US launches coalition to fight climate change

WASHINGTON—Faulting the world for not doing enough to curb climate change, the United States on Thursday announced the formation of a coalition to cut short-lived pollutants that speed up warming and harm health.

US Secretary of State Hillary Clinton said the coalition of the United States, Bangladesh, Canada, Mexico, Sweden and Ghana will launch a global drive to curb black carbon (soot), methane and hydrofluorocarbons (HFCs).

The chief US diplomat said such pollutants survive only a short time in the atmosphere – unlike long-lasting carbon dioxide, the main climate change culprit – but account for more than a third of global warming.

“We know that in the principal effort necessary to reduce the effects of carbon dioxide, the world has not yet done enough,” Clinton told an audience at the State Department that included envoys from the coalition countries.

“So when we discover effective and affordable ways to reduce global warming – not just a little, but by a lot – it is a call to action for all of us,” Clinton said.

“This coalition, the first international effort of its kind, will conduct a targeted, practical and highly energetic global campaign to spread solutions to the short-lived pollutants worldwide,” she added.

“It will mobilize resources, assemble political support, help countries develop and implement a national action plan, raise public awareness, and reach out to other countries, companies, NGOs and foundations.”

NGOs are non-governmental organizations that include environmental and other activist groups.

She said the UN Environment Program, which will serve as the coalition’s secretariat, has outlined 16 actions that can be taken to cut short-lived pollutants and slow global warming by 0.5 degrees Celsius by 2050.

The world’s goal is to limit the rise in temperatures to two degrees Celsius by that date, she and US officials said.

Clinton said the work of the coalition will “complement but not supplant” the main international efforts to fight climate change, which focus on cutting carbon dioxide emissions but also other so-called greenhouse gases.

Methane comes from landfills, coal mines, the oil and natural gas industry, agriculture and cows. Black carbon hails from cook stoves, kilns and diesel vehicles, while HFCs are used in aerosols, refrigerators and insulating foam.

Experts say such gases contribute disproportionately to climate change.

“They also destroy millions of tons of crops every year and wreak havoc on people’s health,” Clinton said.

Clinton announced an initial $15 million to launch the coalition – $12 million from the United States and $3 million from Canada.

A senior US administration official told reporters on condition of anonymity that other countries have already shown interest in the coalition, “and I fully anticipate that this small initial group of six will expand quickly.”

Elliot Diringer, executive vice president for the Center for Climate and Energy Solutions, based in Arlington, Virginia, told AFP that curbing carbon dioxide “must remain our primary focus, particularly over the long-term.”

But he said: “It will still be years before we see a comprehensive treaty and there is an enormous amount that can and should be done in the meantime, including action to reduce these short-lived forcers.”

Keya Chatterjee, director of International Climate Policy at World Wildlife Fund, accused Washington and Ottawa, which she said “have done very little to reduce” carbon dioxide emissions, of shifting the focus to poorer countries.

“Cutting black carbon emissions by ensuring adequate access to energy and cleaner cookstoves is in principle good, but we should not assume that this new initiative will deliver quick results,” she said in a statement.

“In short, while short-lived forcers provide a window of opportunity it should not distract us from addressing the biggest cause of climate change: CO2 (carbon dioxide) emissions,” Chatterjee said.

    I welcome any initiative from any country in the world to slow down the global warming train, including this latest move by the US to form a coalition to target the short lived chemical compounds that contribute to the problem.

    Hopefully, this signals a change of direction for the US, which has 6% of the world’s population and consumes 20% of all fossil fuels.  The US has not done enough to curb its appetite for energy and the US has not played a leading role in climate change conferences.  It has, in fact, been playing a spoiler’s hand, which has frustrated efforts to hammer a binding agreement to expeditiously reduce human-caused emissions of global warming gases.

    This latest attempt to reduce soot, methane, and HFCs will do more to improve the ambient conditions, that is the actual air quality that directly affect people’s lives.  Diesel soot causes cancer and all sorts of cardiopulmonary ailments.

    Paradoxically, as a side note, soot actually reduces global warming because SO2 soot, for example, reflects sunshine back into space.  This is one of the geoengineering schemes being floated around to attack the problem.  IMHO, this is madness, a false hope.

    Global warming is a complex occurence.  It demands solutions, NOW.  It requires real solutions, NOW.  If the world fails to act soon and effectively, the global warming train may become a run-away unstoppable train.

    KYOTO PROTOCOL is an Industrial Agreement in 1997 negotiated in Kyoto Japan, all industrialized countries agreed to reduce emissions of greenhouse gasses.

    US is the only industrialized country who did not participate in this event.

      The US did participate in the Kyoto Protocol, but the US congress never ratified the agreement as a binding treaty.

      Things are a lot worse now, as far as the Kyoto Proptocol is concerned.  Canada has announced it will abandon the treaty.  If I’m not mistaken, Japan and another large industrial country (I can’t remember which one) will also abandon the KP.

      Canada is a big disappointment.  Canada is pushing for approval of the Tar Sands Keystone pipeline by the executive part of the US government, as the pipeline crosses into US territory.  The type of fossil fuel coming from the Tar Sands in Canada is the dirtiest type, in terms, of carbon emissions, of all fuel types.  Dr. Hansen, a leading climate scientist, says that if the Tar Sands project goes through, it’s “game over.”

      I don’t particularly enjoy posting “alarmist” comments, but things are getting to be quite serious.  Europe right now is in the grip of one of the coldest winter it has ever experienced (around 600 have died).  Freak, extreme weather is happening all over the earth, and these events are what the climate models have predicted will happen with global warming.

      I cannot emphasize enough that our country should prepare for more heavy rains, for example.

        here’s my take on that:

        there is no such thing as fossil fuel, it is a crude oil designed as natural coolant, absorber of heat coming from the earth core, the more oil you take from earth the more heat will escape, thus, a global warming. It will be disastrous when it reaches the point that i can melt the ice from cooler regions then the sea level will rise the result will be a great flood.
        Here in pinas there were areas/provinces that have experienced first time flood a clear indications of rise in sea level.

        distraction of ozone layer is another detrimental factor that contributes to global warming.

        It’s best to separate the two issues of global warming and destruction of the ozone layer. BTW, I was a senior air quality specialist in California not too long ago.

        There is actually good news about the ozone layer.  The “ozone hole” is actually narrowing, if I remember an article I read some time ago.  This good news is due to the adoption of standards to phase out the use of air conditionong refrigerants, CFCs, etc which degrades the ozone layer in the upper atmosphere.  Another chemical being phased out is methyl bromide, used in the fumigation of soils.  Methyl bromide also causes degradation of the ozone layer in the upper atmosphere.

        The upper atmosphere ozone is the “good” ozone because it blocks dangerous ultraviolet rays from the sun, which causes certain types of skin cancer.  Lower atmospheric ozone is the “bad” ozone, as it causes all sorts of cardiopulmonary ailments.  This lower ozone is caused by NOx emissions from combustion of fuels by cars, trucks, power plants, etc.

        As a tie in, the lower ozone is classified as a global warming gas.

        The good news is that it is a good example of worldwide cooperation that the upper level ozone layer has improved.  Another good news is that in some parts of the world, there is less acid rain because standards to control SOx have been adopted, especially for coal power plants.  The bad news in this regard is that China has increased the use of coal for their power plants.  Bad especially for the Philippines (coal is also a leading cause of more mercury in oceans, besides causing acid rain).

        The lesson is that when the world gets together, it can solve problems effectively.  There are solutions to global warming and it requires world cooperation.

        It should be noted that the oil and gas corporations are funding climate change deniers.  These sinister, evil humans are a big problem.
