PNP chief orders 24-day gun ban for Baguio’s flower festival

MANILA, Philippines—As part of the security preparation for the annual Panagbenga flower festival in Baguio City, Philippine National Police (PNP) chief, Director General Nicanor Bartolome ordered the suspension of gun-carrying privileges throughout the duration of the festival.

“In view of the celebration of the Panagbenga Festival, all Permits to Carry Firearms Outside of Residence (PTCFOR) are hereby temporarily suspended for twenty-four (24) days effective February 10 to March 4, 2012 in Baguio City,” Bartolome said in a memorandum issued on Monday to the PNP Regional Director of Cordillera, Chief Superintendent Benjamin Magalong.

This, Bartolome, said is to “ensure the peaceful and orderly celebration of the Panagbenga Festival and to keep it free from any firearms-related incident.”

The ruling also said only uniformed members of the PNP, Armed Forces of the Philippines (AFP) and other law enforcement agencies who are performing official duties will be allowed to carry their firearms in Baguio City.

“No exemptions will be granted,” Bartolome said.

Bartolome also instructed Magalong to closely coordinate with AFP, among other law enforcement agencies, in the strict implementation of the firearms prohibition by conducting checkpoint operations, LOI SITA, Oplan Bakal, mobile-beat patrol and other security operations.
