Him with a a believing and repentant heart.
     
    Besides this time around the Bible does not teach that we should prepare a straight path before the Lord Jesus Christ comes, no! the Lord Jesus Himself will straighten out everything when He comes back a second time together with all the genuine Christians (see Revelation chapter 19), but then before that the gathering in of all believers both living and the dead should first happen (see 1 Thessalonians 4:13-18).
     
    Read, study and live the pure and unadulterated teachings of the Bible godly people.

    This RH is one of the most, if not the most divisive bill tackled by congress in recent times. It was a repeat of the church stiff opposition to Rizal Course in the 50′s. It failed in the 50′s. It will fail again today. 

    The church opposition in Rizal course was understandable because that course would explain in detail to young students how the church mangled and abused the Filipinos through deceit and lies of the church through a certain priest named Padre damaso by Rizal in Noli.  

    Padre Damaso was responsible for keeping  the filipinos ignorant and poor and unable to fight for their rights. Figuratively, Padre Damaso was the main reason why Andres Bonifacio and many young filipinos at that time grew up illiterate and Gomburza, Diego Silang and many more heroes  were executed. Bonifacio  learned to read and write through his own initiatives. 

    In opposing Rizal Course, the church exposed its true color that it is more concerned in hiding the ills of the church than the chance of the youth to learn how Rizal became martyr, how he offered his life for freedom and how much he loved his motherland. The church did not want the youth to emulate the heroism of Rizal for its own good.

    In essence, the church appeared to be more ev il than the evi l that was Padre damaso.

    Today, the church is doing its villainous act again for reason unfathomable to majority of the catholics. It says, it is pro-life, conveniently forgetting that RH is precisely for that reason:-for life. The church is lying and twisting the facts to attain its goal and fortunately, many catholics are not buying the lies.

    In the meantime, poor mothers are dying during delivery because they have no access to medical assistance and poor children are playing barefooted and dangerously in the streets with empty stomachs while the bishops are eating caviar and luxurious foods, sleeping soundly in soft beds in their gated/landscaped palaces and rubbing elbows with the corrupt government leaders and gambling lords and accepting donations/SUV discreetly.

      Pres Ramos, Ex-DOH chiefs, and economists praised Pro-RH congressmen for approving   the bill while the CBCP/bishops assailed pro RH bill congressmen.

      We can digest from the sentiments of the above personalities who really care for this country and it is very obvious.

      Ramos, being a former president has the people and the future generation in his heart. A success of the nation is also his success and a failure is his failure too.

      The DOH chiefs know what they are talking because their knowledge is centered on human anatomy and how the body reproduced. Nobody can question them  when they speak about human anatomy, not even the bishops or priests whose only expertise is to say “Amen”. The doctors have nothing to gain in the approval of the bill except to make their job a lot easier because probable death of mothers and infants due to poverty can be avoided. 

      The economists are learned individuals who are experts about the adversarial impacts of uncontrolled population on a third world country such as ours. The economists want to see   a progressive country devoid of extreme poverty caused by uncontrolled population.

      The above 3 groups of individuals are one in saying that RH is good for our country. 

      On the other hand, the only arguments bishops can say are: ” ah, basta, masama ang RH at di dapat ma-approve” or ” Remember Sodom and Gomorrah” or “Because of RH, na-delubyo ni Pablo and Mindanao”. Their arguments have no scientific basis contrary to what the doctors are saying and they suck.

      Just like during the time of Jose Rizal and earlier, the church is still the bane of this country today. The church, represented by it arrogant bishops, must be brought to oblivion, to irrelevancy by passing this bill into law. The bishops have done nothing good for this country except to dictate their will upon us for their own good. The passing of RH into law will start that process.

    I’m not against family planning, choice ng bawat couple kung ilang anak ang gusto nila… Pero yung pag-allot ng fund para pambili ng condoms, pills or other contraceptives, mukhang di naman tama… I-educate na lang yung mga tao, then let them decide if susundin nila yun, and for now meron ng ganung program ang gov’t.
    Madaming butas ang RH bill, kaya di na ko magtataka kung bakit iba-iba ang opinion ng mga tao. Pero sana lang matuto tayong igalang ang pananaw ng iba. Having a child is our choice, decision natin yun and we should take 100% responsibility of our life. Don’t blame the church, the government or other people. Hindi tayo aasenso kung puro paninisi lang ang gagawin.
    For me, di pa rin ako sang-ayon sa RH bill and that’s my opinion.

      Hindi ba its like making laws that take the initiative for the police to have a special desk for women and children, only to say that police do not have the space, or the desk or even the man power to respond to such initiative?

      Good intentions, yet, if not properly supported, it fails.

      Perhaps the RH too needs the necessary support it needs to make it work. Perhaps one day, if and when there is no more poverty and anyone can afford their own contraceptives funding will be a moot point.

    basically, Theology is the study about nothing and imagined things. God, the devil, angels, afterlife…even the Cardinal cant show you proof of them. If prodded and challenged, all the Cardinal can provide you is personal “experience” and theological mumbo jumbo he conjured up in mid-air. So if God, the devil, angels, and afterlife are not real, then what is left of theology? Nothing.

