Aquino to tackle Philippines’ future in SONA 2011—communications’ group exec

MANILA, Philippines – President Benigno S. Aquino III will sketch, “in bold strokes”, the country’s future direction in his second State of the Nation Address (SONA) this Monday.

He will also throw in an appeal to all Filipinos to “think positively.”

In an interview with 990AM, Undersecretary Manolo Quezon III, acknowledged that the President’s first SONA last year was short, to the point, and more calculated to “set the new moral tone in our nation’s governance,” than anything else.

“The President had just been over a month in office at the first SONA,” Quezon pointed out. “His report to the nation, at the time, only dealt with what his government had unearthed from various documents about the previous administration, and how much was left in the country’s coffers.”

“Now after a year in office, he will report on where we should, and will be going. He has enough confidence now, based on what he has seen so far,” he said.

Quezon noted, however, that the President’s style is anchored on “lots of data”, since he wants his message to be “very clear” to his target audience, “hindi puro palabok (“not all trimmings”).”

“Of course, since he wants to connect with the Filipino people, he will be speaking in Filipino, and his speech will be short, as his usual style,” Quezon said.

To manage expectations, Aquino intends to tackle issues “in concrete terms”, Quezon added.

“This basically means he will delve into what we have discovered after a year in office, what we have done about it, what we will do now to correct these, and where all this is going. The President thinks this is what the Filipino people are precisely expecting from his SONA,” he said.

Quezon quickly explained that the President has always been articulate about where he felt the country’s future directions lay. “But he is well aware that the platform offered by the SONA presents an excellent opportunity to reach his targeted audience,” he said.

“The President wants his messages to be crystal clear to the Senate and Congress, so they can enact the right legislation; to the various regions of the country, since Mindanao, Visayas and Luzon have different needs; to the diplomatic corps, so they can convey to their respective governments the country’s foreign relations posture; and to investors and the private sector, including economic rating agencies like Fitch and Moody’s,” Quezon said.

He said the President would also like to call on all Filipinos to “think positively.”

“I think this is something the President will want to emphasize very strongly in his SONA: why are we so negative? Why, when we face a problem, people are quick to say, you can’t do it…nothing will happen…this is his biggest frustration as President,” Quezon revealed.

Quezon promised that this Monday’s SONA would not be “all good news.”

“A SONA, or any speech for that matter, is ineffective if it’s all good news,” he pointed out. “We all pass through challenges, and the President intends to highlight these.”

“At the end of the day, President Aquino will talk to the Filipino people using simple common sense, even for complicated subjects like the budget,” he said.

“And he will speak in Filipino because that is they language they understand, and the President knows this very well,” he said.

    Manolo Quezon has given us a preview of Monday’s SONA. It looks like that they prepared for it and the speech must have been polished several times. I hope it will shine and not become dull. Well, there’s the TV remote control to stop me from yawning.

    Ang dating sa akin ng preview ay ang landas na matuwid ay matatanaw na. Sana nga ang sasabihin ay tutuparin sa pamamagitan ng pagkilos at paggawa ng tama. Ewan ko lang kung maiiwasan ni P-Noy na hindi magturo sa nakaraan.  Abangan ang susunod na kabanata.

      Palagayko masisira ang arawmo sa Lunes. Kukulo ang dugo mo. Dahil ipapangako ni Pnoy na gagawinna lahat, gagamitin lahat ang resources ng Malacanang, at wala nang makahadlang pa sa pagsasabatas ng RH Bill bago ang susunod na SONA.

    Hiimm after a year of full of allegations of corruption here and there, blaming GMA and etc… Hopefully Next SONA focus on economic reports of what he has done to lay “FOUNDATION” kono so far and what is he really planning on solving growing economic inflation  (which supposed to be recovering phase for most of our asean neighbor  see what  others progress so far this year and middle of last year kung mapapansin nyo tayo lang ang lalong nababaon).

    I think hindi rin po appropriate yung pinagagawa nyang pag re-report ng accomplishment like pabahay sa policemen wag nyang gaguhin ang mga kababayan natin, roads and etc papogi effect on TV because obviously those project wasn’t done on his term but atleast some reports on his administration so far of what his been doing aside from smiling on medias and this corruption campaign..

    His PPP project kung may nangyayari ba, His pampatawid gutom bill review ano ng resulta nakatulong ba ito o dagdag gastusin at pabigat sa mga tax payers.

