Residents ignored warning; in dead of night, ‘Sendong’ hit



LIFELINE. “Sendong” came in the dead of night, tearing through swaths of Mindanao not usually in the path of storms, inundating houses up to the rooftops and drowning scores of sleeping residents in the most destructive calamity to hit the South in years.

At press time, the number of dead had risen to 436, the Philippine Red Cross (PRC) said.

PRC Secretary General Gwen Pang said the latest toll on Saturday was based on a body count in funeral parlors. She said 215 died in the city of Cagayan de Oro and 144 in nearby Iligan, and the rest in several other southern and central provinces, including Zamboanga del Norte and Compostela Valley.

Many of them were women and children confirmed killed in floods and landslides spawned by Sendong.

The Inquirer bureau in Mindanao, based on reports as of 10 p.m. also from funeral parlors, estimated the dead to be over 300.

The Visayas was not spared, with the tropical storm leaving  at least 22 persons dead and 14 missing in Negros Oriental.

Many others remained missing in these areas, officials said.

Cagayan de Oro was at the center of the storm, which could explain why it suffered the most—23 flooded barangays in all, officials said. As much as 180 millimeters of rain fell on the city early Saturday, according to the weather bureau.

The rains triggered floodwaters more than a meter deep, and 95 people have been confirmed dead in the city alone, Col. Leopoldo Galon, spokesperson of the military’s Eastern Mindanao Command based in Davao City, said earlier Saturday.

Galon said soldiers from the 4th Infantry Division helped in the recovery of the bodies. Twenty of the victims, many of them children, were found in Tambo, one of the barangays lining the swollen Cagayan de Oro River.

Warning ignored

“Complacency” among Iligan and Cagayan de Oro residents unfamiliar with such levels of rainfall is to blame for the high death toll, Office of Civil Defense Administrator Benito Ramos said in Manila.

Emil Raña, local government operations officer of Cagayan de Oro, said 22 barangays went under water starting late Friday night until 2 a.m. Saturday. The floods were worsened by the high tide, he said.

Oro Alert head Armin Cuenca said residents had been warned early on of the risk of flooding but many refused to leave their homes. He said this worsened the situation when the floodwaters started rising.

Among those who were trapped in their homes in Barangay Tambo were members of the Cabillo family.

Bryan Cabillo said his wife and three children were swept by floodwaters from their home late Friday. He said his efforts to save them proved futile as he too struggled against the strong current.

Senior Insp. Elmer Decena of the Northern Mindanao Regional Public Safety Battalion said rubber boats had to be used to rescue residents starting at 2 a.m., when the floods were at their worst.

Decena said among the bodies that were immediately retrieved were those of family members of a Caucasian surnamed Frierson.

Worse this time

In Iligan City, at least 81 people were killed, among them broadcaster Enie Alzonado of Radyo Mo Nationwide, Mayor Lawrence Cruz said.

He said the floods were worse this time because even areas never flooded in the past were inundated, some more than 1 meter deep. From the National Disaster Risk Reduction and Management Council (NDRRMC) report, at least 24 barangays were affected.

“In the flooded districts, houses were either underwater or washed away. Many families had to be rescued from the roofs of their houses,” Cruz said.

With the floodwaters having subsided, search and rescue efforts can proceed unimpeded, he said.

81 bodies in beaches

The 81 bodies were found in the beaches of Kauswagan in Lanao del Norte, Manticao in Misamis Oriental and Iligan Bay. More than 10 survivors, were plucked from the sea by rescuers, according to Alan Padilla, team leader of the rescue unit of the Iligan City Disaster Risk Riduction Council.

Lt. Col. Randolph Cabangbang, spokesperson of the Western Mindanao Command based in Zamboanga City, said soldiers had been deployed to help in the search-and-rescue operations.

Cabangbang said many Iligan residents, a large number of them children, were still on the roofs of their houses when the soldiers arrived early Saturday.

There was still no power and water services in Cagayan de Oro as of Saturday afternoon, and some 20,000 people were being housed in at least 10 evacuation centers, according to Social Welfare Secretary Corazon Soliman.

In Iligan, “thousands” have been displaced but the actual number is still being determined, Mayor Cruz said.

The Iligan Bloggers Society has started a fund drive for the flood victims. Donors may send cash but canned goods, packed food and clothing are preferred, the group said. (For details, log on to http://t.co/9JEEYwGT)

In gold rush area

In Monkayo, Compostela Valley, five people were confirmed killed in a series of landslides that hit the gold-rich area of Mt. Diwata, according to municipal information officer Joan Pintal.

The dead included a 57-year-old woman, three children aged 4, 6 and 14, and a 28-year-old miner, Pintal told the Inquirer by phone.

She said Rosita dela Peña and her wards—Ashlia, Nasser and Rakema Tuan—and miner Julito Lumactod were killed in the landslides that hit Nang district at past 4 p.m. on Friday.

