Ombudsman reminds gov’t execs, employees of SALN deadline Monday

MANILA, Philippines – Ombudsman Conchita Carpio Morales reminds government officials and employees that the deadline to filing their Statements of Assets, Liabilities and Net Worth (SALN) is on or before  April 30.

Morales also reminded officials and employees to accomplish their SALN truthfully.

“It is high time that we instill the perspective of not just filing the SALN but of accomplishing the same with honesty by correctly and completely abiding with the requirements of the law,” the Ombudsman said.

Section 17, Article XI of the 1987 Constitution requires “public officials and employees to file their SALN upon assumption to office and as often as may be required by law”, which under Section 8(A) of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) should be filed upon entry or exit from government service and on or before April 30 of every year thereafter.

The same requirement is likewise found under Section 7 of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act).

Under the Revised Rules on Administrative, failure to file SALN carries the penalty of one month one day to six months for the first offense and by dismissal from the service for the second offense. The filing of an untruthful SALN, on the other hand, will expose the filer to a possible charge of perjury under Article 183 of the Revised Penal Code.

Based on latest CSC Memorandum Circular (MC No. 5, series of 2012), government officials and employees may use either the old or new SALN form.

Those who serve in an honorary capacity, laborers and casual or temporary workers are exempted from the filing of SALN (Section 8[a] of Republic Act No. 6713).