    Finally I say good job on RH Bill and Our stand on SPRATLY issue. Yun lang po…

    Yes, it’s really time he thought of the future of the rest of the nation.  In recent days, he appeared obsessed with the future of GMA. I mean, where GMA will spend the remaining days of her life.

    Wishlist ko kay Noy2x:

    1.) National ID System
    - Used for identity verification but that’s not limited to that purpose, The same system has multi-benifit aside from identity verification the uses can help tackle growing problems of crimes in our country as long as it will be backed by centralized system that could handle various information to reference single person using unique IC # as reference transaction such as police/nbi reports, financial/credit reports, and can even be used to store information such as sss, pagibig , philhealth and etc, maganda rin sana to make it requirements on all dealing even buying phone sim card that should be used to help fight crimes. If we can implement this system siguro various issues like corruption can easily be trace provided that all information can be easily available if requested and needed in accross various agencies.

    2.) Government Services Revamp
    - I suggest government should focus also on solving issues like failing quality of services that various government agencies from corruptions to the decentralized of information as part of requirements sa mga processing kasi masyadong not really convenient to go to various agencies to get different certificates and all that, I think it would be counter productive and very time consuming maybe we should have 1 centralized database to atleast eliminate some of those requirements just imagine if you would like to get a passport and government only ask for your ID diba convenient yun? They themselves could just inquire directly from their remote terminal to check various information, Another example is if you would like to take a loan from the bank you don’t need to submit various papers to support your capabilities to pay or to check credit outstanding they can just directly check with agencies for your credit report at profile to check how much salary your earning and if your capable to pay.

    - E-Appointment – One thing I can suggest para ma eliminate yung masyadong inconvenient na pilahan/ siksikan / corruption yang mga fixer na yan ay magkaroon po ng budget to have online resevation / appointment its good investment ng gobyerno to make the information available online, if pwede online application why not? but if its really required to be present to process papers atleast if may E-Appointment kung saan may DATE / TIME / Prefered location ng applikante ay mas convenient po iyon, Government can allocate aswell of how many applicants can apply on that day and time. Puwede po iyon they can allocate how many they can cater every hour, day and specific dates.

    3.) Constitutional Overhaul / Change our Constitution

    - I suggest to have only 2 political parties only in our country para naman ma eliminate yung confusion at mga pasaway at pampagulo and to make sure that they should have list priorities and reforms that they shall be implementing

    - Eliminate / Remove this party list they are being exploited by various leftist groups and some that has ambitions
    - Hybrid of Parliament and Federal system will benifit our nation – It will make way for development on places aside from Manila, Atleast on decentralized system such as federal governors will have options to explore more investment opportunities instead waiting for central government to lay foundation on reforms based on their agenda. I believe not all laws and reforms applicable to all regions for example nlang po ang CEBU has much different cultures from manila, different needs and plans but because of limited powers vested on them all really rily on office of the presidents and unable to directly explore for investment it draf them down. Parliament system – I prefered casting to 1 political party only compare sa voting from top to bottom of various position in our government and parties should only appoint various position based on qualification ng mga officials para naman ka galang-galang dapat mga scholar if members of parliament dapat lawyer or same qualification.

    4.) Voting Rights

    - I suggest only those citizen pay TAXES should vote.

    5.) Limit heavy subsidy on education

    - to improve the quality of education in public schools first we should hire more qualified teachers / professors we should not consider only # but quality aswell to make it possible from elemetary to high school at present our government has been subsidizing too much on this institution I believe government should only pay for those deserving students starting from high school kahit elementary same style po but to save and to improve our quality of education sa public school I think government should impose laws that only those students that can passed on entrance exam should be allow to attained public high school others should just study in private problema na po yun ng mga parents, Maybe as alternative to this option we should just make reserved funds for those poor students grant them educational loans while they study they can borrow money but they need to pay after college.

    PS: Marami pa po kaso kakaantok mag isip hahaha

    I love my country so much that it hurts so much whenever there is anything wrong happening to it.I am an ordinary OFW here in Riyadh for over 20 years now. Out here the observation is much more tangible and the effect is more intense. I always watch the 24 oras to be connected and be aware of what is going on in my beloved country, just to be frustrated of all the corruptions, malversation of OWA funds and the miss use of our Phil Health Funds by GMA. How I wish to speak with the president about us. We are considered BAYANI? in what sense when we will not benefit from the remittances we send or the contributions we pay for OWA and Phil Health. Sana naman my matibay na batas para sa amin. MAraming salamat po for this opportunity to write a comment. Mabalos.