Six other landslides also hit other parts of Mt. Diwata between 4 p.m. and 5 p.m., burying houses and displacing some 90 families, Pintal said.

In the lowland barangay of Baylo, 15 houses were destroyed and seven people were injured as the Baylo River overflowed and swamped the community, she said.

The local government of Monkayo has dispatched assistance to the victims. Rescuers were assisted by members of the Army’s 25th Infantry Battalion.

In Zamboanga del Norte, Gov. Rolando Yebes said three drowned in the floods that swamped barangays in Dapitan and Polanco on Thursday, when Sendong’s fury was initially felt.

The floods “reached past a man’s height” and were worsened by the high tide, Yebes said by phone.

2 rivers overflowed

In the Visayas, floods hit Dumaguete City and the towns of Sibulan and Valencia after the Ocoy and Banica Rivers overflowed.

Six persons were killed, including two children in Sibulan. They were Miguel Angel Diputado, 5; Rachel Calijan, 33; Eric Camporedondo, 20; Marsha Rodriguez; a 2-year-old girl; and another unidentified person.

A bridge connecting Barangays Palinpinon and Balabag in Valencia was damaged.

Residents living on the Banica riverbank suddenly found their homes engulfed by floodwaters, prompting their evacuation to higher ground. Others saw their homes swept away by the raging river.

Dikes that were built to protect residential communities also gave way, prompting residents of Habitat for Humanity homes to evacuate to public buildings and churches.

Many parts of Negros Oriental were also powerless for most of the day as trees felled power lines.

Dumaguete Mayor Manuel Sagarbarria said that on Friday, he put all rescue workers and social services on alert in preparation for the storm.

Cargo vessel

Sendong also caused a cargo vessel to capsize in shallow waters.

All 32 passengers and crew of MV Ever Transport III of Kheri Lins Inc. were rescued by the Philippine Coast Guard and other groups who arrived 30 minutes after the vessel sent a distress signal.

The nine passengers—one of them a 2-year-old boy—were family members of the crew members.

“Some of our wives and family members came along because it’s Christmas,” said the ship captain, Romeo Cuevas.

The ship, carrying beer and soft drinks, was headed for Tagbilaran City in Bohol to deliver its cargo. It was to head back to Cagayan de Oro but was stranded in Dumaguete because of the storm.

Cuevas said the ship was pulling out from the seaport in Barangay Looc for shelter at around 4 a.m. when its starboard side hit the pier after being battered by big waves.

The vessel lost power and was swept ashore in Barangay Calindagan about 1 kilometer away, where it ran aground and then capsized.

Cuevas said the ship would be salvaged and dry-docked.

Moving away

The NDRRMC said that as of 4 a.m. on Saturday, Sendong was 20 km west northwest of Cagayan de Oro with maximum winds of 65 km per hour, and was moving toward the Palawan area.

The rain has stopped in many areas of Mindanao although drizzles were still being reported in the northern and eastern parts of the island late Saturday.

The storm was moving west at 22 kph and was expected to be 140 km southwest of Puerto Princesa City by today. By Monday morning, Sendong will be 430 km west southwest of Puerto Princesa or out of the Philippine area of responsibility, the NDRRMC.       Even though this is not the time for political finger pointing, LIES must never be left unchecked. The desperate acts of Arroyoist to deflect their negligence over the 9 years of corruption, which surfaces when the weakness of their infrastructures and planning are tested in cataclysmic times, are detestable. Arroyos’s sins are being visited upon Aquino’s watch, and instead of taking immediate actions to help the victims, the Arroyoist stand idle and blame Aquino. Their ineptitude and manipulation borders on evil.  I have been to Mindanao and understood the timeline of the negligence involved, and warned readers of such probabilities. The politicians must now put aside their difference and help the victims of the disaster and work towards improving the infrastructure and planned zoning which could lessen the effects of such natural cataclysms.

    Look people, if the Thai lady prime minister could even waged in the flood waters to meet her people in flood distress areas and ordered 600 water boots and instructed all her ministers to wear it and  to go out in the flood water areas to meet the people needs in Thailand. where are the leaders and politicians here as of right now?

    That thai lady prmie minister did not push the blame on the previous leadership for the cost of the massive flood that made Thailand came to a standstill but instead she went about working to meet her people needs and restore the country back in order  and today they are even trying to engaged120.000 both legal and  immigrant workers back to work.

    Now this is leadership, people. This is what it takes to be a leader who has the heart for the people and for the country.So lets stop pointing fingers as who is to blame, it get us nowhere when we start to push the blaming game around.

