Power rates up across Philippines

ERC allows increase in generation costs

Power consumers should brace themselves for higher electricity rates starting May as the Energy Regulatory Commission allowed state-run National Power Corp. (Napocor) to jack up its generation charges in Luzon, the Visayas and even in brownout-plagued Mindanao.

The ERC approved the increases in generation charges by 69.04 centavos per kilowatt hour (kWh) in Luzon, 60.60 centavos per kWh in the Visayas, and 4.42 centavos per kWh in Mindanao.

Currently, Napocor’s effective rate is P5.0160 per kWh in Luzon, P4.0740 per kWh in the Visayas and P2.9321 per kWh in Mindanao.

The ERC said in a statement that the rate increases covered the applications filed by Napocor and  Power Sector Assets and Liabilities Management Corp. (PSALM) under the generation rate-adjustment mechanism (GRAM).

The GRAM allows utilities to recover costs associated with fuel and purchased power, and incremental currency exchange-rate adjustment (Icera) mechanism, which enables utilities to recover foreign exchange-related costs.

Entitled to recover costs

In an interview, ERC Executive Director Francis Saturnino Juan said the approvals to recover fuel and foreign exchange costs incurred from January 2007 up to April 2010, covered the 10th to 17th cycles of the GRAM and the 15th to 16th cycles of Icera.

“These fuel, purchased power and foreign currency costs are legitimate costs already incurred by Napocor and PSALM in their supply of power to their various customers. By law, they are entitled to recover these costs as part of the price of electricity they sell to their customers,” Juan said.

He said the ERC had already mitigated the impact of these adjustments by spreading their recovery over a longer period and by coming out with the rate increases “at the soonest to avoid additional carrying charges to be included in the recoverable amounts.”

Juan, however, pointed out that the full impact of the increases on Napocor’s effective rates would not be shouldered by grid consumers since distribution utilities and electric cooperatives no longer purchase their full power needs from Napocor, following the sale of certain state-owned power facilities.

Outages in Mindanao

However, the power rate increase comes at an inopportune time as Mindanao is experiencing outages of at least two hours a day.

The power situation on the island is likely to worsen by April 9 when the Pulangi 4 facility will  shut down for repairs and maintenance. The shutdown will shed off 120 MW of crucial capacity in Mindanao.

Add to that, the use of more diesel-fired facilities will likely raise power prices in Mindanao by another 50 to 80 centavos per kWh amid the rotating brownouts, Energy Secretary Jose Rene Almendras said on Tuesday.

Luzon and the Visayas will be spared from brownouts this year, given healthy reserves of roughly 2,000 MW and 500 MW, respectively.

Sen. Sergio Osmeña III, chair of the Senate energy committee, said the electric bills of Mindanao residents would go up by around 50 centavos per kWh should the plan to use power barges to augment the island’s power supply push through.

“If the people are going to bite the bullet, it’s not going to be a very big bullet,” he said at a news conference.

Temporary solution

Osmeña noted, however, that using power barges should only be a temporary solution, given that a power barge is an expensive source of electricity unlike a hydroelectric or geothermal plant.

To illustrate how expensive a power barge was, Osmeña said each one would cost millions of pesos just to transfer from Manila to Mindanao.

“Once there, you have to take care of the transmission connection, make sure it is securely anchored at the pier. All this takes eight months. It’s not like a motorboat you can just send somewhere. These are complicated pieces of equipment that cost millions of dollars. And the one who owns the barge would demand a contract for its use,” he said.

Really expensive

Even if the barge is used only 10 percent of time, it would bring up the rate of electricity by 50 centavos, he said.

“It’s really expensive. That’s why no one uses it except for emergencies and at only one to two hours a day during super peak hours,” said Osmeña, co-chairman of the Joint Congressional Power Commission.

The commission is tasked with oversight responsibilities on the implementation of the Electric Power Industry Reform Act (Epira) of 2001.

Unless the government addresses the Mindanao power situation, it is possible that the island would lose power for a greater part of each year—something that would further discourage business investments in the area, the senator said.

“The ideal is that loss-of-load estimate should be zero. You must estimate how many days in the coming years you will lose power. Mindanao now has 200 a year (that it loses power). Next year could be 240 days. Mind your factories. Maybe you have power this year but how about next year? Your equipment could go kaput,” he said.

