Release of ‘pork barrel’ tightened

Misuse of funds seen in 2013 elections

The Aquino administration has tightened the release of pork barrel to senators and representatives to stem its misuse especially in the run-up to the campaign in next year’s midterm elections, according to the Department of Budget.

The pork barrel, called the Priority Development Assistance Fund  (PDAF), provides funding for the pet projects of congressmen and senators. It has been known to be a source of enrichment for certain legislators who receive kickbacks from private contractors handling their projects.

Budget Secretary Florencio “Butch” Abad Jr. said the administration had “fine-tuned” the list of eligible projects for the P24.89-billion PDAF allocation this year and the release process as part of efforts to prevent abuses in the use of the pork barrel.

“The House of Representatives and the Department of Budget and Management have agreed that only one realignment will be allowed. We foresee a lot of requests for changes as we approach [the] 2013 elections with expected political alignments and realignments taking place,” said Abad in a text message. [A PADF allocation is realigned when its use is changed.]

The release of the pork barrel has been delayed because of requests by senators and representatives to change the projects they had submitted for funding “sometimes even after the special allotment release order (Saro) has already been issued,” Abad said.

A Saro is released by the DBM to advise lawmakers that funds have been allocated for their PDAF and public works funds.

A senator is entitled to P200 million and a member of the House  is allocated P70 million in PDAF yearly.

Same implementing unit

In a DBM order issued early this year, the secretaries of education, health, social welfare, interior and local government, environment and natural resources, energy, and public works and highways have been allowed to approve the realignment as long as infrastructure projects fall under the same implementing unit and category as the original purpose.

The DBM has even deleted the provision allowing lawmakers to use up to 10 percent of their PDAF as quick-response fund (QRF) for relief operations in calamity areas.

Lawmakers were previously allowed to realign the unused balance of the QRF at the end of each year for other projects.

Abad said another major cause of delay in the processing of the PDAF was the “failure of processed projects to stay within the menu of eligible projects listed in the GAA (General Appropriations Act).”


To ensure strict compliance, especially by the House, the budget secretary said he had asked the committee on appropriations, chaired by Cavite Representative Joseph E.A. Abaya, to “pre-screen” all submissions before the DBM started the approval process.

Abad said this was aimed at avoiding delays. Both Abad and Abaya are top officials of the ruling Liberal Party.


ACT Teachers party-list Representative Antonio Tinio acknowledged that the processing of PDAF had become stricter under the Aquino administration, especially this year.

Tinio said that under DBM guidelines, projects submitted by lawmakers for pork barrel funding should conform with a priority list or standard design prepared by implementing agencies.

He said the DBM also had given priority to fourth-to sixth-class municipalities and the poor identified by the national household targeting system of the Department of Social Welfare and Development.

Iloilo Representative Janette Garin said the new PDAF rules were affecting both administration and opposition members in the House.

“The DBM wants us to give more details, not only what projects are to be funded and who the beneficiaries are, but also a specific program with objectives,” said Garin.

Scope, equipment

Instead of just indicating the location and cost of projects for construction, lawmakers are now required to show the scope of work and type of equipment to be used.

For housing projects, lawmakers should indicate the number of units to be built and produce a certification “that there is an existing site or lot for the housing construction.”

For electrification projects, lawmakers must report the name of the recipient local government unit and obtain a certification from the National Electrification Administration that a target barangay was on its priority list.

Engine displacement

For the purchase of fire trucks, multi-cabs and vans for prisoners, lawmakers should indicate the type of vehicle to be purchased, its engine displacement, the number of units and the names of the recipients.

For health and education projects, members of Congress are required to list down the number of their scholars and health beneficiaries as well as the name of schools and hospitals.

But Tinio remained skeptical whether these reforms would achieve  their desired effects.

Patronage politics

“It may be an incremental improvement over previous practices but it does not fundamentally change the nature of the PDAF or pork barrel as the basis for patronage politics at the ground level,” he said.

Tinio added that the PDAF was still the executive’s main instrument for influencing the legislature.

He said the changes did not eliminate opportunities for corruption.