    I know many believers find comfort in faith and emotion-filled rhetoric of the Cardinals and his priests. Talk of “Jesus with joy” or “love” and “meeting your maker in heaven” are feel good appeal to emotions that fills your heart with joy. but so does heroin and marijuana, or any legal drugs!

    if we really want change in this world, we can find this in working with each other, not an appeal to a supernatural force that we dont have any proof of.

    the Cardinal is fast losing his influence on this arena, he is becoming more irrelevant everyday. religion is not the answer to our social problems! we are the solution to our social problems! appeal to a deity is not the solution. we must appeal to our better selves to solve our problems.

    wake up people, think for yourselves and dont let the Cardinal hijack your thinking for you.

    These Catholic clergy want this country to move backward, that’s why this fierce opposition to RH bill. What have they done except to impede progress? They can’t even claim to be protectors of morality because 4 out of 10 children born since 2010 are illegitimate, more than 50 percent of couples don’t marry in churches, half a million fetuses are aborted every year, and HIV cases just keep rising.  And you tell me they have nothing to do about it? If that is so, then let the people exercise their freedom of choice in terms of contraceptive use. Maybe when they do, these rates and incidents will finally go down.

    The wisdom of God is foolishness for many and the fool says in his heart, “there is no God.”  The Bishops, in union with the Holy See in Rome, affirm the sacredness of life, that has been the Ordinary, universal and constant teaching of the Magisterium of the Church.  As their mother and teacher, shouldn’t legislators listen to the collective discernment of the Church?  They would be able to prove their fidelity to the Church by upholding the sanctity of life.  Vote “No” to the rh bill on third and final reading.

    With due respect to Cardinals Vidal & Tagle and Bishop Villegas, I find it hard to believe that their pronouncements addressed to lawmakers such as “welcome Jesus with joy to prepare a straight path for the next generations by rejecting the RH bill,” “contraceptions corrupt the souls” and the “importance of God’s will in making laws,” ARE THE WORDS OF GOD.  Instead, I believe that they’re the products of collective consultations among the Philippine prelates to once again derail the approval of the RH bill and wave anew the red flag of victory as the only nation on earth that have never passed a reproductive bill.

    My belief may waver if the Pope himself or any non-Filipino high officials of the Vatican will say the same thing.

Many young unmarried women are getting pregnant because they were engage in sexual intercourse at younger age. They become a single mother and become outcast with their family.       Tama ba na magpondo para sa condom/pills at i-enforce ang sex education sa mga school?  Doon sa school na alam kong may sex-ed, marami pa ring estudyanteng nabuntis.  Dati nang binibigyan ng pills ang condoms sa mga health centers, ang ginawa ng mga nasa slum areas na mga bata, ginawa lang baloons…
      Hahahahahaha!  Sino lang niloloko?  Ang mga Filipino kasi magkaroon na naman ng demand ang mga condoms and pills (na mumurahin).  Dadagdagan na naman ng subjects na walang kwenta ang mga estudyante.  Ang science &Technology at Math ay di gaanong pinondohan.
      O ano pa ba gusto mo.  Naniniwala ka kasi sa isang may sayad na presidente!
      Si Lagman ba talaga ang gumawa o pina-pattern lang sa kanya ng UN?

      ang bobo talaga ng mga pro-rh bill, pagdami pala ng populasyon ang problema nila eh di ianunsyo natin na bawal magpabuntis ang mga hindi kasal. Hindi ba ang karamihan naman sa maraming anak at may anak ay mga hindi kasal?

      pagdami ba ng may HIV/AIDS ang kinatatakut nyo, eh di ipagbawal ang pakikipagsex sa kapwa lalaki.

      Pag naging legal ang pagdedistributes ng mga condom at pills lalong dadami ang mga bawal na relasyon kasi madali nang maitago dahil walang ibidensyang mabuntis. Dadami ang mga babaero.

      Kahit mga pangit na walang pera magiging babaero narin.

      Ang kawawa talaga sa RH Bill na yan mga babae dahil magiging legal ang pagpaparaos sa kanya ng mga lalaki. Kaya nagtataka ako kung bakit maraming babae ang pabor dito sa RH bill, ganyan na ba talaga sila kalilibog at ok lang sa kanilang pumatol at magkarelasyon kahit sa mga may asawa na.

      ako aaminin ko ng binata pa ako marami na akong natikman na babae, mahirap manuyo pero sa experience ko na ngayon may asawa na ako parang mas madaling makakuha ng ka-sex na below 20 yrs old kasi sigurado ako ituturo na sa mga school kung ano ang sex at paano mabubuntis ang mga babae kaya sa tulad kong sanay na sa pambababae salamat sa RH Bill dahil di na ako mahihnirapang magkunbinsi sa mga mas bata sa akin na legal ang sex sa buhay ng tao.

      Kaya against ako sa RH-Bill dahil gusto ko nang magbago at wag nang madaling matukso sa sex. Pero kung ganyan na imumulat na natin ang mga babae sa buhay sexual ewan kulang baka 10 pa lang sila wala ng virgin sa kanila. 

      Sige tuloy nyo RH-bill ng bumalik uli ako sa dati kong gawi.

      Nope, I just saw jesus with his drinking body a few blocks from my house. There’s bound to be trouble when he get’s drunk. Makes me wonder why when people name the guy the same as the Messiah, he practically turns out to be the opposite. Must be the ‘don’t use the name in vain’ thing.
