MANILA, Philippines—President Benigno Aquino said former National Bureau of Investigation director Magtanggol Gatdula committed insubordination when he failed to turn over to the Bureau of Immigration an undocumented Japanese.

Aquino said there were orders for Gatdula to make the transfer but he failed to do so.
