MANILA, Philippines—Decongestion of courts and salary adjustment of judges and court employees will be the priority of private lawyer Rafael Morales if ever appointed Chief Justice.

“Decongestion of cases and salary adjustment of judges are among my visions,” Morales, a managing partner of Sycip Salazar Hernandez Law Office said.

Morales added that he also looks at reducing filing fees to make courts more accessible to litigants.

When asked how he will deal with Supreme Court justices who are older and more senior to him if appointed Chief Justice, he said “I am a consensus builder. I will reach out to my colleagues when appointed.

He said being an outsider is an advantage to the Supreme Court.

“Outsiders give fresh ideas and can restore credibility of the Supreme Court,” he said.

Morales is the 7th outsider candidate interviewed by the JBC.
