PAF buying new trainer jets

MANILA, Philippines—The Philippine Air Force (PAF) is ordering this year a number of brand new aircraft.

These include 12 lead-in fighter trainer jets, eight light transports, three medium transports and attack helicopters.

The PAF said the order is among 38 contracts that the air branch of the Armed Forces of the Philippines will sign this year. Delivery of the aircraft is expected in two years.

“Within the year we expect to sign contracts. We have 38 projects lined up, foremost of which is the FAA lead-in fighter trainer or LIFT. We have attack helicopters coming, light transports and medium transports that are slightly smaller than the C-130 cargo plane” currently in use, PAF spokesperson Col. Miguel Okol said.

“They have been approved by the senior leadership (of the Department of National Defense),” he added.

He said the rest of the 38 contracts were still being finalized.

From being one of the best in Southeast Asia during the 1960s, the Air Force fleet gradually deteriorated and became obsolete without being replaced, leaving the country with no external defense capability.

To upgrade the entire military’s capabilities, the DND and AFP are working to fast-track the approval by July this year of a total of 138 contracts.

The contracts, mostly aimed at boosting badly depleted air and naval assets, would be implemented for the duration of the Aquino administration.

    Instead of buying just a trainer jets. Buy a F-16/F-15 simulation and buy tandem seats F-16/F-15 planes. This airforce never learn. Since we are a Major non-NATO ally we should use standard NATO equipments. Japan are decommissioning their F-15s. If its cheaper to buy  and overhaul. Let’s go for it then. Otherwise buy 2 squadrons of F-16s with advance avionics.

      i understand the f16/15 are too costly, maintenance-wise. better if we purchase from israeli or european countries.

      if ever hostilities erupt, can the PAF convert the simulator to a fighter or attack aircraft? simulator training is good but you cant replace actual training. Why fighter planes have a 2 seater version if simulator is so good? US already turn down the RP request for the F-16 so lalong di pwede F-15 & we cant have the F-15s of Japan kahit libre without the approval of the US.

        Simulators are use for tactical flight/combat manoeuvres. While the tandem seat F-16 are for G-force and basic flight training. If you’re going to buy these planes you need to train on this type of planes. Not the Italian toy planes. 

        When did the US turned down the request for the F-16? 

        Any US made military planes needs approval. Unless Japan turns it over first to the US. And we acquire it directly from the Americans.

        Nope.. Simulators are for basic flight trainings, how an specific aircraft reacts to its different controls and to familiarize pilot with the said aircraft. tandem seat are for actual tactical/combat maneuvers. You just repeat what i posted that we can’t have the F15s of Japan without the approval of the US. the F16 was turn down thats why RP is looking a European alternative. Yes pilot have to train on the specific aircraft they will acquire and that about 2 years on an F16. RP is acquiring instead a LIFT or Lead In Fighter Training aircraft from either Korea, Italy or Russia to train pilots for future acquisition of advance aircraft. So as of now the RP don’t need a flight simulators what they need is an actual flying aircraft to serve as trainer & patrol/attack aircraft at the same time to save money for the moment.. ;-)

        Simulators not needed? 

        US trained their pilots in combat mission in a simulator. 
        L-3 Communications provides mission trainings for F-22, B-2A, F/A-18 and F-16.

        Tandem seat are trainer planes. They teach new pilots to fly basic procedures. Once they earned enough flying time. They can move up to single seat plane to fly alone. And once they have enough flying experience. That’s the time they do simulated mission training.

        I repeat what?

        US prohibits reselling of their planes to third country. But if Japan secure a consent from the US. Then we can acquire the F-15s.

        I asked you when did the US turned down the request for the F-16s?

        read again i said “as of now” Yeah i know most tandem seat or B/D version are for training. im arguing about the RP buying simulators instead of actual flying aircraft. i post that without US approval RP cant have or buy Japans F-15 which you reposted. read agian..         I am basing my reply on this point. Clearly there were no “as of now” then.

        Where are the links to the request  being rejected?

        Industrial military sectors is a strong lobby group in US congress. Selling weapons are their main business. Certainly they don’t want  to disappoint them in an election year.

        When the US offered us the F-16s in 1998. Those planes are meant for Pakistan. But Pakistan tested their nuclear bomb. So the US imposed arms embargo including already paid ready to be delivered F-16s.

        In the recent news Taiwan’s request for 66 F-16s approved by Obama. But was rejected by US congress. 

        If my hunch is right they will offer 12 planes to us and  24 planes to Indonesia.

        John is right operational and maintenance are not cheap.

        & US is not offering we are requesting.. Indonesia will get theirs & most probably we will get KAI T-50 or the Italian “toy plane” M-356 as a LIFT..

        Your speculating as usual.  The ships are free grants.  Weapon system are not included. That’s the problem with some ignoramus Filipinos. They want the whole cake for free. 

        As for the F-16s. We are buying not asking or begging. Big difference, right? 

        The problem with our fiscal policy. When AFP ask for a budget. Congress grants them the request. The AFP top honchos have a carte blanche on how to spend it. Like what happened during Garcia as a AFP comptroller.

