Intense lobbying on RH bill

House members on either side of the reproductive health (RH) debate have agreed that “pork barrel” would not be a factor when the measure comes up for a vote on second reading next Wednesday.

But both sides anticipate intense lobbying during the crucial period before the vote, which could alter the outcome.

Iloilo Rep. Janette Garin, a co-author of House Bill No. 4244, said she was wary of Catholic bishops approaching individual congressmen to convince them to vote against the measure.

“Admittedly, the CBCP (Catholic Bishops Conference of the Philippines) is a very powerful institution and the elections are just five months away,” she said in a phone interview.

“Remember that the President himself expressed his preference that if he were still a member of Congress, he would vote for the bill,” he said, citing also the number of local and foreign organizations lobbying for the measure.

Pork no threat

Garin and Rodriguez rejected the possibility that the vote would be affected by the release of the Priority Development Assistance Fund (PDAF). Commonly known as “pork barrel,” the PDAF is said to have been dangled before lawmakers in the past whenever crucial decisions are to be made in Congress.

“There has never been a threat (from the Palace) not to release the PDAF if we do not vote for the RH bill,” Garin said.

“I don’t think something like that would happen in the case of the RH bill,” said Rodriguez.

“Pork barrel has never been an issue. The bottom line is the Palace has priority measures, which it thinks can help the people,” said Garin.

Despite the fears about lobbying, Rodriguez is confident that “everything would all boil down to the conscience and conviction of individual congressmen.”

“There are congressmen who cannot be influenced by bishops or the President,” he said.

Fearless forecast

Rodriguez said pro- and anti-RH bill congressmen earlier agreed to put the measure to a vote on second reading on Dec. 12. He said the date was of particular significance to the anti-RH bloc because it is the Feast of Our Lady of Guadalupe, the patroness of the unborn.

He said as many as 136 House members would vote against HB 4244. But Garin was more guarded in her prediction, saying the RH bill had a “50-50” chance of getting passed.

“You’ll be surprised by the vote. We’ve been doing some tracking since a year ago. This is our forecast,” said Rodriguez.

Garin said pro-RH lawmakers were ready to accept a decision to reject the measure.

“We will accept the result, the decision of the majority of the members of the House,” she said.

“But if the RH bill is not passed, it would be time for us to accept that our country, our culture, our legislators are not yet ripe for a reproductive health bill,” she said.

26 off to watch Pacquiao

Speaker Feliciano Belmonte on Friday downplayed fears that the number of House members leaving for the United States to watch Rep. Manny Pacquiao’s fight would affect the House’s work, expecially now that the RH bill is headed for a crucial vote on second reading.

“(It will) affect attendance, yes, but I expect a quorum,” as he expected most of the congressmen to be back by Tuesday, said Belmonte.

“I have to try to find out who actually are going because they may just cancel each other out,” Belmonte told reporters following the suspension of the period of individual amendments on the RH bill late Wednesday night.

Majority Leader Neptali Gonzales II said at least 26 House members are expected to fly to Las Vegas for Pacquiao’s fourth encounter with his Mexican nemesis, Juan Manuel Marquez.

“Maybe some of them already flew out of the country,” Gonzales told reporters Friday.


Bigger pressure

Gonzales stressed the importance of next week’s deliberations, especially with the chamber expected to vote on the RH bill on second reading on Dec. 12.

“By next week, there will be bigger pressure on the members of the House, especially those causing the delay,” he said, obviously referring to congressmen trying to inject changes into the RH bill during the period of amendments.

“They would have their respective commitments by next week so they will receive a lot of pressure to finish this stage. It’s Christmas time. We need to vote on this already,” he said.

During Pacquiao’s third bout with Marquez in November 2011, a total of 26 House members were given authorization by the House leadership to fly to the US. But it could not be ascertained how many actually went to watch the fight at the MGM Grand in Las Vegas.