In 2011, the government released a total of P19.305 billion in PDAF of which P17.563 billion went to members of the House.

As of April 8, the DBM had released P1.965 billion worth of pork barrel of which P949.543 million went to House members.

We also need to see the list of projects and beneficiaries, and their locations. What say you Mr. President?

      The loan was for the improvement of the procedural aspects in the court.and the last cent was spent. The coconut farmers have been waiting for so long for the SC resolution. It is scary though, in the first case, the Supreme Court decided in favor of Eduardo Cojuangco. I don’t expect this second case which is a petition against the re-distribution of the escrow (coconut levy) fund.

       Not only that and among good traits this president have shown so far.  When he travel overseas he does not have a ‘food taster’ in tow like what GMA used to do on top of her bringing along her own make-up artist and so on and so forth.  Some Filipinos just cannot appreciate the savings so far this presidency has brought to the country.  Furthermore, there is no first lady who may or may not be an asset to him or one who could bring embarrassments to his presidency like someone we know in the past involved in too many corrupt practices –  used helicopters anyone?

    It would be better if government pays contractors directly rather than from the pork barrel funds of each representatives. It may improve work being done by these contractors if they don’t need to set aside grease money or pad their bids at the expense of quality of work they do.  There are members of congress in congress for many years now.  I am sure many of these have already made killings on what they get from contractors of all kinds.  Tama na sobra na.  It is perfect time to rein in release of pork barrel funds something GMA would have never done under her watch.  Kaya tuloy naging masyadong teemaawa na ang mga ilan sa kanila.

    I believe the administration is on the track, most of those funds goes somewhere else, but on road projects the contractors most be strickly supervised as to concrete specs, most roads widenings have no steel bars in the joints.

    Kung kakampi ka ng administration ang remark mo ay tama lang yan na gamitin ng tama ang pork barrel. Pero kung opposition ka ay isang panggigipit ng administration lalo na sa nalalapit na election. Kung senator-judge ka naman eto uri ng pambabraso ng administration sa mga alam nila papabor sa acquittal. Pero tama si RE680, scrap and pork barrel.

     I think the pork barrel should have been part of the overall budget of the government, not a separate one. It should have been included together with the budget of DPWH, DOH etc. If Senator or congressman wants something they should coordinate with these agencies to make it more efficient.

    First of all its an open secret that pork barrel funds are sourses of corruption. But then reality kicks in. Contractors deal with congressmen and Senator staffs better and faster to get the projects in their locality, rather than going thru all these bidding process of the government
    However the timing is suspicious after Binay and Erap openly announced to form UNA and even accept LP ( the admin party ) members to join. And the Impeachment Court will render its decision soon.
    Read between the lines. 2013 is coming and people are positioning.

    I can understand if people still react when the government initiates mechanisms like these to curtail corruption. Nothing can stop a person from being skeptical but would you want to be skeptical all your life? We cannot change the system overnight but at least instead of sitting back and wait for that change why don’t you take your part and help the government. 2013 is coming and obviously trapos will abound once again, set your energies by actively campaigning against these trapos, do your part in educating the electorate and vote for those people who are not a rehash of previous administrations! Eradicate patronage politics!

    You better check the long road being constructed in Gapan City Nueva Ecija under Congressman Rodolfo Antonino, an opposition . I think the project is worth  50-100  Million which just belies that the oppositions are being short changed in terms of pork barrel funding.

    Ok ang pamamalakad kung saan napupunta ang pera ayon sa pangunahing pangangailangan ng isang nasasakupan. Tapos magsasubmit ng progress report sa pamahalaan kung ano ang mga natatapos at kailan at kung sinong nakikinabang na tao. Ngunit kulang pa ito kailangan gumawa ng sangay ang gobyerno, galing sa Maynila na mga teknikal o inhenyero upang mag-inspection na hindi naka schedule para malaman kung totoong may mga proyektong ginagawa o tama ba ang ginagawa at maging evaluator na rin kung ang perang ginamit ay nalustay lang na walang natatapos. Kailangan malaman rin ng mga tao sa pamamagitan ng mga simbahan ( kahit anong relihiyon) na may proyektong ginagawa sa lugar nila at magkano. Mandatory na malaman ng mga tao ang proyekto na gagawin sa kanilang pook at kung kailan uumpisahan at kung kailan inaasahang matatapos. Gumawa ng e mail addresses ang pamahalaan, isa e mail bawat rehiyon at tutukan at doon ipadala ng mamayan kung may ireklamong irregularities sa kongresista, governor, mayor o sinumang nanungkulan sa gobyerno na gumagawa ng anomalya sa proyektong ginagawa sa kanilang sinasakupan.