        I think you now have an idea on what happen to the Fort Bonifacio proceed. They choose the Italian trainer planes. Because it’s cheap. Plus the surplus budget are not required to be return back to the national treasury.

        Free? RP paid 400M plus for the ship anong free don? Paying or begging RP requested for the weapons to be retain and it was TURN DOWN thats the issue..

        It’s true some Filipinos specially the dissenters and defeatists wants the whole cake for free. Just to have an excuse to bicker senseless.

        The P450 Million covered the cost of transfer plus training.

        F-16 is an old design. So are the B-52s, C-130s and F-15s/14s/18s. But in can be refitted with new and improve components.

        P1 or P450 million RP still paid something for it so its not free..

        What am telling is there will be no F-16 arriving for the PAF, which you keep mentioning the Philippine is acquiring them & which i keep on telling you that is was turn down & later on it was junk by the AFP/DND/PAF..

      Yes sadly corruption remains the biggest challenge. We were able to afford the Bataan Nuclear Power Plant which is paid for, 30 years later at a cost exceeding $10B. Surely we can afford similar capital expenditures for our defense but, of course, people would rather pocket them dollars.

    The AFP needs to build of cadre of patriotic pilots who will stick with PAF for a long time. The PAF should try to eliminate the revolving door policy for pilots who train and then go commercial. Otherwise, the PAF will constantly be filled with green-horns who will be a threat to themselves and the precious air assets the PAF cannot afford to constantly replace.

    Trainer planes as fighter jets. So this is what the country could afford to defend its land and people. Well, it show the state and condition of this Republic and were showing our very strength to the entire world. Nothing to be ashamed of, the trainer plane is a mirror of the budget that our educational system is getting the government. I had a good look at the line item that was prepared by my dad  for his department in a state university and I find it pity that his department has only 25K to spend for supply and material for the whole year. I did not ask my dad how they survive but I know  that my dad have to dig in his pocket to make both ends. When I gifted him a wide screen LCD TV last December, I have noticed that wala ito sa sala or our parents bedroom. I could only guess that he brought it to his school to be use for instructional purposes. I did not ask my dad where my gift is, already know where it is and I am happy he made use of it for the good of his students. Anyway going back to the trainer jets, sana di ito babagsak after few times of flying. So there goes the PAF modernization program, I know, many would say “buti na lang kaysa wala”. My response, ito pa rin tayo, nothing has change, what our AFP is planning for the future is just a  copycat of the previous administration. Trainer jets? Ok na rin.

      We have to start from the ground up. Fighter jets are very expensive and takes a while to build and deliver. In the meantime, we have to rebuild our capabilities and training is job #1. We need Advanced Jet Trainers from which our future cadre of fighter pilots can train and build upon their skills while awaiting delivery of the actual fighter jets we can only dream at this point.

         we dont have qualified pilots to fly 4th gen multirole fighters and getting LIFTs is the right way to get the adequate training for our pilots, plus these LIFTs will have a lifespan of 25-30 years, a very sound investment for our airforce’s future. I hope the next administration 10+ years down the line would continue the program and acquire actual MRFs

        our pilots are not yet trained to fly supersonic aircraft, thus buying jet trainers is a MUST. Real fighter jets are programmed to be bought sometime 3-5 yrs from now.

      And Kudos to your dad for his dedication… that he can makes ends meet despite the odds he faces is admirable. It is sad that he has to do this, but if there are many more of him out there, don’t you think our country will become better even by just a little? It’s either we pity ourselves and our predicament, or choose not to stay like this and find ways to make things better. And having pity, no matter how profound, will get us nowhere at all.

      And please, don’t compare the previous administration with the present. I do not agree entirely with everything else they’re are doing, especially the present circus, but at least, regarding the strengthening of our Armed Forces, we can see some results, even if they are just trickling down, compared to nine years of having nothing at all

    I have this feeling that the US does not want us to modernize our defense capabilities, even the new warship that was given to us was stripped of its armaments and defense systems against an attact by an enemy ship. The new warship arriving this year in December was also without the armaments and defense systems. It is a sitting duck for advanced warships of say, china with long range missile capabilities.

    What should we do? I think that Pinoy is doing the right thing for now with the acquisition of the PAF air assets. But a medium and long range plans should be made to modernize our defense capabilities that would serve as deterrent to bullies in our neighboring countries to take advantage of. If they strike at  us, then we could also strike back with force!

    I am thinking more of building our own defense systems. I believe we are very capable of doing that. We have the human resources, we have the technical knowhow, what we need is to have the resouces and the political will to implement these plans.

      I agree, Maybe  Noy should stop the pork barrel and use it to buy more ship and aircraft for navy and air force. $558,190,476 a year allocated for both congressman and senator. That’s 2  brand new squadron of F16 fighter jet.

        pancit canton, these Hamilton class ships are capable of being retrofitted and armed with SAMs and CIWS that is not necessarily US made. I don’t know how hard to integrate it into the system, but it should be possible. if not, then why not buy those armaments instead of asking?

      actually the auto cannon has been left yun nga lang they need to grease i puro kalawang na eh .. yeah we have the engineers and scientist to do this but its a very expensive effort better if we just buy and get our engineers and scientist to work on something else that we could perhaps sell to pay for all the upgrades.