      Have you notice the difference between the Prime Minister of Thailand and the President of the Philippines?  The lady Thai Prime Minister was quick in responding to the needs of the flood victimes but sad to say that our President’s only worries are GMA and Corona.  The lady Prime Minister extended her hand to the leader of the opposition so that they can work together to solve the problem.  In the Philippines,  the administration is putting a fight with the administration and he spent all his energy in those things kaya napabayaan niya ang ekonomika at ang mamayang Pilipino.  He should resign.  There is no other option

Ang NPA karamihan nasa bulubundukin ng CARAGA region nakadestino ang mga ‘yan, ang Abu Sayaf at MILF nasa central Mindanaw sila banda (cotabato, maguindanao, lanao del sur, ARMM etc..) Ang higit na tinamaan ng bagyo ay ang Northern Mindanao, Iligan at Cagayad de Oro, Misamis Oriental etc.., na kung saan ang rehiyong ito naka-base ang isa sa pinakamalaking kampo ng Philippine military. Itong rehiyon na ‘to ay tinagurian breadbasket ng Pilipinas kung saan ang mga gulay, prutas at mga raw materials ay inaangkat papuntang metro Manila via RORO para sa gayon may pangkain ka sa mesa mo. Ngayon sasabihin mo more power at salamat kay Sendong. Mag-isip isip ka baka bukas o sa susunod na Pasko wala ka ng ihahanda.

Kung maka-Arroyo ka man, respetohin nyo ang mga namatay ngayon wag magdahilan na ang presidente ang may kasalanan. This was unprecedented event in both cities so we have to learn from this incident. Kahit dyan sa Luzon na mas grabe pang pinsala at taon-taon ang baha eh hindi pa rin maiwasan na may namamatay kahit anong gawin ng gobyerno. 

    Kaya STFU!!!! Ang babaw ng mga kadahilanan nyo. Mga ungas, respetohin nyo yung mga biktima at gawin nyo ang dapat gawin para matulungan sila. Wag kayong satsat, wala kayong ginawa kundi sulat lang ng kagagohan.

    puro paparty si PNoy at mga congressmen at nakalimutan ang mga paghahanda sa mga lalong naghihirap nating mga kababayan, sana ay makita ang tunay na programa ng gobyerno at hindi lang mga papapogi at propaganda sa mga survey,
    ang tunay na kailangan ng mga filipino ay tulong at programa para sa paghahanda sa mga ganitong sakuna, sawa na sa mga intriga at misinformation na ginagawa ng gobyerno.

    436 dead and still rising;  one of the biggest tragedy in decades.  What happened?  What went wrong? While looking at ABS-CBN news,  I can see the people escaping the flood but there were no soldiers and no authorities around.  They just came later to retrieve the dead.  The blame should be placed squarely on the administration. They were late in taking action in spite of the fact that there was warning even few days before the disaster.  Once again, I call on Pnoy to resign to show responsibility.

    Isa rin sa pagkukulang nito ang MEDIA eh. Dapat rin magbigay ang media ng mga ads about disaster preparedness at mga paghahanda pag ganitong mga sakuna na darating. Eh puro lang tele-novela at mga wowowee ang ginawa. Ng dumating ang Hurricane Irene dito sa NY grabe yung coverage na binigay ng media at dumating sa punto na overkill na rin yung paghahanda at panic buying pero at least wala masyadong naging biktima. 

    Sana may mga programa rin para sa paghahanda at bibigyan rin ng priority ang kapakanan ng mamamayan para maiwasan ang mga ganitong pangyayari. Hindi puro TELE novela nalang, hindi makatulong yang mga kadramahan na yan sa ating lipunan… Sana ang media at gobyerno ay magtulungan nito.

    This is no longer about ARROYO… it all about our PRESIDENT acting on the disaster… how he could have prepared the country for such… but unfortunately… it seems and it feels like OUR GOVERNMENT didnt do anything to make people prepare for such a disaster… at end we lost 400 of our fellow FILIPINO… sad sad… but 24 hours after hearing about the rising casualty… it seems that his only plan is to REVIEW… take note..     I believe the total domination of the elite is complete. I feel our current situation is not far from when we were under colonial rule. I do not have the statistics, but I feel there are more Filipinos who are NOT independent and critical thinkers. Easily persuaded by superficial antics with deep hidden agenda. Since this present government took over. It has not shown that it cannot practice accountability when it comes to its own people and rides with its popularity with the people in Metro Manila. I feel the people should have reacted and demanded more instead of hero worship.  This incident in Luneta gave his excellency the idea basically he could get away with murder. I noticed that despite all failures in all aspect of governance, majority is either indifferent, apathetic or supported the government. Because, we accept everything at face value and dare not think or analyze what is being said.

    Again, we have this tragic loss of life. BSA is confident that he will get away from this. He understands that his concerned and related agencies are inept in handling this tragedy but who cares nobody cares. He has the media on his side, he has the”people” on his side and he may even think that God is on his sides. This is issue will die and NOTHING would be done. It is only through the admission of failure when we could improve and better ourselves.

