Over 300 dead as ‘Pablo’ weakens

MANILA, Philippines — Fatalities from typhoon “Pablo” (international name Bopha) escalated further to over 300, with hundreds still missing, the National Disaster Risk Reduction and Management Council said Thursday.

As of 6 a.m., 325 were reported dead, with 29 identified. Most of them died from felled trees and drowning.

The Army’s record of deaths in Compostela Valley and Davao Oriental was over 220 as of Wednesday afternoon.

Missing persons also rose to 379, while injured have gone up to 411.

There were over 200,000 affected persons, with 48,317 families or 229,734 persons affected in Mimaropa, Western Visayas, Central Visayas, Eastern Visayas, Davao region, Caraga, and Northern Mindanao. Nearly 190,000 of these were still served in evacuation centers.

Areas that remained without power include Siquijor, Negros Occidental and parts of Cebu, the NDRRMC said.

Recorded damages from Pablo was estimated P178.3M worth of agriculture, infastructure and private properties.

Three provinces were also declared under state of calamity: Surigao del Sur, Davao Oriental and Compostela Valley, the NDRRMC said.

As of Thursday morning, Pablo, the strongest typhoon to enter the country this year, has weakened into a tropical storm as it moved out of the Philippine territory.

    PAGASA is already doing its part.

    To provide the Filipino people more
    or less accurate forecast & warnings.

    However, there’s still a shortfall, the
    big lost of lives during typhoons can be attributed to the following;

    1.     
    Flash floods,  particularly to those people living near the
    estuaries ( e.g. CDO 2011, Ormoc -80s?)

    2.     
    Erosions/ Cave in ( e.g Compostela
    2012)

    3.     
    Fishing or sea travels at the height
    of the typhoon ( e.g MV Princes..2009?)

    The people can evade the strong wind,
    the abovementioned likewise can be easily avoided if the local government and
    other attached agencies will work hand and hand to implement the necessary warnings
    and precautions provided by PAGASA. The 3rd , (depending on the
    typhoon signal) a no-sea travel /fishing advisory should be continuously imposed
    by the coast guards/MARINA, and other attached agencies.

    While the 1st and 2nd
    , the local government involve should provide the necessary warnings,
    precaution & anticipated/force evacuations ( if necessary ) for the high
    risk areas. Well, technically people can easily identify the risk areas; cut
    and/or developed mountains utilized for property development should be properly
    monitored for possible erosions/cave-in. Residential areas with previous and/ or
    on-going Minings and  (Illegal) loggings
    activities in the vicinity are also to be considered as high risk areas. Estuaries
    are located at the mouth of the river in between seashore. Twice the country already
    experienced a flash floods tragedy (with more than a thousand deaths) in (
    Ormoc and CDO) in the same spots.

    These are all considered high risk
    area during the typhoon, anticipated or force evacuation should be implemented
    by the LGU’s/NGO/PNP, DSWD and NDCC.

    Act before the typhoon, not after
    the typhoon. Prevention is better than cure, well death has no cure. While CNN (
    not PAGASA, still a shortfall) forecasted a tragedy before the typhoon hit
    Mindanao/central Visaya, I remember the forecaster was so worried since the
    super typhoon will hit Mindanao island which is  located near the equator. A very UNUSUAL PATH,
    they saw and predicted the worst scenario, the people of Mindanao are not well
    prepared……unfortunately, we did not.

    UNLIKE earthquake,  a typhoon is forecasted days ahead by PAGASA. Twenty
    (20) average typhoons hit our country yearly. The government has ample time to
    prepare for 2013 and beyond.

    With reports continually coming in,  it is possible that the death toll will continue to rise and may even surpass the casualties incurred in Sendong.  This just shows that the people and the government never learn the lesson.  It was clearly forcasted that it was a super typhoon with 175 kms/hr of strong wind.  That kind of wind can blow everything away on its path.  Where is the preparedness that Pnoy is boasting about before the typhoon hits.  Compostela valley was not even evacuated thats why the high death toll when the mountains above the village cave in

    Sayang ang mga buhay na nawawala dahil sa pagiging ganid ng mga taong gustong magpayaman lang tulad ng mga loggers na kahit panot na ang mga bundok ay tuloy pa rin at hinahayaan ng mga taong gobyerno kasi malaki ang lagay sa kanila.  Ang nakakalungkot dito, pagkaraan ng isa o dalawang Linggo ay magkakalimutan na naman, kung baga, tuloy na naman ang illegal logging at mining, maaala-ala uli pag may bagyong dumating na naman.