      IMHO: Congressmen/women who are perennial NO-SHOWs or on UNAUTHORIZED LEAVE must be penalized by reducing/decreasing their monthly wages to include their pork-barrels cut/reduce to ENSURE maximum attendance from its members. CONGRESS must enact an internal house rule that will stipulates NO WORK NO PAY rule and must be pro rated monthly based on their attendances and absences. But this might be just a “wishful thinking”…PEACE

    The pro-rh side now fears that many lawmakers have seen the light and will vote against passing the rh bill.  And, with reason!  Come voting day and the pro-rh adherents will get the big surprise of their lives!  “RH Bill defeated in the House!” the headlines would blare!  Finally, reason over personal opinions will be victorious!  Anti-Church sycophants, skeptics, unthinking atheists and virulent anti-clerics will now realize that if they have a President on their side, the anti-rh guys have God on their side.  Finally, a rupture with Filipino culture, heritage and values would be frustrated.  An emotional cliff and legal battles have been avoided.  When the smoke clears, Christian legislators have cleared their heads, stung by the truth and have marched faithfullly as an army of truth!  Bishops, like the president and other lobbyists cannot be blamed.  Faith has triumphed; the mammon has lost again!

    Pro- rh bill legislators have realized that beyond their personal views, adopting a birth control program by legislation would subject the country to the ordeal countries have already experienced so that they are going back, retracting from their wrong move, to avoid a demographic winter and restore sanity to a mere propaganda, funded by foreign money.  They have realized that the competitive edge of the country lie in its “young, vibrant workers” that helped the country stay afloat, while other countries, including those which had adopted an aggressive program to suppress human births, are currently languishing in the economic doldrums!  Now, they have understood that reason and sanity should be foremost considerations against mere imitation of what others have done and failed.  Not learning from experience, “the great teacher,” is to lead this country to the music of the pied piper, marching to national destruction.  They have chosen not to be part of it: WISELY!

    For once before the voting, the anti-RH Congressmen and Bishops should get out from their air-conditioned offices and mansions and take a tour in the slums, squatter areas and along waterways in cities all over the country in order to have a realistic assessment of the conditions of the people the RH bill is prioritize for. They should also cross some footbridges or overpass to have a glimpse of those abandoned street children sleeping naked on the cold concrete flooring with begging bowls beside them.

    For those Congressmen who may be giving more importance to the Pacquiao-Marquez fight, please for once, do your duty for the country and be back on time for the voting of this very crucial bill that will certainly affect our country’s future, success or downfall.

        I think I have to educate you first. By all means, RH law is not the cure-all for poverty. Poverty is a multifaceted social problem and needs varied approaches to tackle. Of course, one solution is good governance and elimination of graft and corruption. Another is educational reforms like the K+12 program. Another is fiscal reform. Another is economic reforms, also giving equal emphasis to both industrialization and agriculture. Another is proper utilization and management of our natural resources. However, even with all the above solutions are in place, one very important aspect that should not be disregarded is population management and empowerment or giving choices to the citizenry. Hence RH law is very necessary in the holistic approach to mitigate poverty.

        You see, we are in a sort of a vicious cycle here. Poverty-education-population management-corruption. I think the proper approach is to simultaneously tackle all fronts, without leaving one aspect behind.

        Also, bear in mind that we have finite resources and these could only support certain population size to live comfortably. Meaning we have to balance population size with resources.

        resorting to rhetorical questions, aren’t you? i have one of my own which i hope you can answer with all appreciation… picture yourself in the age of retirement, say 70 or 80 (that is, if you would have the luxury of living that long), living off social security alone because your 2 children are burdened with your dialysis and other medication. would you find it easier for your children if you just “went away?” that is the direction RH is going to… minimized social security, marginalizing the elderly because they have “outlived their usefulness.” that is the same scenario europe is now facing, a result of their aggressive population control campaign in the past.

        not only that, your children, being in their 30s or 40s, are too busy to spend quality time with you because they have careers to take care of, neglecting precious moments you could have spent with your grandchildren.

        i suggest that you do read the kensington report so that you will have the entire picture, not just the “praise release” issued by the WHO championing population control.

Most speak fluent & write foreign languge like english , spanish,nihongo,arabic, mandarin,hindi, & malay than country of origin..some elderly can still speak latin…Average Filipino can at least speak 3 foreign language & 2 dialects..while the rest of the world can speak only english & their native tounge…the people are educated, fun loving, resilient, hospitable & industrious… in fact , currently the economy is heavily reliant on remittances which surpass foreign direct investment as a source of foreign currency.       Sorry, I was not able to read all the paragraphs but the last one about deuterium. I don’t know if you have worked in the offshore oil and gas industry. I also don’t know if you have tried to do some calculations on how large would be the pump, the thickness of your pipes to withstand the tremendous pressure, etc.