    There would be more tragedies and great human loss ahead of us. So, are we just going to sit back and relax and say it is act of God and we cannot do something about? Or, we could act as a nation and head on tackle the problem and formulate plans to prevent such tragic loss of human lives. The people must stay vigilant and pro active not insensitive as we had demonstrated as a nation in the past.

    for usec ramos to blame those affected by this tragedy is an outrage! if
    the NDRRMC was really cognizant of the volume of rain and its adverse
    effect on the affected communities, why was there no preemptive actions
    done to mitigate the would-be damage; why were the rubber rafts not
    deployed in strategic places to facilitate evacuation when danger was
    imminent; and why were everyone caught sleeping, including the public
    safety officials, when the tragedy struck. now is not the time for
    finger-pointing, but i sure hope there will be a time for reckoning.

    Much of the blame for this tragedy is illegal logging in the Cagayan River watershed. Studies and media foretold of this scenario over a year ago.  More of the blame goes to local officials who allowed  squatters to build along the river and under bridges knowing full well what was sure to unfold. The rising waters hit the settlements like a tornado in the dark. Many had no chance at all.

    Now the entire city of one million has had no water for over 24 hours. The cowards at the water district simply have their phones off the hook, seemingly ignoring their customers. For those with power and internet a visit to their site news shows they haven’t updated since Nov10 and has no info on this crisis….They recently raised their rates 30% to astronomical………the price of mineral water at local stores has doubled due to greedy shop owners……CEPALCO the electric co. has responded well on the other hand, working tirelessly restoring power to much of the city.

    Major flooding occurred on the same river in 2009 and washed away houses, yet it was allowed to repeat itself Saturday. It seems safe to assume the citys’ disaster planners are the disaster itself.

I can’t believe the Office of the Civil Defense Administrator would have the guts to blame it on those who have become victims to this. It is basic science that forests act as sponge in times of heavy rain. It absorbs the water. For as long as our forests are continuously denuded, floods such as this will become more regular. SO PLEASE, do not blame it on the storm, because storms happen every year whether we like it or not. DO NOT blame it on those who fell victims, because IT IS THE JOB of the government to put preventive and rescue measures in place.     The  Department of Environment and Natural Resources   should be  blamed for this disaster and also some military goons and senators who have been behind the illegal logging in Mindanao. The DENR, an obnoxiously useless department has been  allowinng illegal logging for decades to the detriment of the people.

    Two cities – Cagayan de Oro and Iligan – were heavily affected. Why? I can only surmise that it was so because of the residents fault. Steros and other waterways are clogged up with their wastes many of which are plastic materials. Walang ganito na picture sa small towns. Hindi agad makalabas ang tubig papunta sa dagat. Ganito ang nangyari sa Metro Manila during the 2009’s Ondoy. Ganito rin ang Bangkok, Thailand. The typhoon’s damage could have been very minimal if only we discipline ourselves on waste disposal. I don’t blame entirely the government, local and national. The blame should first be to us, the people.

    typhoon 2k had started storm updates on sendong as far back as december 13. as of the afternoon of december 15, pagasa has NOT raised storm signals. the weather bureau is totally amiss, just as it had missed the path and ferocity of basyang that hit metro manila last year. don’t even mention ondoy.

    instead of politicking all year round, government must turn its attention to the immediate concern of human safety. cut a more than decent slice of the national budget for weather forecasting upgrades! government should be appalled by pagasa’s inability to help safeguard life and property by increasing accuracy of forecasting and issuing prompt warnings.

        Actually there was very little emergency announcements in Northern Mindanao within 24 hours before the typhoon hit. Most of the northern Mindanao residents have never experienced typhoons and many were even unfamiliar with the typhoon warning signals of PAGASA. There were no forced evacuations nor any mass and organized warnings. Thus it would be unfair to blame the victims them Miss Santiago. “Namatayan na nga insultuhin mo pa.”

        Have you seen the recent statement of the National Disaster team? They said PAGASA issued the warning too late. The standard is raising the alarm 36 hours before. PAGASA only raised it within 24 hours. Have you seen the forum boards of kagay-anons (folks from CDO), they were even confused whether signal no 1 was the strongest or no 3. Please, try to communicate with at least 3 or 4 folks on the ground in CDO or Iligan. You’ll get a better picture. And by the way, don’t just symphatize, help.

    Tropical storm Sendong (international name Washi) was expected to
    bring heavy rains with almost similar amount and intensity as carried by
    tropical storm Ondoy 2 years ago, according to a prediction made 2 days
    ago by a joint US-Japanese scientific project.
    The Tropical Rainfall Measuring Mission (TRMM),
    a joint project between the US National Aeronautics and Space
    Administration and the Japan Aerospace Exploration Agency (JAXA), said
    tropical storm Washi had strengthened when the TRMM satellite passed
    over December 15.

    TRRM analysis of data gathered by the satellite’s instruments showed
    that Sendong was already carrying “very heavy rainfall of over 50mm/hr
    (~2 inches).” In comparison, Ondoy dumped 56.83 mm/hr of rainfall on
    Metro Manila in September 2009.

