From School Year (SY) 2002-2003 until SY 2010-2011, the National Capital Region posted the highest Net Enrollment Ratio (NER) for secondary education in the country with a weighted average of 78.18 percent, according to the National Statistical Coordination Board. The NER is the ratio of the total number of Filipinos aged 12 to 15 who are enrolled in secondary schools to the total population in the same age bracket. Schatzi Quodala, Inquirer Research