      I’m not totally discounting the possibility of extracting the deuterium, however the technology and means are not yet feasible by this time, even perhaps for decades to come.

        research more my friend …..with the advent of  technology it is easier now to harvest deuterium than to dig for oil… some  have developed a titanium straw …just like sipping softdrinks while on vacation….even before WW2when technology is RAW yet they are already harvesting deuterium…When Norsk Hydro began producing heavy water in 1934, Norway became the first country with a commercial heavy-water plant. The Nazi invasion of Norway in 1940 transferred control of the plant—and most of the world’s heavy water—to Germany. Since the topic of contraception began in the early sixties, the Catholic Church all over the world has vehemently opposed any legislative proposal that compels the State to promote contraception to the citizens. As a matter of fact, the American Catholics have been fighting against undue influence by the State on the Church. Baligtad doon.

    I’m probably one of the million PINOY CATHOLICs that are hesitant to comment negatively or unfavorably against the Roman Catholic Church. 

    Maybe it’s due to our own CULTURAL PROGRAMMING. Hopefully, it’s NOT a SIN to use contraceptives in order to determine the appropriate size of my family based on my ability to feed/clothe/educate them. Personally, having a big family and not providing them enough food to eat or not planning for their bright future is as BAD as ABORTION.

    Furthermore, I just hope that every Congressmen that will VOTE on this issue will base their decisions NOT on PERSONAL INTEREST but for the GOOD of Juan de la Cruz. PEACE

      If you are a Catholic, you follow the Catholic teachings like Hamanae Vitae. It is as simple as that.

      If you try your best sincerely to follow and sometimes fail because of temptation, that is one thing. You are still a Catholic.

      But if you willfully oppose or don’t believe any of the teachings, don’t consider yourself a Catholic. You can start calling yourself a protestant. It is really simple.

        Is the usage of CONTRACEPTION (e.g. condoms, IUD, etc.) against the Roman Catholic Church teachings (Holy See in Rome) or just against the Philippines Roman Catholic Church Hierarchy? Is their usage automatically disqualify you as a Catholic?

        BTW: When you mentioned Catholic teachings like Hamanae Vitae, ALL Catholics are required to follow; but, what if for some odd reasons, the RCC told the faithfuls to defend the faith just like the crusades and the faithfuls refuse to obey, are you still a Catholic or a protestant as you implied?

      Let me fill some of the gaps for you from where you’re missing out since you seem to be unneccessarily arguing with the other commenters below.

      Last time I checked, >90% of Filipino Catholics ARE in favor of the RH bill. To the response of your angst, here’s what: those impositions of the Catholic Church are ages old dogma (that you accuse of “Cultural Programming”) – surprise surprise, it was that successful that’s why the Roman Catholic Church don’t stop at nothing at imposing even to the extent of non-Catholics and atheists! This implicates some sort of sociological polarization of non-Catholics and irreligious people as if we live in a theocracy! The use of contraception is equated illogically to abortion that’s what’s the fuss is all about. And the Catholic hierarchy will put you in a black-and-white dichotomy where not having kids is being selfish but also accuse you of being a lemon, conspiracy, abortionist and potential dishonesty that will leave you severly stigmatized in the society. That’s why they’re imposing to their “faithful” to have a dozen kids and let the parents strive proportionately to that number of kids (zeroing on the “selfish” argument) that will push them both to the most extreme edges. To the Catholic hierarchy, having a big family and not providing them enough food to eat or not planning for their bright future are EQUALLY BAD as not having kids and ABORTION! In the end, you’ll realize that those argumentations and beliefs from the Catholic Church are all irrelevant, irrational and illogical!!!

      Another thing, there have been congressmen and other politicians who are actually religious leaders who get elected in the position!!! That explains the intense lobbying against the RH bill.

    I can’t fathom why people keep on making fun of God’s workers. Are these people crazy or the devil’s workers too? It can’t be denied for it’s all written in every twist and turns of life that a lot of priests and some bishops had been exposed for their immoral acts but as they bible even duplicates that no mortal being on earth is perfect, so in this context of our lives can we not forgive them and stop these below the belt trivia of derision.