    Around the same day, Philippine state weather bureau PAGASA and the
    disaster management agency NDRRMC predicted only a 10-25 mm per hour
    rainfall amount for Sendong.

         and those rabid anti PNOY bloggers,  the instruments that we have in place right now can only predict the strength of the typhoon.  The Signal Number we get gives us the strength of the typhoon not the volume that it will make.  Unlike the more developed countries they can easily predict the INTENSITY of the typhoon because they have dopplers placed every so distance to cover each given area.  The INTENSITY gives us the rate of rain that will be dumped, say inches per hour.  The Philippines only started purchasing the dopplers only recently and were very limited due to the high cost of the instrument.  IT IS ONLY IN PNOY’S GOVERNMENT THAT THEY ARE STARTING TO DEVISE A DIFFERENT WAY OF PREDICTING THE WEATHER, NOT BY MERELY SAYING THAT WE HAVE A SIGNAL NUMBER SO AND SO, WHICH ONLY PREDICTS THE STRENGTH OF THE STORM BUT ALSO TO ALSO INFORM US OF THE INTENSITY OR VOLUME OF RAIN THAT THE STORM WILL MAKE.

        Now, tell me among all the presidents,  who took the initiative to really reform the way we predict the weather???

        even without Pag-asa,  the 12 hours rained should have alarmed the officials. after continous 5 hours of hard rain they should have began the evacuation immediately. You cannot deny that the authorities were too slow too lax in their response to the warning.and they should bear the full responsibility including your idol for all the dead in mindanao.  similar things happened in Davao few years ago.  They should have learned the lesson.

        I won’t negate what you are saying.  What we need is better information dissemination.  We can actually formulate a simple device even made of tin can wherein we can roughly predict the intensity of the rain.  if we observe that the bucket fills at a certain rate, in inches per hour, that tells us how much water is being dumped.  With this simple device, we can have our own warning system.  This was also discussed in one of the interviews I saw for ch 2 or ch 7.  I am not sure which.  There’s so much that we need to do to have us better equipped with these kind of calamities.

        Its not the early warning system that was wrong.  Pagasa has sent out warnings even days before.  It is the slow response of the authorities that is the problem.  Had they responded after 4 or 6 hours of hard, continous rain then great number of deaths should have been avoided.  Sarap ng tulog ng mga authorities while it was raining hard.  They should be investigated including Pnoy who is the overall in-charge of the country

The high death casualty could have been avoided if this administration is not slow in preventing casualties. Pag-asa has been waring for days and when it rained hard continually for 12 hours, the authorities should have been alarmed already. Even if only 4 or 5 hours of continued hard rains, they should have begin moving already. They should have that worst case scenario in planning. This government is not only blunder after blunder but also plunder of the CCC funds and now the high death casualties just showed that this government is below mediocre and should resign before Philippines will be seriously damaged economically, politically and environmentally.

    This is really new. During the tenure of Gloria Arroyo, there was no calamity like this, hence the people were not forming hypothetical scenarios and post them here. It is but proper to lambast President Aquino for not being able to prepare well enough.So much about local people`s ignoring the storm warning, Pag-asa with or without doppler radar should have anticipated that the typhoon would changed course instead of the usual path projection.
    Talking about leadership. Majority of the Filipinos perceived that the Luneta hostage taking was definitely worst than Mindanao massacre. In fact Gloria Arroyo did not speak even once on air about the situation. She was reported to be trying to declare the Ampatuans as rebels. Hence, she asked her LG Secretary to quarterback the whole affairs.

      How good was Arroyo for you, so that I may change my atttitude toward her and her husband.

      See my post taken from Google there were many disasters during GMA including death of 1800 due mudslide. The Philippines is a disaster prone area including flooding and earthquake and volcanos. Plus and this is the difference there are more Filipinos now than before along the way of typhoons and earthquake. Expect more deaths in the future. The consolation is Philippine disasters are nothing compared to devastations they are experiencing in Japan where hundreds of thousand die and this even with preparedness which the Japanese are known

    This disaster is an offshoot of indiscriminate logging and abused of mother nature’s laws. As if she is warning the people, “Obey my laws and I’ll protect you from harm.” It is just as simple as that. People neglected their duty to protect their environment for the sake of material things. This is not blaming, but I wanted people be reminded of simple things to just obey mother nature. I commiserate with the families of the victims of this tragedy.