    Sa totoo lang, walang jurisdiction ang mga SENADOR / mambabatas na sapawan sa gawain ang sangay ng ehekutiba, ito may sa lokal (LGUs), nasyunal at ahensya ng gubyerno. Ang gumawa ng mga “patakaran (policies), batas, OVERSIGHT at mag-appropriate ng budget ang tungkulin ng MAMBABATAS at hindi ang kompetensyahin, pakiaalamanan at gumampan ng gawain kahalintulad ng mga Gubernador, Mayor, pumapel bilang mga development at social worker at umaktong patron, Kasal Binyag Libing.”

    With our present form of government with a bicameral congress, I guess it would be very difficult to abolish the pork barrel. I’m thinking that perhaps it’s high time for the PHL to shift to a parliamentary form of government and get rid of that pork barrel. Most developed countries have parliaments which I believe their primary function would be legislation and not interfere with executive functions.

    I thought this Aquino regime will level up in handling this PDAF. Pareho lang pala nung panahon ni GMA when only those pro-GMA people received their PDA without the hassle.  That’s why I admired and voted former conrgessman and now senator escudero because he didn’t mind not receiving his PDAF for being an anti-GMA.  Now, with DBM Secretary Abad holding the funds (who also served GMA before joining the Hyatt 10), I think the same tactic is being employed of using this PDAF for elected officials to not go against the will of the present regime. after all, this is taxpayer’s money (mostly from middle-income earners), why not leave this PDAF alone.  after all, kung source of corruption man ito, nandyan naman ang ombudsman who can go after these elected officials later on.  Look at Neri Acosta who got suspended by the ombudsman.  Let’s not be double standard, it’s either no more PDAF or give this PDAF to all those entitled without the hassle.  Pnoy is vey ill-advised on this if ever he is just following the advise of his DBM secretary.

    These is long awaiting. The Legislative has no business dipping their ‘dirty hands’ in the cookie jar. Their primary and sole function is to enact laws, and the disburstment is the function of the Executive. More likely, because of so many Chinese in our Legislature, they took it upon themselves to agrandize on the tax payers money even if it is morally wrong. Same thing with our Chinese Dominated Supreme Court. They awarded themselves with “Judiciary Development Funds” which runs into billions which turns out to be nothing but to supplement their over bloated perks, bonuses and incentives, or what ever reward that will benefit them.

    We have a run-away or out of control government which is dominated by Chinese. They should have not been allowed to participate in our government in the first place. In Malaysia and Indonesia, foreigner blood are not allowed in the government. You should first show and confirm your race before joining the government. These two nations must have learn from the Philippine experience of what would happen if you allow foreign blood to dominate your government.

    It’s true that pork barrel breeds corrpution and is used as a weapon by politicians.

    So instead of pork barrel, we should just increase the salary of government officials at par or better than the private sector.  Take the funds of this salary increase from the pork.  Remove pork and replace with centralized PDAF justification and disbursement system based on merit and performance of districts.

    This would make serving government attactive for competent and good people.  Right now, it attacts the lazy, incompetent but popular officials whose only agenda is to get his slice of pork.

It is about time a President does something about it. Scrap all pork barrels. Congressmen and Senators should not be given pork barrel. Their salary should be enough for them. Without these pork barrels, Filipinos will find out if these politicians truly want to serve the Filipino people. I dare Mr. Aquino to completely banish this source of corruptions by these dishonest Senators and Congressmen. If Mr. Aquino does not have the political will to do it, nobody in the horizon will have the courage to do it and the corruptions in the Philippine government will go on and on and on and on and most Filipinos in the Philippines will be living in hardship forever.