        The thing is that these new acquisitions be it AirForce and Navy assets require operations and maintenance budgets, which based on my experience in working with government projects are not allocated through out the expected lifetime of the assets.. Even the new reconditioned wardhip from the US BRP Gregorio Del Pilar has difficulty berthing in the Navy ports because of dispacement issues.And when we need replacement parts, where do we get them? When the parts are no longer manufactured?  

        I guess what I am saying is an over all plan in developing our military capabilities not only by building our own assets but also the support and operational needs to sustain them. We ca start small, get our engineers and scientists back to create plans and prototypes and grow from there! It is about time that to be self reliant…. we can not always rely on US for our defense needs…..

       DND is doing govt to govt transactions to fast track the acquisitions. One country in particular is Italy, and another country came up also, Spain.

      Thats the basic 1st steps bro. in order to make our pilot ready to fly the  real MRF like F-16 or F-18, Hornet fighter jet. they need to do more finmiliarize and hands on on the latest Lead in trainer jet from Korea (TA-50 for a Mach 1.2 speed) or M346 masters jet from italy as our DND choices. no way that our pilot will jump directly to fly the very expensive MRF worth at least $500 to $800 million each in cluding upgrade. sayang naman yung taxes natin if mag crash lang ito due to pilot error. TA-50 jet is a baby F-16 if you look at the design and specs. and the fighter jet technology inside this very high tech jet which is totally new to our PAF pilot using obsolete fighter jet..

    Pnoy said we can afford not 1 but 2 squadrons of lead-in fighter jets so go Pnoy get it done in 1 buying 2 squadrons agad because we’ll still wait again 2 years… After 2-5 years we should buy MRF dedicated fighter jets @ least 2 squadrons its about time and its been the long wish and dreams of the PAF pilots to fly these supersonic jets…..And we want anti-submarine and anti-ship missile capabilities too to protect against Chinese navy to be launched from the sea, air and land…More frigates, more off-shore patrol vessels for both Coast Guard and Navy courtesy of Japan, they are giving us loan to purchase brand new patrol vessels so buy more from them more than the initial 10…..Brand new attack helicopters than carry anti-ship missiles would also add more power to the Air Force…Go Pnoy continue searching for funds for the military to defend our seas and the coast claimed by China…

      I don’t think we can afford to maintain two squadrons there is a Pentagon proposal to ‘lease’ a squadron to the Philippines for forward deployment in palawan would be interesting to look at this.

    Hopefully that our AFP/DND will fully support the maintenance capability of our air force personnel to maintain this air asset that we have. its easy to buy a very expensive Ferrari car. but its hard and more expensive to spent/alot budget for the routine maintenance, and im talking to all the current aquisition of our AFP including the in comming Missile ship that our PN acquired from europe. proper maintenace is a big big factor to maximize the life span of this sea and air asset that were aquiring.

    In 1941 the US was responsible for the national defense of the PH Islands but equipped forces here with WW1 surplus weapons including obsolete biplanes which were useless in facing modern Japanese Imperial forces.  

    If the US military was already occupying the PH and couldn’t even defend us, why do people think that she will even attempt to defend us today when we are no longer their colony?

    Anyway, the 12 T-50 trainer jets in South Korea (in case we buy them there instead of those Yak130  trainer jets from Russia or those M-346 Master Alenia Aermacchi trainer jets from Italy) are convertible multi -role fighter jets like the supersonic U-S made F-16 Lockheed. 
    T-50 is a product from the consortium of Lockheed and Korea Aerospace Industries. Thus, it is a copy cat of F-16.
    Philippine pilots are honed for its nitty gritty before they can fly supersonic fighter like F-16 or Russian made Su-27 and others.T-50 is  developed by Korea Aerospace Industries beginning in the late 1990s. The T-50 is South Korea’s first indigenous supersonic  aircraft and one of the world’s few supersonic trainers.[6] It took its maiden flight in 2002 and entered active service with the Republic of Korea Air Force in 2005.

    Bumili tayo ng tig iisang piraso ng top of the line fighter jets. Tapos kupyahin nalang natin dito gawin sa pinas dyan naman tayo magaling sa innovations. If I remember it right nakagawa na ang Philippine Air Force ng airplane tinawag na “LIMBAS” akin to a Fighter Plane kulang lang sa weapon system. But it was a good start, sayang hindi un pinag-patuloy. Bumili din tayo ng isang Destoryer at Submarine at kupyahin gawin dito sa Pinas pwd sa Cebu marami naman tayo shipyard. Makakatipid na mag-kakaruon pa ng maraming trabaho dito stin.

      With some consultation sa mga foreign inventors, by this mapadali natin ang transition dahil gawang pinoy.