        …may karapatan kang magalit at manisi…night…pero nangyari na nga ang mga ayaw nating mangyari at di na natin kayang maibalik pa sa dati ang nakaraan…ngayon, anu ba ang mga dapat natin gawin ?…tama, magtulungan ayusin na maibalik muli ang sigla ng ating mga kapatid dito sa mindanao…tingnan kung saan tayo nagkulang at matoto na sa ating nadanasan…saganang akin, talagang may pagkukulang din naman ang pagasa, kahit na nga nagforecast sila ng signal #2 sa mga provinces na talagang dinaanan nitong bagyo( inq. dec. 16 issue), wala ring coordinasyon ginawa ang local government ukol dito…siguro, , dahil nga masasaya ang lahat ng tao celebrating Christmas party, midnight sales,  at sa kanilang paniniwalang bihira naman silang dalawin  ng matinding bagyo…knowing all these shortcomings, there must be some action to address them just to make sure that this disaster will not happen again…including, pursuing accurate weather forecasting with proper coordination with the concerned areas that will be affected by a typhoon…thus, to alert and give them time to prepare…this has been done before, it must be a built in practice to all concern.

    There was a warning with ample time for people to evacuate risk areas. But just like the usual attitude, people do not believe warnings unless the danger was already happening. By then it was too late. That was what happened too in Calumpit, Bulacan, when they were flooded the first time around a year ago. But they have learned their lesson, and when they were flooded again so severely a month ago, the number of casualties was already minimal because they evacuated when local authorities told them to. Natural disasters do occur and it will happen again not only to the south but the whole country as well. We cannot stop it but we can mitigate it by being aware; listen to news advisories, evacuate if told by authorities, and do so even without being told if you have determined for yourself that it is dangerous not to do so.

    Time and again this happens to show us the need for political will to bodily take out families living beside waterways that are at risk everytime floods came. And ensure they do not return again. The blood of these people stains the hands of national and local leaders who should have enforced this evacuation long ago. It is not the people’s discretion whether to leave or not. We must take them out and keep them out for their own good. Even now lots of people live under bridges and beside waterways. If we do not put a stop to this, death through floodings and flash floods will continue. And their blood will continue to heap on the heads of those officials who should be doing their job but lacked political will to do so. And the cycle will continue, unfortunately.

    We
    have an uncommon typhoons during December because we are in the period
    of El Viejo (the old man in Spanish) it is called the El Nino Southern
    Oscillation it occurs when there is a rising ocean temperature off the
    coast of Australia down to Tahiti and the effect would be a strong flood
    and typhoons coming to Asia. This weather phenomenon is now being investigated and being studied which our PAGASA refused to
    acknowledge that we are( last year 2010 and this year 2011) in the
    period of El viejo (usually comes in the period of October-December) or refused to recognized its effect in Asia. El Viejo is not the same as the common
    El nino (the boy – drought) and the La nina (little girl).
    It has a more
    devastating effect and more cruel than La nina. It is surprising also
    to know that based from the research of scientists, El viejo do
    not only bring misery on flood and strong typhoons but also bring and
    trigger the increase of dengue and other infectious diseases probably
    SARS and bird flu. The weather may have a strong effect on the
    appearance of vectoborne diseases. Remember that the Spanish flu that
    killed 50-100 million people worldwide in 1918 was triggered by the El
    Nino.

    Before El Viejo comes once every 10 years, its visit is now
    regular and abnormal. In fact Australian television when they
    report about their weather talk about the oscillation index that have a
    big impact on Australian weather. The cause of ENSO or El Viejo is now
    thorougly being investigated scientist assume that the cause of rising
    temperature off the coast of Australia maybe be due to the toxic
    green gas emission that destroying their coral reefs.I think it is high time now for PAGASA to acknowledge these weather phenomenon El Viejo and should contribute to our awareness in how to protect our environment.

    @ Ruel D, if you have watched daily TV news (local and international), checked internet, read newspaper, or listened to local AM radio stations, you might have got the warning. Obviously, like everyone else in CDO, you were either in shopping malls or partying somewhere or lounging in some trendy coffee shops so you missed the warning. 

    Such typhoon is quite rare in Mindanao and people are just plain complacent about it (as a proof of the number of casualties). I live in Cagayan Valley (up in northern Luzon, if you dont know your geography) where we get at least 15 typhoons each year. Even for typhoons of Signal No. 4 or those with rains exceeding 500mm, casualties are limited to very low numbers because people will heed typhoon warnings and make necessary preparations.

    Yes, you can blame your Politicos. After all, they are the one allowing houses to be built in flood plain areas.

It will bring light to moderate rain in Surigao, the Leyte and Samar provinces,” forecaster Aldczar Aurelio of the Philippine Atmospheric, Geophysical and Astronomical Services Administration said in an interview.Packing maximum winds of 55 kilometers per hour and swirling over the Philippine Sea, the tropical depression could intensify into a tropical storm between now and its landfall, he said.Palawan and Occidental Mindoro, which lie in the path of the weather disturbance that was moving west northwest, would also experience moderate to heavy rain Saturday night, Aurelio said.The depression has no direct effect on Southern Luzon and Metro Manila. The northeast monsoon (Amihan) sweeping across the main island of Luzon, however, would intensify during the weekend and bring rain over the metropolis and other parts of Luzon, he said.It was estimated at 840 kilometers east southeast of Hinatuan, Surigao del Sur at around 10 a.m. Thursday….