        Do you know the reason he did not push it through? I would surmise that he did not have the political will to do it because he would lose his clout in politics. His children & relatives have also the ambition to run for every election. In the Philippines, it’s always self-interest first. I know that doing it is a big sacrifice politically, if not personally. The Filipino people will need a leader that is ready to serve the country first. Mr. Aquino is the only one I know who could do it. As I said, politically speaking, I do not see anyone in the future who would be capable of such a big sacrifice.

        Kabayan, this 100M you are talking about had not been proven. Could you name the Senators-Judges who were offered this money? Anyway, this is useless topic to talk about because the Impeachment Court already got passed that stage. The same with this supposed coalition of Mr. Binay and Mr. Estrada. These are all irrelevant and do not have any bearing with the topic of pork barrel. You can help the country by concentrating on how to stop and discourage corrupt politicians in enriching themselves while they are working in the Philippine government. They will have to be made accountable for this crime to the Filipino people. If Mr. Aquino is corrupt, he should suffer the same fate as the fate of Mrs. Gloria Arroyo. Every corrupt appointed and elected public official should be sent to prison. As of now, I still trust the honesty of President Aquino.

    Sa dapat lang, Pork Funds should be audited and wisely spent.  Those representatives requesting for pork funds should submit feasibility studies of where the funding will go.
    Release of funds should  be progressive according to the projects’ work in progress. This serves the purpose of getting the funds to the appropriate projects having greater impact on counryside development. Also, it discourages or prevents funds from being diverted to other unplanned and under evaluated projects if funds are released in full immediately.  After all, these are the money of the people and should, in all respects, be spent cautiously.

    A sure consequence of tightening the purse strings on these PDAF,
    coupled with the lackluster government spending on infrastructure, is the
    contraction of the economy.

    If the current administration does not trust the system in place, why doesn’t it flex its power in Congress to change it?  Why not abolish this PDAF altogether?  But in the same breadth, don’t entrust drawing up the infrastructure blueprint fully to the DPWH either.

    What the government can do is to tap the services of foreign consultants to do this for the country.  Although we will end up paying for their services, at least we will minimize the influence of vested interests.

    While at it, why doesn’t the government also contract out the role of the Bureau of Customs?  The country will surely collect more taxes than the Bureau of Customs has ever collected.

    Giving P200 million to each senator and P70 million to each congressman or congresswoman every year is a big waste of precious taxpayers’ money.

    Why? Because most development projects don’t have the benefit of proper feasibility studies and the bulk of monies for projects often goes to family members, relatives and members of these senators and congressmen.

    Disbursements are hardly audited by COA and those who misuse funds are seldom prosecuted.

    What kind of nonsense program is this?

    Congressmen don’t even know very well urgently needed projects in their jurisdictions because most of them are in Manila. Almost the same thing with senators.

    Senators and congressmen/women should just be given annual budgets to cover their expenses and that of their staff. And the rest of the PDAF should instead be given to provincial governments which know best the infrastructure and other development projects which need to be funded.

    Should this “pork barrel” or PDAF scheme be continued even if it’s riddled with lots of loopholes?

    Aquino’s government should be ridiculed if it won’t see the wisdom of radically changing this program.

    I think is a very good practice, reasonable, rightful and a big improvement the way our PDAF should be released, in a truely stricker sense. Instead of skeptical, just like Rep. Tinio then what’s the best way of releasing our PDAF that will ensure honest to goodness expense of our money? Instead of criticizing and being negative on it, why not give it a chance and support it, make your proposal on how to improve later on our PDAF disbursements. I HIGHLY COMMENDED THE AQUINO GOVERNMENT FOR SPAREHEADING THIS CAMPAIGN.

    PDAF or the so-called pork barrel has been given to congressmen and senators since time in memorial but why can’t I see improvement especially in Mindanao? I was never a delinquent tax payer when I was employed there in the Philippines but I see only little or no improvement coming from pork barrels. Where do these pork barrels go? Road projects and infrastructure budget mostly come from foreign fundings and government budgets. I only see politicians becoming richer everytime they are re-elected. When can we have honest and true servant politicians in our country? Can you name one Senator or congressman who is not a millionaire? Allahu Akbar!!!