Root cause

The senator recalled that after the Epira law was approved in 2001, “the residents of Mindanao, through their representatives, pushed for a 10-year exemption from the privatization program of the Napocor-owned plants in Mindanao, notably the Agus-Pulangi hydropower complex which at that time supplied about 75 percent of the power needs of Mindanao at the lowest rate.”

“Even worse, the bicameral committee tasked with oversight responsibilities on the Epira law’s implementation agreed to postpone the construction of the transmission line interconnection between Leyte and Surigao,” he added.

“But the energy demand studies made by the Department of Energy showed that Mindanao would run short of power in about 10 years. So with much misgiving, I supported, as a member of the bicameral committee on the Epira, the wishes of my brother-congressmen from Mindanao,” Osmeña said.

He said he regretted that decision since 2010 because of the brownouts in Mindanao.

Isolated from grid

Osmeña pointed out that while the rest of the country transitioned to the new market-oriented regime, Mindanao remained isolated from the national transmission grid that prevented excess power in the Visayas from being fed into Mindanao.

“The Luzon and Visayas areas now enjoy a sufficient supply of electricity. Visayas alone has a surplus of 380 megawatts, which could easily cover the current shortage in Mindanao,” he added.

Osmeña proposed a workshop sponsored by the Department of Energy for all stakeholders to agree on short-term and long-term solutions to the power needs of Mindanao.

Bayan Muna Representative Teodoro Casiño called on President Benigno Aquino III to have the government temporarily take over the operation of the two power barges now run by Aboitiz-owned Therma Marine Inc., which acquired these from Napocor in 2010.

Casiño said the move was aimed at preventing the escalation of power rates to be passed on to consumers.

Most of this is charged to electrical consumption, pegged at P65,635.43. The cost of Arroyo’s medical procedures, meanwhile, is at P52,547.

    Can you imagine the electrical bill is almost equal to her medical bill?! That’s how high our electrical rate now!

    Or maybe the building air conditioning system is always set at maximum high?

    According to the Pasay Regional Trial Court Branch 112 , Arroyo’s medical bill will be a factor in determining whether the former president should be transferred to a regular detention facility.

    Arroyo’s camp however clarified that she was still unfit to be discharged from the hospital. Her doctors indicates that Arroyo is still suffering from cervical spondylosis and spinal stenosis, and still complains of neck, back, and thigh pain.

    Well, above mentioned illnesses are related to degeneration of the spinal nervous system with symptom of pain and numbness in most elderly people. It is not life threatening and has no cure at present but the symptom can be reduced by some physical therapy and nerve pain medicine.

    Honestly speaking, this illness cannot be a factor for not to transfer her to a regular detention. If this factor is valid, then Gloria Arroyo will never be transferred to a regular detention but continue to enjoy her special treatment by the government against the will of many Filipino people.

    Nuclear power plant is a viable alternative to our ever-increasing need of electrical energy. A typical 600-MW plant can easily supply the need of Cebu, for instance, for the next ten years, considering its current demand of around 200MW and a yearly increase of 30MW. The technology has matured and additional safety features can be factored in in light of the recent experience in Fokushima, Japan. Nuclear power plant does not emit gases that pollute the atmosphere, and the energy it generates is much cheaper than those produced by other more traditional means like coal or gas-fired power plant.

    Oh man, it never fails. Every time the power sector wants to raise electricity rates again (and again), they will flog poor Juan dela Cruz with  “brownouts or blackouts” first,  then will go on prime time news on TV dishing out a hundred excuses for doing so. Higher generation costs, increase in prices of bunker oil, etc., etc. so technical that the average consumer’s head will spin in trying to understand it. These people are also staunch believers of that dictum that there are a hundred ways to skin a cat, with heartfelt apologies to all cats. And the timing, oh the timing! They always raise the rates during the warm summer days that  the Law of Supply and Demand comes into mind. For sure, they will again make a killing during these global warming days.   

    My Japanese friend, Fukushima, is very amazed why we have one of the most expensive power rates in Asia, almost as expensive as highly industrialized Japan,  when we are merely an agricultural country who, unlike them, is blessed with natural sources of power generation, in short, everything we  need to make power much cheaper. There is that steam generation from the Tiwi geothermal plants, hydroelectric plants all over the country and the wind turbines/generators of Ilocoslovakia.    