      The people here in CDO had not yet experienced this kind of massive flooding ever since and so are not well prepared with the calamity. We are not in the usual  path of typhoons here in Northern Mindanao as the only portion of Mindanao that is typhoon prone is the Caraga Region. The geographic location of CDO is very precarious as it is divided almost equally by the CDO River whose headwaters trace its way from the mountain ranges of Kalatungan and Kitanglad. When the whole of Mindanao would rain, naturally all the waters would follow the natural course and empty itself in the CDO river basin which is  located downstream. The January 2009 flood was the only flood remembered by Kagay-anons in recent years but it was not as devastating as this that was wrought by typhoon Sendong.

      We are appealing the kind heart of those who may read this post to share what little things you can. We cannot all take everything from the government and remember that we as a people are the government.

      What?? You might as well say, “Filipinos are cursed. Filipinose are synonymous to disasters, calamities and catastrophes.” We experience several disasters each year killing people by the thousands – that’s a fact. Maybe GOD is just being cruel to us to test our faith because we are predominantly a Christian country (the irony of this particular disaster is it happened before Christmas). Or maybe there is more logical way of looking at these tragedies: that is, we are living in one
      of the world’s most disaster prone countries – with volcanic eruption, massive earthquakes, flash floods and typhoons being a regular occurrence but we are always unprepared.

      Blame Aquino for being “cursed”. Or perhaps, blame also those people for not heeding the warnings, for them having their homes on the flood plain so close to the river and for local/national government for not giving them “enough” warning. In that respect, they are also “cursed”. 

      So enough of the Aquinos? Replace his government? That wont prevent new calamities from happening. (BTW, I did not vote for him and I actually advocated to my friends and relatives not to vote for him , since to begin with, he was never a leader and he has a lackluster performance as a Senator of the Republic. So I am writing this not to defend him. Rather, I just find that your reasoning to be seriously flawed).

      I agree that those loss of life is entirely avoidable. A little more coordination, awareness, preparedness, leadership from our government (be it national or local) will definitely help. And us, as citizen, should should always prepared for such events and ready to respond to help.

      P.S> A geologist friend of mine from UP believes Metro Manila is long overdue for a major earthquake. Are we prepared for it? Would you heed calls from experts to make preparation for the big one? Or maybe, if this indeed happen in the next few years, you will come to the same conclusion that indeed, Aquinos are cursed. :-)

        Tama yung warning. Fact check: even CNN and BBC reported Sendong to be only a “Tropical Storm” not within Typhoon classification. Check also Joint Typhoon Warning Center and Japan Meteorological Agency’s website. They kept track of the storm for several days even before it entered Philippine area of responsibility. They are using different satellites and they never classified this storm as reaching typhoon category.

        600+ are living in a flood plain – on a direct path of any flash flood. Of course, typhoons are quite rare in Mindanao hence the areas they are living never experienced flooding in recent memory. Over the years CDO has grown as urbanized area and people settled in this flood plain areas which are never should have meant to be developed into residential areas in the first place. It just a matter of time – a disaster waiting to happen.

        PAGASA’s signal no. 2 (60-100kph) only qualifies as Tropical Storm system as per Saffir Sympson Scale which is the international accepted classification. (I have a link but it seems inquirer is not accepting post with html link pages). Anyways, check international news sources and they qualify this system as tropical storm only.

    I have a friend in Cagayan de Oro who told me the disaster that claimed more than 650 lives, mostly women and children, was due to illegal mining and illegal logging. Though it started with tropical storm Sendong, the huge canal-like excavations caused by years of massive hydraulic mining in the denuded mountains had precipitated a flash flood which was responsible for the drowning of the residents directly below.

    The failure of the city officials to stamp out the illegal mining and illegal logging is because the city mayor and some of the city councilors and local officers are involved in these illegal activities, as claimed by the angry residents. A no-whitewash investigation must be conducted by the President by creating a task force to look into this tragedy and to punish those responsible for these deaths. The residents of Cagayan de Oro will not stop looking for justice until those guilty be put behind bars.

      This is sad.  Masama na ngang may mga malalakas na bagyong darating because of global warming tapos ma a aggravate pa nang man made reasons.  yes we need to stop these illegal practices.  I am hopeful that our president will act on these illegal practices.

        A comprehensive hydrological study should be done immediately to address the causes of such flash floods. Hydrological studies would be able to identify a lot of areas of concern like cross section volume of the channel / river, tributary rivers or clogged natural outfalls.

        I agree, heads should roll. But dont expect a lazy president to do it for you. The LGU and the media must press the issue to get somewhere.

    Hello everyone.  Top priority right now is to give immediate assistance to the victims of typhoon Seldong….especially those in Iligan City and Cagayan de Oro.

    Help with what you can give whether clothes, water, money, prayer….and soon perhaps physical assist in building homes.  Let the government do its obligation but the rest of us should also do our part.