       The pork barrel should have been totally scrapped in the first place being the primary source of corruption.

       If Pnoy had done this immediately after assuming his post, side by side with his Daang Matuwid program towards eliminating graft and corruption, It would have been more credible and sincere.  But coming on the heels of Binay’s announcement of UNA, and the forthcoming resumption of IC where the senators are poised to vote for Corona’s fate,  this announcement smacks of hypocrisy.  Pretending to be careful in releasing funds for legitimate spending for the projects as transparency, the timing is simply awful.  

      There is an ulterior motive, and that should not be glossed over.  Sa Tagalog – KITANG KITA ANG TALI.When PNoy ran on the banner of anti-corruption and won handily, he should have been consistent from the start.  On his inaugural address to the nation, he should have announced he was scrapping the pork barrel and should have dammed the torpedoes from the start of his term like the no-nonsense Harry Truman.  All the politicians present there should have been forewarned that henceforth, the politics of patronage that has plagued this country for ages and which characterized the nine year GMA presidency will be a thing of the past; that this new administration is pledged for genuine reform, having ran on the platform of “Kung Walang Corrupt, Walang Mahirap”.  All the congressmen and senators would have taken their position, whether to support a president sincere in his desire to eliminate graft and corruption, or desert him.  This president would have easily won them over, and so with the majority of the people with so much political capital and with a noblest intention.  

      That would have been the perfect time to announce this “Tightening of PDAF Release” ek ek.  

      Now, who are they fooling?

      This Noynoying president has become another trapo. He used the PDAF carrot to exact his vengeance against his enemies – GMAS and Corona.  Patronage politics is still the way to go in this administration.  And he has the guts to announce this …gimmick?

    If we sum up all the pork barrel the last 20 years to fund meaningful projects, we could have (1) modernized our navy and air force to police our seas and coastal lines — the third longest in the world — from smugglers/contrabands, illegal fishers and intruders; (2) constructed a mega floodway project in Metro Manila to prevent a Typhoon Ondoy-type of flood; (3) advanced our Technology Research and Development to become more competitive in the world market, especially that East Asia is the most vibrant economic region now; and (4) modernized our backward educational system. But our congressmen and senators are contented in using our pork barrel for basketball courts, waiting sheds and substandard roads because it is in these types of projects that kickbacks/commissions are fattest.

    While I agree that projects should be scrutinized before the PDAF is released to any Senator or Congressman, the real reason of the tightening in its release by Abad is simply for political reasons.  

    LP knows that Erap/Binay’s UNA is gaining ground and is successful in recruiting politicians on their side so the best way to do, like how they railroaded the impeachment of Corona, is they will dangle it to these politicians so they will toe the line of the administration and LP.  In the end though, these same politicians who are all opportunists will get their PDAF and jump ship to UNA.  

    Worse case scenario, as what Trillanes predicted, these admin buttlickers will be the same ones who will be their greatest headache as they become opposition.  That’s polittics in the Philippines and even now say goodbye to your so-called allies, Noynoying!

    The fact of the matter is a lot of the PDAF or pork barrel money is pocketed by themselves and spent on projects that benefit them. There should be statement of expenses verified by a third party for every pork barrel given to make sure that the money are really spent properly for the benefit of their constituents.

    Senators and Congressmen are not very transparent in how they spend the money for their constituents. Most are spent through shady contracts with people that give them kickbacks. The rest are spent for their offices and staff who go along with whatever the Senators and Congressmen wish. The whole system really stinks in the Philippines, there are no checks and balances, no one monitors them in how the money is spent, almost everything is hidden from their constituents or people of their provinces and towns.

     If Pnoy had done this immediately after assuming his post, side by side with his Daang Matuwid program towards eliminating graft and corruption, It would have been more credible and sincere.  But coming on the heels of Binay’s announcement of UNA, and the forthcoming resumption of IC where the senators are poised to vote for Corona’s fate,  this announcement smacks of hypocrisy.  Pretending to be careful in releasing funds for legitimate spending for the projects as transparency, the timing is simply awful.  
    There is an ulterior motive, and that should not be glossed over.  Sa Tagalog – KITANG KITA ANG TALI.

