Palace gives aviation execs a year to improve air safety

Malacañang on Wednesday indicated that there may be a need to review the performance of officials of the Civil Aviation Authority of the Philippines (CAAP) in the wake of the number of problems that still need to be solved before the country can regain its Category One status in aviation safety.

The US Federal Aviation Administration (FAA) recently found 23 “critical elements” that the CAAP needs to solve before the country can shed its Category Two rating given five years ago because of a failure to comply with world safety standards.

President Benigno Aquino III gave the CAAP a year to improve safety measures in the country’s airports.

“We are always concerned, especially [as] we are promoting tourism as one of our growth sectors, and so we would like to harness also the markets in Europe… because . . . our status prevents us from promoting fully our tourism industry,” said Secretary Edwin Lacierda, President Aquino’s spokesperson, in a news briefing in Malacañang Wednesday.

“And so therefore we are concerned about accelerating the efforts to remove us out of Category Two status,” he added.

Asked if there was a need to review the performance of CAAP officials given the FAA findings, Lacierda said, “I think that’s the reason why there’s a one-year deadline given.”

He said, however, that he would confer with the President on the one-year deadline and its implications on the performance of CAAP officials in the wake of the US agency’s findings.

CAAP Director General Ramon Gutierrez said the FAA conducted a technical review of the country’s aviation standards from Jan. 23 to 27.

“The issues mentioned during the technical review were relatively minor issues, and are now being addressed by the agency,” Gutierrez said on Monday.

    They’ve been sitting there at the CAAP for the longest time, yet they haven’t done anything noteworthy!

    It’s about time for Malacañang to effect a total overhaul of CAAP management if we are to reclaim our Category 1 status!

    Do it now na!

    The ratings of Category One or Two are just perceptions of how airports are in the eyes of the USFAA, we don’t need to mind them for as long as we feel that our airports are well kept.  We can even have our own rating of Category Five for US airports because they are more prone to terrorist attacks to be considered the most dangerous at all times.

    We don’t have to be paranoid of our own airports, we are a peaceful people. We should love it the way it is because we know that we can still improve it as time goes by.

    Therefore we should convince the other nations (except the US of course) that these ratings are irrelevant and inconsistent, because different situations and standards demand different management systems. I believe this is best handled by our DFA.

       It has very little to do with the airports. The ratings are directed at
      documentation procedures relating to inspection of  and enforcement. The sanctions regulate airlines flying INTO the United States. I suggest you check the FAA website for further information.

       It is because of FAA’s findings which labeled NAIA as category 2 status that our airlines are blacklisted in Europe and we cannot expand our operation in the US. That is a big problem that we must take very seriously because our economy is very much affected by it. You cannot be stubborn about it. It’s a serious problem. Look at our neighbouring airports and compare them to our NAIA and you’ll be ashamed of our airport. Sobra ng naiwanan na ang NAIA, NAIA desperately needs technology that meets today’s standards. NAIA’s security system is outdated. Walang hiya, papasok ka ng airport, kailangan mo pa maghubad ng sapatos, hihimas-himasin kapa ng mga security personel. BULOK talaga tong airport natin.

    I think they should change the CAAP head, he’s not competent enough to bring us back to Category 1. The govt should get a management person, somebody with an engineering background with expertise in aviation and its a must also for them to have an MBA. Stop putting retired airforce generals coz they are not competent. cguro plus nalang if they’re a licensed pilot, mas ok kung ganun para tlgang nkakarelate sila.

    medyo nalilito ang iba dito. first, magkaiba po ang CAAP at NAIA. wala pong jurisdiction ang CAAP sa NAIA except sa control tower, runway at mga navigation aids. pero parehong nangangailangan ng improvement ang dalawa.
    isa lang pinagtataka ko, e ano naman kung bagsak sa rating ng FAA ang CAAP? hindi naman kayo ang “OFFICIAL” governing body sa international aviation kundi ang ICAO. kung bagsak sa FAA pero pasado sa ICAO e bakit kelangan i-bully ng FAA ang european community na i-blacklist din ang pilipinas sa europe. (para bang meron tayong local airline na lumilipad sa europe)