    Leave the analysis of why and finger pointing for later……this is the time for everyone, whether you are pro-PNoy or maka-GMA, to just help our countrymen.

    More than 600 dead and 400 missing, Billions of pesos spent for PAGASA rehab, NDRRMC reduced to counting dead bodies and begging for coffins, looks like we’ll all be looking at more of  tragedies like this untill Pnoy and his government man-up and walk the talk in his ban against mining and logging raping our forrest and cutting trees in the mountains. NO TO MINING and LOGGING.

    If I was in the Philippines, the last thing I’d want to see is more politics. Tama na pormahan, papogihan, sobrang salitaan. People need to be held accountable. Real changes need to be made, 600 dead and rising cannot all be “pasaway”! This Sendong disaster should be unacceptable to all Filipinos!

    …what really make this a devastating catastrophe was the forest with no trees standing…no roots to sip in waters and hold the ground from sliding…who’s to blame then ?…look around, see and know who are these people making our forest bare…that’s mother nature talking…the rain said, ‘look, if you naivete people continue to make your forest bare…i will come, again and again to clean it for you…” …then very sad the forest will lament…’ look wise people, rain is threatening…please, i beg you, don’t make my forest brothers bare…plant trees while there’s time…before the raging rain come to us and ravage us again…’ 
    indeed, many more of this kind will come,  if we continue to be naive…blaming, finger pointing, playing dirty politics, taking  no action, in fighting among ourselves instead of being one, etc…
    then, again, the people will remain naive, hard headed, disobedient, not involve, careless, reckless, disrespectful, etc…mother nature will say…’you people are never wise and never learned…’  …now is the time to rise, now is the time to act…be involved…be one.

    Siguro kung ang gobyerno at ang mga taga hanga niya ay sumusuporta sa impeachment, sana ang nationwide ban sa mining at totoong pagtigil sa illegal logging ay kanila ring susupportahan. Gusto kong makita na may imbestigasyon tungkol dito! Dapat isiwalat ang mga kawalang hiyaang pinaggawa ng mga miners and illegal loggers at kung sino ang kanilang mga protectors sa gobyerno!

    I am begining to wonder what BS Aquino’s priorities are.  When it comes Corona and Arroyo, he’s always on the frontline blabbing his mouth like there’s no tomorrow with short cuts on some processes that might compromise the cases.  But when disaster struck his minions are the ones in the frontline.  Power tripping? I’m not sure because I also want GMA to go to jail.  I just don’t know if these popular BS blabber has his priorities straightened up.

    What I am about to say isn’t a popular opinion, truth be told it may even be hard for people to read/hear/listen to. Simply, what if the President and others just don’t care.

    Everyone is focusing on Aquino but I’ve seen the newscasts from GMA/ABSCBN and everyday leading up to the tragedy, you would think it was just a regular rainstorm from the lax coverage. There was no sense of urgency or grave warning of this monster storm headed to Mindanao. 

    That is why imagine my shock when on Saturday night I’m home and have nothing to do, a newsflash on CNN was my direct source of info with it reporting, “over 600 dead in the Philippines” and then they broke down the storm which was tantamount to over a months’ worth of rain being poured in a matter of hours.

    Let’s be honest people, what if they didn’t simply care because all their eyes were tuned to Gloria/Corona sensationalism and their hearts and minds were on Christmas Parties to attend and frankly, “hindi naman tayo dito sa manila ang matatamaan eh, bali wala yan ulan lng yan! Tara! Christmas party party time!”

    Now, everyone is putting on their best “Relief Effort” face on after this disaster, but ask yourselves, does anyone really care what happened “Down South”? Because all evidence says: NO.. imagine if this happened to Manila and its vicinities, the response/alert/warnings/everything would have been totally different

    well if PAGASA or NDRRMC in-charge can sleep soundly while 600+ people died under their watch, they have psychological issues. otherwise i suggest they just quit their job and join the volunteers or NGOs. The way I see it, if your you are to carry on your shoulder the responsibility of saving lives but you know you don’t have the capacity, you might as well not accept the job. Or just receive the salary and go on with your lives…

    Forecast reports are nothing kung hanggang reports lang.Eto dapat ang brasuhin! Executive dept. should have executed a forced
    evacuation! alam naman na naforecast na yung Ondoc proportion na rains e. Pero kung gagawa ng memo for a WLO for 1 person ang bilis! but if memo ordering to evacuate people to save hundreds of lives, wala tameme lang!

    Government agencies should put the affected people to work since their livelihood has been wiped out. By hiring the men or any able bodied person in the clean up and constructions, their dignity will be raised as opposed to just begging for alms to the government and the private sectors.

    DPWH, DSWD and the LGU`s should hire the the local residents…to help them with their mourning and earn money for their remaining surviving family members…this will be therapeutic for the providers of the affected family.