    Greed has no bounds,  indeed!

    The govt should see the feasibility of having these power barges domiciled in Mindanao pending the implementation of a permanent solution. Luzon has 2000 mv excess power supply , so what is these power barges doing in Luzon. Neither does Visayas need them as Visayas has 500mv excess according to you Mr. Osmena. Let Mindanao run like a vehicle w/ tyre reserve & even ordinary people there knows that during the month of March, April up to June every yr , the level of water in the Angus hydro dam, pulangi 4  etc  becomes critically low . People there, don’t care about the P0.50/ kw  increment because most provinces water system relies on electricity.
    The root cause is nothing more than our manyana habit but please, not on this subject w/c is a necessity in that area.

    What the Philippine Daily Inquirer should do is to investigate if Danding Cojuangco (Pnoy’s uncle) had a hand in this (Remember Danding owns half of Meralco and Petron and many, many, many more…). PDI should investigate who the individuals and groups are who are connected with Napocor who will benefit from the price increases. PDI should investigate who recently or at least for the last 2 years have won contracts to build power plants and barges. PDI should investigate these and dig deeper. I’m sure they will find something very smelly.

    I think one way the government can do is to give partial refund to poor consumers just like what Canada is doing. I don’t think subsidising it like other Asian countries are doing to lower their electricity rates is good because the rich will also benefit.

    The nuclear power project of Ferdinand Marcos which he started with the construction of the Bataan Nuclear Power Plant (BNPP) was discontinued by the Cory government. It was a political move meant to show to the world that Marcos did nothing good for the country. If only such project,  complete with safety nets, that would have also established such plants in other strategic parts of the country, we should be enjoying cheaper power rates. Marcos had vision for the country. His son Bongbong implemented his vision for their home province of using the windmill technology to provide cheap power for their provincemates

      I guess you need to research more about the BNPP. The nuclear reactor was a second hand unit from SKorea and more than a thousand defects were found by experts, not to mention it was built near a fault line. The original P1B budget was for 2 brand new units but what was built was 1 second hand unit for P2B or twice the original budget. The man who transacted for BNPP Mr. Dissini was a Marcos crony and had bought a castle in Austria afterwards.

    This is what we get for  allowing private entity to take over major or important facilities like electric generation. Private investors has just one objective, PROFIT. When FVR guaranteed 100@yahoo-XNBUUMFGHLCZQMA2UV7YPTKKX4:disqus 
     to those power burges to supply electricity even no matter how small they deliver, we were in for trouble. And these is the surcharge on the IPP we see in our bills. We are paying unused electricity. It was one sided in favor of these profiteers private investors.
    Same thing with our NAWASA. During the time that NAWASA was operating our waterworks, my bill was just below P 100. Now,  I have to economize because my water bills may reach a thousand pesos if I do not monitor my consumption. Reason? It was privatize.

    Think about the South Diversion Road. Originally, it was a toll free. Naturally, because it was a government project. But the moment it was lease to the private sector, the tool sky rocketted. Why? Because it was privatized.

    Now, our government just could not wait to sell all the people’s properties like PAGCOR/PCSO, NFA, FTI, INTERNATIONAL AIRPORT, POST OFFICE, MRT/LRT, and many more. What our Chinese Dominated Government does not know is that these properties all belongs to the Filipino people. Our Chinese Dominated Government are mere custodians. They absolutely does not have the right to privatize these profitable Government Operated and Controlled Corporation. They are violating their role and it is anti Filipino. 

    Beware of the PPP of PNoy. His Public Private Partnership is merely an excuse for the Chinese takeover of our country. The stake is so high. It will compromize our sovereignty for allowing vital industries like trade of rice and water works in the hands of Chinese.

    This power shortage problem is mainly due to corruption within NAPOCOR. The budget for maintenance and rehabilitation was diverted to the pockets of its officials. This is typical with most government corporations that were plagued by corruption such as the National Steel Corp  that eventually led to its demise.

    Mas mura pa ang binabayaran ng mga consumer kapag may aircon or malalaking freezer kesa sa sa mga consumer na halos wala sa bahay sa maghapon due to work scheds, with less appliances. Kahit di tampered ang line mo. Nakakapagtataka talaga? No actions taken if you filed a complaint pati na rin sa mga POLITICIANS natin.