    The taombayan still took the bagyo warnings for granted.  Namatayan pa tayo ng walo or more na mga sundalo.  Kahit sundalo ay mga nag-take-for-granted din sa super-typhon Pablo.  Bakit?????

    Ang mga militari opisyales ng mga namatay nasundalo ay dapat tanunngin bakit sila namatayan ng ganuon kadaming sundalos. 

    Did they also took the typhon signals for granted for their comrades?

      Davao never experienced typhoon before and the soldier who died was due to flash floods which was also unexpected.

    Just spoke to my sister who works near the area. The possible death toll in Compostela valley alone is estimated around 1k both confirmed and missing.

    Pablo has weakened after lambasting Compostela Valley and Davao Oriental which devastated thousands of houses, plantations, misplacing thousands of families and slaughtering hundreds of lives. Goodbye Pablo mission accomplished! Pweh!!!

    From ondoy to pablo it just shows that our govt never serious about impoving the way it respond to natural calamity,– no military helicopters to reached those isolated towns, no army engineering corps to rebuild the only bridge that connect to those isolated towns..WTF !

      Eh papaano pa at saan pa kukunin ang pang-gastus, eh ninakaw na ng mga put .  . ng mga nakaraan rehimen at mga galamay nila Gloria, Erap at Ramos.

      Look at our military – hampas-lupa ang mga itsura.  Kaya tama lang na nagpa-kamatay si Reyes. Pero, hinde pa tapus duon – dapat ibalik ni Reyes family (ng pamilya niya) ang nakaw niya sa retirements (na bigay) na nakuha sa kaban ng taombayan at dito ma-gasta sa mga nasalanta ni Pablo.

      At ang mga Marcoses, ano ang kanilang sinasabi?  Marami pa silang pera (na nakaw) na sinasabi na nakatago pa, that they may want to spend in the future for Bongbong to be president.  Ibigay at ibalik na nila with interest andapologies; ibalik na nila!!!!

Just as government has become proactive, I am seeing a greater spirit of cooperation among our fellow citizens. Still, Pablo has taken its toll, and I am confident that those of you who have always been giving generously in the past will take the time to lend a helping hand where it is needed. We are proving to the world that geographical gaps cannot shake the unity of the Filipino people.”

    BE VIGILANT. Nag-semi U-turn si PABLO.. Parang liliko sya papuntang Hongkong, Taiwan or ILOCOS Norte or BATANES, BABUYAN Island…. still maintaining its strength since at Cagayan De Oro City 2 days ago.

    Dadaanan nya ang PANATAG SHOAL.
    Panatag Shoal is at 15 deg 15min 20 sec LATITUDE. and 117 deg, 46min 48 sec LONGTITUDE.

    now is this official? or unofficial? are there still any discrepancies? better be clear with the reports coz the president might get irked with this again! that seems to be his main concern in this catastrophic event. maybe he is hoping that there is a way to alter it a little bit just like surveys.

      It doesn’t matter kung ang sabi na namatay at 1,230 (halimbawa) at tapus ang tamang bilang pala ay 1,540 (as of .  .  .).  Ano ba yun diperensiya (thousands na) sa bilang – those are okey dahil meron kahit papa-anong bilang.  Mga patay na yung sinasabi, ano ka ba!!!

      Nuon bang pinasabok ang World Trade center ay tama ang mga bilang ng USA of merika.  Hinde, putan . ..  na . . saka na lang nila itinuwid ito after a while.

      If its thousands, the tens and hundreds is irrelevant now.

    The government had never learned a lesson.  As it was forecasted that strong typhoon will hit the the country, the people in the high risk areas should have been forced evacuated to avoid loss of lives.  How many more calamities to happen like this just to be able to learn the lesson of the past?

    Rain rain go away!!! And Aquino Aquino please help!!! Hopefully Aquino responds in an urgent manner. This is no time to sleep in and take half days. Also, hopefully Aquino doesn’t forget about these areas and the victims after a week since he tends to react late but forget fast.

    Sa US pag sinabing “Prepare” ang goberno ay talagang magpatupad ng force evacuation at yong mga tao ay nagsipag evacuate sa area kung saan tatama para ewas sa matinding sakuna nito kaya less ang casualties.  Dito sa atin, pag sinabing prepare, yong mga rescuers ay talagang nakahanda pero yong mga tao ay hindi sapilitang ilikas.  Sana nman ang gagawin ng goberno i rescue by force evacuation before anything can happen.  At yan ang PREPAREDNESS.