    When PNoy ran on the banner of anti-corruption and won handily, he should have been consistent from the start.  On his inaugural address to the nation, he should have announced he was scrapping the pork barrel and should have dammed the torpedoes from the start of his term like the no-nonsense Harry Truman.  All the politicians present there should have been forewarned that henceforth, the politics of patronage that has plagued this country for ages and which characterized the nine year GMA presidency will be a thing of the past; that this new administration is pledged for genuine reform, having ran on the platform of “Kung Walang Corrupt, Walang Mahirap”.  All the congressmen and senators would have taken their position, whether to support a president sincere in his desire to eliminate graft and corruption, or desert him.  This president would have easily won them over, and so with the majority of the people with so much political capital and with a noblest intention.  

    That would have been the perfect time to announce this “Tightening of PDAF Release” ek ek.  
    Now, who are they fooling?

    This president has become another trapo. He used the PDAF carrot to exact his vengeance against his enemies – GMAS and Corona.  All of sudden, as an afterthought, he wants to impress the people of his sincerity to curb the corrupt use of the pork barrel, kuno.  But, the truth is…  patronage politics is still the way to go in this administration.  

    And he has the guts to announce this …gimmick?

      i think the best way to prove that PNOY is on the Daang Matuwid in fighting and cleansing the government, is to push the ratification of Freedom of Information. But, I think the PNOY government are again fooling us Filipinos,,,using the slogan of Daang Matuwid. pero di na nga binabangit ang Malacanang version ng Freedom of Information, paanu labanan ang talamak na katiwalian sa Pilipinas kung walang batas na ngbigay ng malawak na kapangyarihan sa mga Filipino para bantayan ng katiwalian sa mga taong nanilbihan at ngnegosyo sa kanilang pwesto. Hayyyy kawawang mga PINOY…are we Filipinos worth to be fooled?

    Talo lahat ang top government officials when it comes to pork barrels. Here in Q.C., according to Roy Kapunan of Daily Tribune, each Q,C, Councilor has 43 million pesos pork barrel. He he he. City Councilors pa lang yan. Si Mayor Bistek, TWO BILLION AND SEVEN HUNDRED MILLION PESOS PORK BARREL ( PHP 2,700,000,000.00). He hehe hehe. 

    Puro bantay salakay ang ginawa ng mga Councilors, they enact an ordinance awarding themselves WITH PORK BARRELS including the Mayor and Vice Mayor from hard earned tax money. Each Q.C. district has 6 City Councilors. Adding all the pork barrel for one District, it amounts to 258 million pesos per year! And what are the usual service rendered by these councilors?

    1. Buying brand new vehicles and donate it to the Barangay WITH THEIR FACE PLASTED ON THE VEHICLE just like what Councilor Suntay and Councilor Rillo did. (EPAL)
    2. Not being surpassed, Mayor Bistek donate a Poton Van (Chinese made) worth 1 million pesos each vehicle to 232 plus barangays with a large sticker of his face. (EPAL)
    3. Some City Councilors finance Barangay Halls, but all the time that it is being built, the Councilor’s face is being advertized as being the sponsor. (EPAL)

    In short, all activities of these Q.C. LGU is merely geared to perpetuating their reelections. Q.C.’s tax collection is more than 11 billion pesos while Cebu City is only 4.5 billion.  Cebu has a flourishing tourism industry, yet, their tax collection has not reach even half of what Q.C. collected.

    Answer, Q.C. since the time of ExMayor Belmonte were cheating it’s tax payer. Come to think of it, in Q.C. an Ordinary Carinderia pays P16,000 Mayor’s permit, while in Cebu City, they don’t even bother to tax these “Grass Root” businesses. In Cebu City, the Barangay Business Clearance is only P100 while in Q.C., they raise it up to P 1,500 pesos!

    No wonder, Q.C. topped the Local Tax several times because it bleeds it’s businesses dry. GANID! SWAPPANG! Worst, many of these Q.C. fees does not have a City Ordinance to support it.