    Eh pano pa this coming May? Parang binigyan ng legallity un illegal na kanilang ginagawa.

    It’s time to revisit the rusty Bataan Nuclear Power Plant.  Otherwise, this crisis will simply ends up in the Philippines paying electricity sourced primarily from diesel and coals.  This emergency powers being proposed is history repeating itself.  the government guaranteing IPPs that their electricty will be paid whether utilized or not. I thought this electricity issue is the expertise of Senator Enrile in his last campaign.  What happens now?

      Raffy, please get your facts right. The ITER project in France is a global research project (including the EU, China, the US, India, Japan) for a fusion reactor and was started in 2007. The first power output is scheduled for 2019 and the project should be finished by 2038. The first demo reactor with seizable power output is expected after 2050. Fusion is not an option for the next 40 years.
      The MYRRHA project (a sub-critical safe fission-reactor) will be ready sooner, but not before 2020.
      The power outages start /now/.

    power rate in the phils is one of the most expensive’s as compared to other countries. i believe we have lots of power plants to cater what we need but since these plants are old enough and need upgrade or rehab this makes the problem because NPC in particular is running out of fund. WHY?

    1.  while the power plant is doing well and giving them high return, those who are in power are so powerful to siphon the money leaving no savings for maintenance and for future upgrade
    2. those who are in GOCC are also too greedy that they receive the best perks almost the same with those receiving porks
    3. officers and employees are lavishly spending money so much.

    Can the government also look into how is the trending in NPC or PSALM going on?

    Also to help the end users alleviate the burden of paying high rates, can the government also remove the system loss charge being imposed to consumers?  If there is a loss in transmission (due to theft or whatever) you should not pass it on to consumers.  It is your job to ensure that your business is free from system loss and should you encounter it, that is your lookout for which you have to be responsible. Don’t pass the burden to consumer!!!

Noong panahon ni GMA ang positive proposal na mag connect ng linya between Visayas and Mindanao para papunta-parito ang transfer ng electicity where needed and when needed ay naging negative at nabasura ng bagong Pnoy government.     Sisihin po natin ang nag approba ng EPIRA, kahit po kasi nakikita na ng DOE na mag kakaroon ng shortage sa electricity, nung nag daang panahaon, walang investor ang nangangahas na mag invest. Kung ang NPC naman po, parang pinagbabawal na silang mag invest at mangontrata sa mag IPP….ito po ay ayon sa EPIRA. Ang nakapagtataka lang bakit kakaunting investor lang ang nangahas na magtayo ng bagong power plant……siguro po dahil sa karamihan sa kanila ninais na lang na bumuli ng mga existing power plant……syempre po more shortage or napakaliit ng sobra ng power requirements, mas malaki ang kita……so sino po ba ang dapat sisihiN………..hmmmmmmmm ung nag approved ng EPIRA..

      Privatization of state-owned power plants is the most stupid thing to do. Sinasabi nila na magkakaroon ng kumpetisyon sa kuryente dahil maraming investors ang papasok sa energy sector pero di man lang naramdaman ng kawawang Pinoy. So kanino napunta ang mga naprivatized na planta – sa Aboitiz, Conguanco, San Miguel, Sy, Lopez, etc! Lahat yan mga negosyante… san ka makakakita ng negosyanteng magpapalugi? kaya ang sinasabing kumpetisyon na yan ay hanggang sa panaginip lang yan hangga’t kulang ang power reserved capacity ng Pilipinas at walang pang ginagawang mga malalaking planta para mga susunod na taon.

    bago po mag EPIRA ang average power rates ng luzon ay nasa 4 pesos plus lang pati na rin ang visayas….sa mindano naman po eh nasa 1.20+ to 1.40 plus lang…..ngayon po mag kano na ang rates nf residential customer…. almost 10 pesos sa iba ung iba naman more than ten na…..ang exchange rate ata nung bago na approve ag EPIRA nasa 25 pesos = 1$ plus na siya ngayon almost 43 lang so hindi pa sya nag doble…..pero ang taas ng kuryente natin mahigit doble na……….ang isa pang dapat sisihin po natin sa presyo ay iyong bagong methodology na ginagamit ng regulator…………asahan pa pong tataas ang presyo ng elektrisidad dahil po dito….tnx po

        Di ko lang kung nagbabasa ka ng news or sadyang bobo ka lang… hindi napocor ang may-ari ng IPP, ang mga IPP ay mga pribadong company na nagsulputan nun panahon ni Pres. Ramos para matapos ang power crisis nun panahon nya. Ang sistema ay build-operate-transfer, gagawa ng planta ang independent  power producer or IPP, sila ang magpapatakbo for 25 years tsaka ibabalik sa gobyerno. Ngayon kanino ba ibabalik? Dahil sa EPIRA Law of 2001, hindi na sa NAPOCOR kundi sa PSALM Corp na ibabalik ang planta. Ang PSALM naman ang naatasan ng batas na ibenta through public bidding ang isasauling planta ng IPP.

        Para sa kaalaman mo rin nasa 10% na lang sa buong Pilipinas ang pinapaandar ng NAPOCOR – Angat Hydro Plant sa Bulcan, Pulangi at Agus Hydro Plants sa Mindanao. Ang 90% generated power na dating hawak ng NAPOCOR ay naprivatized dahil sa EPIRA Law.

    Privatization of state-owned power plants was the most stupid thing the past  congress ever did. Sinasabi nila na magkakaroon ng kumpetisyon sa kuryente dahil
    maraming investors ang papasok sa energy sector pero di man lang
    naramdaman ng kawawang Pinoy. So kanino napunta ang mga naprivatized na
    planta – sa Aboitiz, Conguanco, San Miguel, Sy, Lopez, etc! Lahat yan
    mga negosyante… san ka makakakita ng negosyanteng magpapalugi? kaya
    ang sinasabing kumpetisyon na yan ay hanggang sa panaginip lang yan
    hangga’t kulang ang power reserved capacity ng Pilipinas at walang pang

    Dapat ipakita nila ang trend/graph sa sa electricity rate (P/KWH) for the past two years from Generation (Napocor) to Distribution (Meralco). Tapos ihambing natin sa ibang bansa.

    Dapat din ayosin muna ng Napocor ang pag manage nila, Dapat i-check ang mga sahod at perks ng mga boss sa Napocor. Baka mabigla na naman ang taong bayan.

       maliit lang po ang capacity ng bataan nuke plant. kahit na gumana yan, di pa rin makakaya yung kakulangan ng kuryente. pero, tama ka. kailangan natin magtayo ng 2 o 3 pang nuclear plants sa pinas para bumaba ang singil sa kuryente. ang mga bansang tulad ng vietnam, malaysia (opec member), indonesia eh nagtatayo na ng kanilang mga nuclear plants dahil sa magiging mura ang kuryente nila. pero ang pinas, pabaliktad ang takbo. takot sa radiation, pero panay naman reklamo sa taas ng kuryente.

    Kung di maaawat ang palagiang POWER rate increase,  baka OVERTEKAN na natin ang JAPAN bilang pinakamahal na kuryente sa ASIA.  OK lang para sa mga HAPON,  mayaman, mataas ang pamumuhay at higly develop ang JAPAN, habang tayo,  ISANG KAYOD-ISANG TUKA.

    Kung 1/2  o   kalahati ng kinikita ng pamilyang PINOY ay mapupunta lang sa pambayad ng kuryente,  baka,  bumalik sa ULING,  sa kahoy at hindi na gamitin ang REF, TV, COMPUTER at PLANTSA ang mayorya ng pamilyang Pilipino,  para lamang makaTIPID at maka-SURVIVED..

    Magtayo man ng maraming COAL-POWERED ENERGY GENERATION  o  additional 2,000 megawatts ang pribado at gubyerno,  sa sobrang mahal (abot langit) na singil at kababaan ng PER-CAPITA income ng bawat Pinoy,  hindi rin ito tatangkilikin ng ordinaryong pamilyang Pinoy at malamang UMATRAS at umiwas din ang maraming foreign investor sa bansa.

    The Philippines has the highest residential electric rate, next is Japan and second highest in commercial or industrial rate next to Singapore – in Asia. We have plenty of natural resources, plenty of ideas but crappy institution – corruption, red tape and bribing business oligarchs. Sayang.

      its more expensive than a regular diesel fed generator. do you have an idea how much a 10kW solar panel cost these days? this is the reason why, even rich countries cannot use the power of the sun in large scale.
